New Resource: Educator Effectiveness Video Series
There are four new Educator Effectiveness videos live on the CDE website. These videos provide a quick yet thorough overview of the educator evaluation changes underway in Colorado.
- Overview of Educator Evaluation in Colorado Watch this six minute video to hear more about the changes in educator evaluation and our focus on supporting continuous growth for both students and educators.
- The Colorado Model Evaluation System Process This six minute video explains each of the nine steps in the year-long evaluation cycle for both the evaluator and the person being evaluated.
- Quality Standards for Principals and Teachers; Using and Scoring the Rubrics This six minute video begins with the Frameworks for evaluating teachers and principals then overviews the rubric and illustrates examples of how the rubric is scored during evaluations.
- Preparing for Change, Timelines: State/District/School Implementation Watch this three minute video to hear tips on implementing the new evaluation system and also gain an understanding of associated timelines.

Save the Date for the Culturally and Linguistically Diverse Toolkit Trainings
Registration opens Wednesday, July 11 for the Culturally and Linguistically Diverse Toolkit trainings. The trainings, to be held in Aug. through Oct. will instruct teams in best utilizing the tools and resources included in the six toolkit modules. CDE’s goal is to train at least one team from every administrative unit to serve as a resource within their district.

Reminder: NCLB Consolidated Application Due June 30
Thank you to the districts and BOCES that have already submitted the NCLB Consolidated Federal Program Application. This is a reminder that all LEAs must submit the Consolidated Application and Budget to CDE by June 30. In addition to the application and budget, signed Approval and Transmittal forms must be received on by June 30 before substantial approval can be granted.

Changes in Colorado School Discipline and Bullying Prevention Laws: Translating Policy into Best Practice
A Pre-convention workshop of the Annual CASE Education Leadership Convention on implementing Colorado's Discipline and Bullying Prevention Laws will be held on Tuesday, July 24 from 8:30 a.m. - 4:30 p.m. at the Beaver Run Resort in Breckenridge. The workshop will be followed by a networking session from 4:30 - 6:30.
Discipline, bullying, and harassment are hot topics as state and federal lawmakers search for ways to ensure that students are safe at school. This highly interactive session will cover recent changes to Colorado law that directly impact the way that administrators react and respond to bullying, harassment, and other disciplinary issues. Market the New School Meal Patterns
Starting in school year 2012-13, schools participating in the USDA’s School Meal Programs are required to meet new nutrition standards for breakfast and lunch meals.
Communicate and market the new nutrition standards and meal patterns to parents. Reinforce the fact that healthy eating habits are necessary for adequate growth and good health. The CDE Office of School Nutrition has developed a parent brochure that showcases the new changes and provides tips on how to support those changes in the home environment. The brochure is available at the link below.

Laptops for Libraries Program
A new grant program through the Department of Health Care Policy and Financing and the Colorado State Library finances the installation of laptop computers in 50 libraries across Colorado. The laptops will help low-income Coloradans apply for Medicaid and Child Health Plan Plus (CHP+) benefits through the online application portal called Program and Eligibility Application Kit (PEAK).
The $50,000 program was made possible through a grant from the Health Resources and Services Administration.

Colorado is Moving Forward with New English Language Proficiency Assessments
In May, the legislature provided the funding needed to proceed with the adoption of new English language proficiency exams. This action was consistent with direction provided by the State Board of Education in September 2011. Based on conversations with the English learner field and listening to its expressed desire to move forward with a new language proficiency exam as soon as possible, both World-Class Instructional Design and Assessment (WIDA) exams will be implemented in the 2012-2013 school year.
To better align with the state board's 2009 decision to adopt the WIDA standards as the Colorado English Language Proficiency (CELP) standards, Colorado is beginning the transition from Colorado’s CELAplace and CELApro tests to WIDA’s W-APT (WIDA-ACCESS Placement Test) and ACCESS for ELLs (Assessing Comprehension and Communication in English State-to-State for English Language Learners). ACCESS trainings will occur in the fall and the test window will remain similar to what has been used historically. As soon as dates have been finalized, they will be shared with the field. More detailed information regarding the logistics and transition options were shared with district assessment coordinators.

Stop Arm Violators Results
On April 18, 2012, 46 district transportation departments from across the state participated in a voluntary “Stop Arm Violators Survey.” The purpose of the survey was to identify the number of cars that illegally pass a school bus while actively involved (red lights flashing, stop arm extended) in loading or unloading students.
1,833 drivers participated in the survey (about 1/3 of the daily average of drivers on the road) 205 drivers reported between 2 and 13 cars passing at one stop 1,063 cars illegally passed 2 bicycles illegally passed 279 passed on morning routes 29 passed on mid-day routes 216 passed on afternoon routes 458 passed from the front of the bus 209 passed from the rear of the bus 608 passed on the left side 14 passed on the right side
This information will help create awareness of safety issues related to transporting students on school buses. Thank you to the districts that participated in the survey.
