State Board of Education Agenda Highlights for Wednesday, Sept. 14

The Colorado State Board of Education will hold a one-day meeting on Wednesday, Sept. 14.
The meeting will begin at 9 a.m. in the first-floor board room at the Colorado Department of Education offices, 201 E. Colfax Ave., in Denver.
Agenda highlights include: 9:45 a.m. – Discussion of Elementary and Secondary Education Act waiver option as part of a next generation accountability system
10:30 a.m. – Presentation of the “Summary Report of the Operations and Activities of Online Programs in Colorado”
10:45 a.m. – Presentation of a report and recommendations by the Charter School and Charter School Authorizer Standards Review Committee
12 p.m. – New state assessment system discussion; update on graduation guidelines and endorsed diplomas
1:30 p.m. – Update on educator effectiveness pilot project, followed by a rulemaking hearing. The current draft rules can be found at: http://www.cde.state.co.us/EducatorEffectiveness/RB-Rulemaking.asp
3:30 p.m. – Presentation of recommendations by the commissioner for expanded learning opportunities

BEST Eligibility Requirements for Charter Schools
Attn: Charter School Directors, Superintendents, Business Managers, and Grant Writers
Charter schools that wish to apply for the FY12-13 BEST Grant Cycle must be chartered for at least five years on the date its authorizer forwards an application for financial assistance to the board on behalf of the charter school.
The charter school must also notify its authorizer that it intends to apply for financial assistance at least three months prior to the application submission deadline. The charter school shall forward its application for financial assistance to its authorizer, which shall forward the application to the board together with a letter indicating the authorizer's position on the application.
The Division of Capital Construction encourages charter schools to notify their authorizers immediately if they intend to apply for BEST funds even if they aren’t sure at this time. Doing so will ensure the charter school will be eligible to apply when the grant become available.
The deadline for submitting letters of intent for the BEST FY12-13 Grant Cycle is Dec. 2. Please submit letters as soon as possible to avoid missing the three month deadline.
The notice of intent should include at a minimum: • A one-sentence letter or email which states that “[Insert name of charter school] intends to apply for BEST funds when the application becomes available”; • Contact information; • What type of capital construction project you are considering applying for.

Applications Due Oct. 28 for ESCAPE Program
Attn: Gifted Education Directors and Coordinators, Counselor and AP/IB Coordinators
Eliminating Student Costs for Advanced Placement and International Baccalaureate Exams (ESCAPE) is a federal grant program that will pay exam fees for eligible students taking AP or IB 2012 exams.
High school AP and IB coordinators must submit an application for funds providing an estimate of eligible students and the number of 2012 exams that would be applied to the grant funds.
Applications are due Friday, Oct. 28. Please share this information with personnel responsible for the administration of the AP and IB exam programs.

Register Now for the Fall Regional Intensive Supports Trainings

The Exceptional Student Leadership Unit in partnership with the Response to Intervention and Positive Behavioral Interventions and Supports Unit would like to announce the Fall Intensive Behavior Supports Training: “Disparities in Discipline: What Can We Do?” with Shana Ritter of The Equity Project at Indiana University.
The purpose of this interactive workshop is to offer participants the opportunity to gain an understanding of the context of disproportionality with regards to race and students with disabilities by analyzing district and state level data. Furthermore, participants will begin to develop a culturally responsive lens to apply Positive Behavioral Interventions and Supports in order to address racial and ethnic disparities in discipline.

Join the NBC News Teacher Town Hall Online on Sept. 25
Attn: All
NBC News will convene the largest gathering of teachers from across the country for the second-annual nationally televised Teacher Town Hall. This special event will be held on Sunday, Sept. 25, and broadcast live on MSNBC at Noon/ET. Brian Williams, anchor and managing editor of "NBC Nightly News," will moderate the discussion with help from MSNBC's Tamron Hall, who will facilitate questions from the audience. NBC News' Chief Education Correspondent Rehema Ellis will be moderating and reporting an online conversation with teachers across the country during the two-hour live event.
The program will focus on the most important challenges and opportunities facing America's teachers, and feature examples of great teaching from various schools and classrooms across the country.
As hundreds of teachers get together in-person at Rockefeller Plaza in New York City, NBC News is also inviting teachers from across the country to join the conversation online. NBC will host a live chat during the Teacher Town Hall in our NEW "Teachers' Lounge", EducationNation.com's teachers-only online forum.

Physical Education National Board Support Class Starts Sept. 10
Attn: Physical Education Teachers
CDE's Physical Education Office will offer a National Board Candidate support course specifically for physical educators.
The goal of the course is to provide support and facilitate learning during the rigorous National Board process. Teachers will also have the opportunity to develop Professional Learning Communities with other physical educators across the state.
The first class will be held on Saturday, Sept. 10. The class will meet seven times throughout the school year. Additional class dates will be discussed at the meeting.

Attend the Colorado Association for Gifted and Talented Conference

The Colorado Association for Gifted and Talented would like to invite you to participate in the 2011 Leadership Session. This event is an opportunity to join other leaders in the state and focus on a topic relevant to gifted students. The leadership session is held during the CAGT Conference and co-sponsored with the Gifted Education Office at CDE. After the breakfast, you are welcome to attend other sessions of the conference: Connections – Building the Future for Gifted Students.
Dr. Jonathan Plucker, director of the Center for Evaluation and Educational Policy, is the featured speaker. His work is extensive in educational policy and gifted education. Dr. Plucker is recently known for the report called, Mind the Other Gap. The cost of this special session is $15/person which includes breakfast and parking.

Join the District and School Performance Framework Webinars on Sept. 8 and 15

CDE will host two webinar sessions on the District and School Performance Framework reports on Sept. 8 and 15. The sessions are designed for those new to the framework reports, or those needing a basic review. We will walk participants through the reports, including how to determine ratings for each performance indicator and how to determine overall plan type assignments. As time permits, we will also answer questions and discuss implications for accountability and unified improvement planning.
Sessions are designed as the same repeat session rather than as a series, so please only attend one session. No registration is necessary. You can join using the instructions below.
