Monitoring

ESSA Monitoring Overview

Monitoring of Federal programs is conducted in order to ensure that: (1) every child has a fair, equal, and significant opportunity to obtain a high-quality education and to assure compliance with Federal requirements; and (2) taxpayer dollars are administered and used in accordance with how Congress and the United States Department of Education (USDE) intended.  Monitoring assesses the extent to which LEAs provide leadership and guidance for schools in implementing policies and procedures that comply with the provisions of ESSA statutes and regulations.

CDE’s goal in monitoring is to help build the capacity of school districts so that they are aware of the requirements of the federal funds, have the ability to self-assess against the requirements of the grants, and understand how they can utilize funding under the grants to improve services for children. Monitoring is an opportunity to identify the supports LEAs need and to leverage federal funds in support of better outcomes for all students.

CDE will differentiate monitoring activities based on a set of performance, fiscal, programmatic, and administrative indicators. CDE’s goal is to provide the most intensive support to LEAs that are experiencing the greatest challenges in improving outcomes for students and to allow for greater autonomy for LEAs that are in need of less support relative to the indicators.

Monitoring activities, including Program Effectiveness Meeting supports and Compliance and Implementation Reviews of ESSA Requirements, will begin in the Spring of 2018. More information will be made soon.

ESSA Monitoring Supports Offered by CDE

Remote and Onsite ESSA Compliance and Implementation Reviews
ESSA Remote and Onsite Compliance and Implementation Reviews will include a review of prioritized indicators and will be focused on ensuring compliance as well as identifying areas where support for LEAs is needed and where federal programs can have the greatest impact on accelerating student achievement. CDE and LEAs will collaborate in developing a plan of action to measure, monitor progress, and connect the LEA to CDE offices that can support the identified improvement strategies. ESSA Compliance and Implementation Reviews are intended to assist the LEA in implementing effective strategies that best suit the needs of the students and families targeted for services under ESSA program. Additionally, through ESSA Compliance and Implementation Reviews, CDE will work to identify and disseminate promising practices as they align to ESSA implementation.

CDE has been working with a stakeholder group over the summer and throughout the school year to develop a new monitoring protocol for ESSA and to prioritize the ESSA requirements that CDE will review. The new protocol will be initially implemented in the 2017-18 school year and fully implemented in the 2018-19 school year. The compliance and implementation review will provide a supportive learning environment for CDE, district, and school staff as we work together to meet the requirements within ESSA and look for quality implementation to create support tools for all to use. 

Program Effectiveness and Consolidated Application Support Meetings
Through program effectiveness and consolidated application support meetings, CDE will provide a facilitated examination of current uses of funds and program evaluation practices.  This support will be prioritized for districts that have a high number or high percentage of schools identified for comprehensive support and improvement (CS) or targeted support and improvement (TS) and will also be provided upon request to districts that have not been prioritized.

ESSA Monitoring Stakeholders Workgroup
This workgroup meets quarterly to provide input on CDE tools and processes regarding ESEA Monitoring. If you would like to send thoughts, comments, suggestions to the workgroup, please contact Lindsay Swanton. District/BOCES, and school leaders, teachers, and staff are welcome! Workgroup participation hours count toward required professional development hours for educator license renewal. If you are interested in joining the workgroup, please send a brief statement of your role and interest in participating to Lindsay Swanton. All meetings will be held from 10am-3pm at the Aurora Public Schools Professional Learning Center.

Professional Development Series
CDE is currently developing professional learning opportunities to support effective planning, implementation, and evaluation of ESSA programs. The professional learning opportunities are intended to support LEAs in improving and enhancing the quality and effectiveness of ESSA programs, as well as to meet compliance with ESSA requirements.

Regional Network Meetings
Federal Programs will continue to provide an opportunity for targeted local support in the form of bi-monthly ESEA Regional Network Meetings  in different locations throughout Colorado and online.  ESEA program requirements and monitoring support will be addressed at each regional and virtual network meeting. These meetings will provide LEAs with the opportunity to further understand and discuss the ESEA requirements, as well as to provide feedback to CDE regarding the monitoring tools and process.

ESSA Program Requirements

The ESSA Program Requirements is a list of requirements that LEAs must comply with in order to accept and use ESSA funds. During ESSA Compliance and Implementation Reviews, which will begin in the Spring of 2018, CDE will use this document to ensure compliance with the ESSA requirements and make recommendations to support LEAs in improving best practices within ESSA programs. During the ESSA Compliance and Implementation Reviews, CDE will prioritize requirements within each category and will notify LEAs in advance of the requirements that will be discussed during the reviews. The ESSA monitoring process and calendar for 2017-18 is still in development; however, LEAs may begin using this document to ensure the requirements are being met. CDE will send further communication regarding the ESSA Monitoring process when it is available.

To create this document, CDE has worked with stakeholders through the ESSA Monitoring Stakeholders Workgroup, the ESEA Committee of Practitioners (CoP), and Regional Network Meetings, to synthesize program requirements highlighted in ESSA into a meaningful and manageable collection of requirements. Based on the work with these stakeholders, the ESSA program requirements have been divided into four main categories:

·         Meaningful Stakeholder Engagement

·         Identification and Delivery of Services

·         Equitable Services to Non-Public Schools

·         Fiscal Requirements

In addition to the ESSA program requirements, CDE, in collaboration with the various stakeholders, created a list of “Examples of Acceptable Evidence” to provide further context to each requirement. LEAs may collect or maintain these pieces of evidence to demonstrate compliance with each requirement. These lists of Acceptable Evidence are not exhaustive; an LEA may choose to demonstrate compliance based on other processes or documents that pertain to the individual LEA. Also, some pieces of acceptable evidence may be used demonstrate compliance with different requirements.
