Monitoring & Compliance

Monitoring Process - Non-subgrantee Districts

All school districts across the state are required to be in compliance with Subtitle VII-B of The McKinney-Vento Homeless Assistance Act.  This federal act authorizes the Education for Homeless Children and Youth (EHCY) Program and serves as the primary piece of federal legislation related to the education of children and youth experiencing homelessness. It was reauthorized in December 2015 by Title IX, Part A, of the Every Student Succeeds Act (ESSA)

The Colorado Department of Education evaluates districts on an annual basis based on factors associated with identification numbers of students experiencing homelessness, poverty levels across the district and participation in required reporting by the district.

If selected for on-site monitoring, the McKinney-Vento District Liaison will be contacted at a minimum 45 days prior to the scheduled visit.

Monitoring Process - Subgrantee Districts

Minimum of once per 3-year grant cycle, unless one or more of the following conditions exist:

  • Transitions at the LEA/BOCES administration, program, or fiscal leadership level

  • Past programmatic or fiscal monitoring findings not addressed

  • Major program or fiscal implementation changes to the grant

  • Programmatic or fiscal questions or concerns arise.

Monitoring will consider activities and services provided during the current 3-year grant cycle.

Monitoring will include interviews with LEA/BOCES McKinney-Vento program leadership and other key leadership as requested in the McKinney-Vento Homeless Education (Title X) Onsite Program Review Document and/or through correspondence with the McKinney-Vento State Coordinator

Any updates to the monitoring document will be posted to the CDE website by September 1st of each year.

Monitoring could also include visits to other programs or services related to the LEA/BOCES MV subgrantee program.
