CDE Strengthens Focus on Outcomes for English Language Learners
Over the past year, CDE has worked diligently with school districts to better incorporate English language learners into the state’s accountability system. CDE has created a foundation that provides school districts and teachers with actionable data that can be used to adjust instruction for English learners and foster improved achievement outcomes in Colorado’s schools.
1. Providing individual student-level growth data for English learners. School and district summary growth data will be emailed to district contacts by the end of July and posted publicly in August.
2. Adding growth in English language proficiency to the School and District Performance Frameworks. Districts will receive ratings with their initial School and District Performance Framework reports in August.
3. Receiving approval from the U.S. Department of Education in a supplement to the ESEA (Elementary and Secondary Education Act) flexibility waiver to align Title III federal accountability with the state accountability system. CDE recently received approval to align AMAOs with measures in the School and District Performance Frameworks. The Title III AMAO Manual will be updated with the details around the new calculations in the next month.

Charter School FY12-13 Capital Construction Grant Distribution Schedule Now Available
The distribution schedule for the FY12-13 charter school capital construction grant is now available at the link below.
Please note: These allocations are based on self-reported projections for the FY12-13 school year. An adjustment will occur once the Oct. 1 pupil counts have be finalized. Additionally, charter schools in district owned facilities receive half of their FTE count.

Superintendents, Charter School Directors, and Business Managers
The Charter School Capital Construction Expenditures and Project Description Report (Form CSCC-01) is due Tuesday, July 31. The form outlines the use of FY11-12 Charter School Capital Construction Funds. The form is available online at the link below.
An authorized representative from the charter school, school district or Charter Schools Institute needs to sign the form. This form must be completed by school districts and the Charter Schools Institute that received state funding for charter school capital construction in FY11-12.

Timeline for Other Licensed Personnel Evaluation Criteria and Ratings
Under S.B. 191, the State Council for Educator Effectiveness is responsible for recommending evaluation criteria and ratings for categories of educators other than principals, assistant principals and classroom teachers, referred to as “other licensed personnel."
In a March, SCEE members and bill sponsors created a timeline based on feedback from schools and districts to provide a more manageable sequencing of implementation of the many requirements of S.B. 191 while still remaining true to the spirit and intent of the law.
Here is an updated timeline: • June - October 2012: Gather relevant information and create other licensed personnel work groups; work groups develop recommendations • Nov. 2012 - Feb. 2013: State council reviews and refines work group recommendations; presents recommendations to CDE and the state board of education • March 2013: CDE presents draft rules to the state board • May-June 2013: Rulemaking hearings • Aug. 2013: State board votes on rules • 2013-2014: Pilot other licensed personnel instruments to prepare for roll out in 2014-2015

Registration for the Transition Leadership Institutes Opens Aug. 1
This year, the institute will be held in Colorado Springs, Sept. 20-21 and in Grand Junction, Sept. 24-25. Designed to meet the unique needs of administrative unit transition teams representing large and small districts, and BOCES; attendees will participate in structured team planning time and a variety of breakout and networking sessions focused on secondary transition indicators.

Free, 1-Day Train-the-Trainer to Address Adult Sexual Misconduct
The Colorado School Safety Resource Center in cooperation with the Colorado School District Self Insurance Pool, the Colorado Association of School Boards and the U.S. Department of Education is pleased to offer a free training on Thursday, Aug. 16 on Adult Sexual Misconduct – How to Help School Staff Avoid Accusations. This is a train-the-trainer workshop.
This Colorado-based workshop will not be offered after August of this year. Registration is free and limited to the first 50 people. Use the "More Information" link to locate, in the top right corner, a flyer that will provide additional details and the registration link.
