Charter School Organization Access Requests and Profile Setup in GAINS

Pursuant to C.R.S. 22-30.5-104 (11), a charter school may choose to apply apart from their authorizer for a competitive grant program created by a federal or state statute or program. The charter school is considered the LEP only for the purposes of applying and determining eligibility. A charter school’s authorizer will be the fiscal agent, if funded. 

Personnel

Charter Schools will request access to GAINS through the Charter School Access Request Form. In this form, they will indicate those who need access to GAINS or updates to current roles in the system. The personnel setup for a charter school's profile will include:

  • Any general or grant-specific director or update roles: Charter School and/or District/CSI personnel 
  • LEA Fiscal Representative: District/CSI personnel as determined by the authorizer 
  • LEA Authorized Representative: District/CSI personnel as determined by the authorizer 

System Workflow and Role Responsibility

The above personnel structure will apply to most funding applications in GAINS and the workflow will proceed as follows: 

  1.  Charter school or authorizer personnel completes the application draft in GAINS.
  2. The LEA Fiscal Representative from the authorizing district or CSI completes their approval in GAINS.
  3. The LEA Authorized Representative from the authorizing district or CSI completes their approval in GAINS.

Once the application status is at LEA Authorized Representative Approved, it is fully submitted to CDE.
