The Federal No Child Left Behind Act (NCLB) of 2001, requires that all teachers teaching in core-academic
content areas meet the requirements for being designated as “Highly Qualified,” no later than the end of
the 2005-06 school year. Core-academic content areas are defined as: English, Reading, Language Arts,
