Staff Reporting and Licensure Training

Attn: Superintendents, HR Directors, Special Ed Directors

CDE invites representatives from your district or administrative unit to a joint training opportunity on federal and state staffing requirements and reporting. The training features:

Morning Session:
• Licensing 101 (Barb Allen, Licensing Office)
• NCLB Highly Qualified Requirements (Lisa Medler and Cheryl Miller, Federal Programs Office)

Afternoon Session:
• Regular and Special Education HR Reporting (Annette Severson and Kristi Gleason, Data Services Unit)—includes new technology proficiency reporting requirements for NCLB, Title IID.

This is a one-day training that will begin at 9 a.m. and end at 4 p.m. Trainings in Adams 12, Douglas County, Pueblo and Grand Junction will be held in October and early November. More detail will follow regarding exact locations and times.

Staff members that may benefit from this training include: HR respondents, Administrative Unit December Count staff respondents, HQOS respondents, Title IID coordinators, Title I coordinators and licensure coordinators. Participants are encouraged to attend the whole day or a portion of the program. A registration page and agenda will be announced through The Scoop soon.

Colorado Title I Distinguished Principal Award

Attn: Superintendents and Title I Directors

The Colorado Title I Distinguished Principal award annually recognizes one Title I school principal who demonstrates outstanding commitment and excellence in leadership. This award program also addresses the state's need to identify distinguished educators, as outlined in NCLB (Sec. 1117(b)(3)).

The Colorado standards for identifying Title I Distinguished Principal incorporate what research reveals about excellent leaders. In addition to recognition as the Distinguished Principal, the award recipient will receive $5,000 to honor his/her achievement. It is hoped that the Distinguished Title I Principal program will identify an ever-increasing pool of highly effective Colorado principals who will be models for and consult with colleagues across the state.

The Nomination Packet for the 2009-10 Colorado Distinguished Title I Principal Award can be accessed through the link below. Nominations for the Distinguished Principal must be received at CDE no later than 4 p.m. on Friday, Oct. 16.

Instituted by Colorado in 2003, this award program also addresses the state's need to identify distinguished educators, as outlined in NCLB (Sec. 1117(b)(3)).

The Latest Information on H1N1

CDE continues to work with the Colorado Department of Public Health and Environment, U.S. Department of Education and the Centers for Disease Control to bring you school-related influenza information. For the most updated information, please visit our H1N1 page at the link below.

Important Updates

School Closures - CDE's stance on school closure is very different today than it was in the spring, based on guidance from the Colorado Department of Public Health and Environment. School dismissal is not advised for a suspected confirmed case of H1N1 and, in general, is not advised unless there is a magnitude of faculty or student absenteeism that interferes with the school's ability to function.

Waivers - Schools are encouraged to treat the H1N1 virus like the regular flu. Requesting a waiver from the department regarding the required number of pupil-teacher contact hours should be considered a request of last resort. Before considering a request for a waiver, a district should consider the following questions:

1. What are the district's plans to meet the requirements for pupil-teacher contact hours and number of days following the period of school closure?

2. Was a decision to close a school based on a written directive from the Colorado Department of Public Health and Environment?

3. Was the decision to close a school based on guidance provided by the Colorado Department of Public Health and Environment in the event of confirmed H1N1 influenza or other illness in the school?

Pupil Count - If an enrolled student is absent on Oct. 1 but attended any time within the school year prior to Oct. 1 and returns to school before Nov. 1, the student is eligible to be counted. This provides flexibility for approximately 20 days on either side of the count date.

CDE continues to stress the importance of working with your county health department regarding issues around HIN1.

While safety is always a prime concern, it is important to avoid undue alarm. CDE appreciates the challenges superintendents face in uncertain times.
