2025-2026 Implementation Consultant Review

Background: 

In 2012, the Colorado READ Act established the Comprehensive Early Literacy Grant (ELG) Program to provide money to local education providers (LEPs) to implement literacy support and intervention instruction programs to assist students in kindergarten and first, second, and third grade to achieve reading competency. The Comprehensive ELG Program is focused on system-wide early literacy efforts and implementing and sustaining scientifically and evidence-based reading instruction. Process:

The CDE process for review of Implementation Consultants for inclusion on the READ Act Advisory List of Implementation Consultants follows the following steps:

  1. Part I – Letter of Intent to Apply All consultants must complete Part I. Consultants already on the CDE 2024-2025 Advisory list do not need to complete Part II. New consultants will be notified if they are approved to move to Part II. 
  2. Part II – Implementation Consultant Review  
  3.  Appeal Window
  4. Implementation Consultant Advisory List posted on the CDE website

Note: Consultants currently on the ELG Implementation Consultant Advisory List DO NOT need to reapply. However, they should fill out Part I-Letter of Intent to Apply indicating whether they would like to remain on the list, be removed, or have any updates to submit. They will also need to submit an updated assurance form and pricing structure.  Current consultants must upload signed assurances for the year and update any changes to their pricing structure and contracted consultants, if applicable.


If an individual is currently under a company as a subcontractor and wishes to join the list under their own name/company, they must go through the full application process. 

If the primary contact for a current consulting company with subcontractors elects not to be on the list for this year, they are responsible for notifying their subcontractors prior to August 15, 2025. 


2025-2026 SY Implementation Consultant Review Timeline


  • August 15, 2025: Letter of Intent to Apply Window Opens  (All current and new applicants must complete this form)

  • September 5, 2025 at 4:00 PM MT: Letter of Intent to Apply Deadline

  • September 8, 2025: Application Opens 

  • September 15, 2025: Information Webinar (Register Today)

  • October 7, 2025 at 4:00 PM MT: Application Deadline

  • November 17, 2025: Vendor Notification of Review Results 

  • November 17, 2025: Appeal Window Opens 

  • December 8, 2025 at 4:00 PM MT: Appeal Deadline 

  • December 2025: Vender Notification of Appeal Results 

  • January 2026: Advisory List updated and posted on CDE website


 

Part I – Letter of Intent to Apply (Closed September 5 at 4:00 PM MST) 
 

The first stage of this review is Part I – Letter of Intent to Apply for inclusion on the Implementation Consultant Advisory List. In order to receive Part II of the application for the CDE full review, each applicant must submit Part I - Letter of Intent to Apply which includes signing the Assurances and Disclaimers document. Submitting a Part I – Letter of Intent to Apply does not obligate an applicant to submit a Part II – Implementation Consultant Review application. Completion of Part I – Letter of Intent to Apply does not guarantee that a new applicant will be approved. Current Implementation Consultants will be asked to confirm whether or not they want to continue to be on the advisory list for the 25/26 school year and must upload a signed assurance form for this year and provide any updated information, if applicable. New Applicants meeting Part I – Letter of Intent to Apply must still complete the Part II – Implementation Consultant Review and be approved before final inclusion in the READ Act Implementation Consultant Advisory List  

The Part I: Letter of Intent to Apply submission window has closed. No late submissions will be accepted.

Current Implementation Consultant/Companies Applicants

Consultants and/or companies currently on the advisory list need only update the CDE using this Letter of Intent form. All current Implementation Consultants/companies must submit the Letter of Intent, however will not be required to complete Part II of the application process. 

New Implementation Consultant/Companies Applicants 

In order for a new provider to submit an application to the CDE for full review, each vendor must submit a completed Letter or Intent to Apply. Only those vendors that have completed the Part I: Letter of Intent to Apply application and have been asked to move forward with a full review will be considered.

Part I: Letter of Intent to Apply - Application Materials

Use the following resources for Part I - Letter of Intent to Apply. The Implementation Consultant Assurances template will need to be completed and submitted via the Smartsheet Letter of Intent to Apply form for every applicant, including current implementation consultants who wish to continue to be on the advisory list. The Implementation Consultant Biography and Pricing Structure templates will need to be completed and submitted via the Smartsheet Letter of Intent to Apply form for all new applicants. If applicable, resumes of any subcontractors should be combined into one PDF and uploaded via the Letter of Intent to Apply Smartsheet form.

Part II - Implementation Consultant Review (September 8 - October 7, 2025)
 

Upon approval of Part I – Letter of Intent to Apply, new applicants will be notified and will receive the Part II – Implementation Consultant Review application with instructions to submit materials for the second stage of the Advisory List Submission for Review. All applications must be submitted to the Smartsheet form. No emails or hard copies of applications will be accepted or reviewed. Current Implementation Consultants statuses will remain unchanged unless they indicate otherwise on the Part I- Letter of Intent to Apply.  Incomplete or late applications will not be considered. 

Completed applications must be submitted online by October 7, 2025 by 4:00 PM MT. Within the online application, applicants must upload the following:

  • A Part II Narrative Worksheet using the CDE Part II - Narrative Worksheet Template
  • A long-term implementation plan in PDF format and uploaded via the Smartsheet application
  • At least two reference letters combined into one PDF file uploaded via the Smartsheet application

Applications will be reviewed by CDE staff to ensure they contain all required components and to evaluate content. Applicants will be notified of review status no later than November 17, 2025.

Note: This is not a competitive process. Applicants must meet all required elements and agree to and sign the assurance document to be included on the ELG Implementation Consultant Advisory List. There is no guarantee that applying will result in advisory list inclusion. Applicants that do not meet the minimum qualifications may submit an appeal request. CDE staff may ask applicants to submit additional information before determining the final review status.
