Concerning Implementing Media Literacy in Elementary and Secondary Education

 

Media Literacy Advisory Committee

During the 2019 legislative session, the Colorado General Assembly passed House Bill 19-1110, Concerning Implementing Media Literacy in Elementary and Secondary Education.  The bill creates an advisory committee within the Colorado Department of Education appointed by the Commissioner of Education.  The committee is responsible for creating a report for the education committees of the House of Representatives and the Senate of the Colorado General Assembly regarding the committee's recommendations for implementing media literacy in elementary and secondary education.

The committee is charged with recommending:

  • revisions to Colorado Academic Standards for reading, writing, communicating and civics to implement media literacy in elementary and secondary education;
  • materials and resources for teachers to adopt for media literacy instruction;
  • legislation or rules to implement media literacy in elementary and secondary education;
  • best practices for school districts to develop policies and procedures regarding media literacy;
  • strategies to support school districts implementing the best practices and recommendations developed by the committee; and
  • opportunities to recognize students and teachers who demonstrate excellence in media literacy.

Advisory Group Facilitation

The department has contracted a skilled and knowledgeable third-party facilitator to manage the committee and record the committee’s recommendations in a final report.  All meeting agendas and summaries will be publicly available on this web page.


Membership

HB19-1110 specifies that the membership of the Media Literacy Advisory Committee consist of the following members:

  • an academic expert in media literacy
  • a teacher in a rural school district or a small rural school district who holds an initial or professional teacher's license
  • a teacher in a school district that is not a rural school district or a small rural school district who holds an initial or professional teacher's license
  • a librarian who is a member of a professional association of librarians
  • a school administrator in a rural school district or a small rural school district who is a member of a professional association of school administrators
  • a school administrator in a school district that is not a rural school district or a small school district who is a member of a professional association of school administrators
  • a parent or legal guardian of a student who attends a public school and is a member of a parent organization
  • a student in a rural school district or a small rural school district
  • a student in a school district that is not a rural school district or a small school district
  • a representative of a nonprofit organization specializing in media literacy
  • a representative of a nonprofit organization specializing in journalism
  • a professional print journalist who is a member of a professional association of journalists
  • a professional broadcast journalist who is a member of a professional association of broadcasters.

CDE has opened the application process to participate in the Media Literacy Advisory Committee.  Online applications will be accepted through Friday, August 9, 2019.  As a part of the online application, all applicants will be asked to upload a letter of interest.  Applicants applying to fill a professional role will be asked to upload a current resume.

Meeting Dates and Locations

All meetings of the committee will be open to the public; however, only committee members will have an active role in the meeting. 

  • August 21, 4:00-5:00 PM:  Advisory Committee informational webinar (will be recorded for those unable to participate)
  • September 4, 10:00 AM-3:00 PM
  • September 30, 2:00-4:00 PM:  Virtual meeting—online participation only
  • October 16, 10:00 AM-3:00 PM
  • November 1, 10:00 AM-3:00 PM

Committee meetings will be held at the offices of the Education Commission of the States located at  700 Broadway # 810, Denver, CO 80203.

June 2019

  • CDE publishes application process for membership in the committee

July 2019

  • CDE contracts with a facilitator for the committee
  • CDE announces the facilitator for the committee

August 2019

  • Applications for committee due
  • CDE announces the members of the committee

September 2019

  • Committee launches and begins work

November 2019

  • Committee provides feedback on the draft report

January 2020

  • Committee submits final report to the State Board of Education and the education committees of the House of Representatives and the Senate.
