Supplemental AELA Credential

Senate Bill 22-192 (SB 22-192) is designed to promote the creation of stackable credential pathways. As part of the Bill, $800,000 has been appropriated from the General Fund to the Colorado Department of Education (CDE) for the Adult Education and Literacy Grant (AELA) to implement programming leading to adult learner post-secondary entrance and post-secondary credential attainment outcomes. The Adult Education Initiatives (AEI) team at CDE is releasing this funding for distribution through the Supplemental AELA Credential award to existing AELA grantees.

Supplemental AELA Credential award funds from SB 22-192 have been granted a 12 month extension and will expire on June 30, 2024.  

Any credential listed on the 2022-2023 Career Development Incentive Program Approved Program List qualifies. Additionally, grantees may request to have other credentials approved for reimbursement by completing the Program Approval Request Form.


Data Reporting Requirements

Funds must be used to provide services to eligible adults who:
  • are at least seventeen years of age;
  • are not enrolled in a public or private secondary school;
  • and lack a high school diploma or its equivalent; or
  • are in need of English language instruction; or
  • lack sufficient mastery of the basic literacy and numeracy skills necessary to enable people to function effectively in the workplace. (C.R.S. § 22-10-103(3)).

 All learners receiving services with these funds must be reported in CDE’s LACES data system. New learners receiving these funds will be entered into LACES and will be tracked as “current” learners.

Documentation of post-secondary entrance must be uploaded in the corresponding learner record in CDE’s LACES data system prior to any request for funds. Examples of approvable documentation include official and dated acceptance letters or emails and official transcripts showing enrollment in credit-bearing or degree/industry-recognized credential-terminating courses. Documentation of any post-secondary credential earned must be reported in LACES. Examples of approvable documentation may include credential/degrees or official documentation from the post-secondary institution, training provider, or credentialing body that a credential was awarded to the learner. AELA Program Coordinators can provide guidance on documentation.

Note: Credential attainment is not required to utilize the funds.

All data validation must occur during the program year. CDE’s data match does not occur until after the end of the program year, so no data match data will be available to validate outcomes on this funding source.


Fiscal Reporting Requirements and Distribution

Remaining supplemental AELA Credential funds have been distributed for AELA grantees totaling $640,116 for July 1, 2023-June 30, 2024. 

AELA programs that opted into the Supplemental AELA Credential Funds (SB22-192) for 2023-24 must submit the AELA Supplemental Monthly Spend Report Template on the first of every month beginning August 1, 2023. Please submit this Report Template and a copy of your general ledger to your Fiscal folder in Syncplicity each month starting August 1, regardless of whether funds are distributed that month (ie, list $0 in the Total Funds Distributed cell if no funds are distributed in a given month). AEI will follow up with any questions on what has been submitted. 

Note: Grantees may be asked to provide receipts supporting expenses requested for reimbursement.

Allowable expenses for reimbursement must be tied directly to expenses a learner incurs associated with entering post-secondary training, including but not limited to:
  • course materials/supplies
  • course costs, including tuition
  • certification exam costs
  • application costs
  • reducing barriers to completion (e.g., transportation passes, childcare stipends)
  • marketing
  • employment placement
The following expenses are not allowed under the AELA grant, therefore cannot be submitted under the Supplemental AELA Credential grant:
  • staff certification/continuing education certification
  • lobbying costs
  • indirect costs
