Montrose County School District (MCSD RE-1J) is located in rural southwest Colorado, covering 121 square miles and serving the City of Montrose and the Town of Olathe. The community spans the Uncompahgre River and Paradox Valleys, extending over 2,200 square miles. With an enrollment of 5,887 students, the district?s demographic is diverse: 55% of students are White, 40% are Hispanic/Latino, and 5% represent other minorities. Approximately 49% of students qualify for Free and Reduced Meals, 10% … are identified as Multilingual Learners, 17% as Students with Disabilities, and 7% are identified as Gifted and Talented. MCSD is committed to fostering academic excellence through various initiatives, including its cornerstone program, Mastery Learning. The district is transitioning to this system to ensure clarity, consistency, fairness, and accuracy in instruction and assessment. Mastery Learning focuses on student achievement through proficiency scales, which clearly define learning goals and progress indicators. This multi-year initiative aims to ensure that grades reflect actual academic understanding and support teachers in tailoring instruction to student needs. MCSD?s Mastery Learning system is gradually being implemented across K-12 schools, with full adoption targeted for the 2027-2028 school year??. In addition to its academic programs, MCSD has partnered with Catapult Learning to address challenges in supporting students with disabilities and at risk of underachievement. Through a Collaborative Quality Analysis (CQA), MCSD has identified areas for improvement in its intervention systems and has initiated strategic actions to ensure equitable access to education, particularly for Students with Disabilities?. MCSD is also addressing challenges related to Multi-Tiered Systems of Support (MTSS), with a focus on reducing over-identification of students for special education services. The lack of a strong MTSS framework has presented challenges, particularly for students with disabilities, and the district has partnered with Catapult Learning to improve intervention systems and ensure more accurate identification of student needs??. Title I funding plays a critical role in supporting these efforts. All eight elementary schools in MCSD receive Title I funds, which are allocated based on the needs identified through the UIP process. District leadership collaborates with local agencies, school principals, and community members to ensure that Title I funds are used to address identified student needs. Community and parent feedback is also actively sought through District Accountability meetings and surveys. This inclusive process ensures that Title I resources are aligned with the district?s overall improvement goals and that schools are equipped to meet the needs of their students??.
