2012 Notice of Funding Opportunity for AmeriCorps State Programs

Serve Colorado, the Governor’s Commission on Community Service has released its 2012 Notice of Funding Opportunity for AmeriCorps state programs.
Consideration will be given to an organization(s) that proposes to operate a pilot project to implement an AmeriCorps State literacy program(s) in Colorado while building the capacity for statewide replication. Such a program will recruit, train, and place AmeriCorps members who in turn may provide proven literacy instruction to at-risk children. Serve Colorado is particularly interested in proposals that would closely replicate the Minnesota Reading Corps Model. Serve Colorado will be holding a mandatory technical assistance call Tuesday, Sept. 27 at 9:30 a.m. for interested applicants. New Colorado Basic Literacy Act Data Collection 2011-2012 School Year
Attn: District Literacy Coordinatators, District Assessment Coordinators, Principals, and Literacy Coaches
The CBLA data that was previously gathered as a part of the End of Year (EOY) data collection will be removed from the 2011-2012 EOY and will be collected on its own.
Data elements and edits will remain the same. File layout will be released to vendors no later than November 2011. The CBLA collection will open May 1, 2012 and close July 1, 2012. More information will be provided to districts as the process is completed, and regional technical assistance meetings will be held in April 2012.
The length of the 2011-12 EOY file layout will remain the same. Districts may zero-fill or populate the CBLA fields as they have been. However, CDE will zero-fill these fields as they are loaded into our database. The CBLA fields will be removed from EOY file in 2012-13.

Over One Million Summer Meals Served

We are pleased to announce that more than one million meals have been served to children in the Summer Food Service Program for 2011! This is the greatest number of meals in the history of Colorado through the USDA federally funded program.
This year there were 70 Sponsors managing a Summer Food Service Program at 371 locations throughout the state. The Colorado Department of Education Nutrition Unit would like to thank all of its sponsors for diligently working to feed children this summer.

The Student October count collection is now open and districts are able to begin their data file submissions. To update your district’s respondent, please complete the form at: https://cdeapps.cde.state.co.us/so_respondent_form.htm.
Below are the important dates to remember while submitting the Student October data: • Monday, Sept. 19: Collection opened • Friday, Sept. 30: Official Count Day • Oct. 3- 14: Pass 1st level edits • Oct. 17 – Nov. 2: Pass majority of 2nd level edits • Nov. 3 -10- Pass all edits and review data summary report • Nov. 10- Collection closes. EARSS Truancy Reduction Planning RFP Now Available
Attn: Superintendents, District/BOCES Personnel
The Expelled and At-Risk Student Services (EARSS) – Truancy Reduction Planning Grant Request for Proposal (RFP) is now available. The purpose of this grant is to support district planning efforts to employ practices and research-based strategies to minimize the need for court action and the risk of detention orders against a child or parent. Planning should include collaboration with community service providers, the judicial system staff, students, and family members.
Eligible applicants are the 60 school districts that referred students to truancy court in 2008, 2009, or 2010, plus the Mountain BOCES on behalf of Yampa Mountain High School and the Charter School Institute on behalf of the Youth and Family Academy. Current EARSS grantees funded for truancy reduction efforts are not eligible.
Approximately $720,000 in funding is available for distribution. The estimated range of awards is between $10,000 and $35,000 for 30 to 50 awards. Applications are due Friday, Oct. 14. For the eligibility list, more information and to access the RFP, please visit the website below.

Colorado Comprehensive Health Mini-Grants RFP Now Available

The new Colorado Comprehensive Health Mini-Grants Request For Proposal (RFP) is now available. The intent of this funding is to foster healthy behaviors through increased health knowledge and the modification of risk behaviors. Approximately $50,000 is available for distribution for planning grants directly tied to the new Colorado Content Standards in Health. Districts or BOCES that do not currently have a Comprehensive Health Grant can apply for up to $10,000 for planning purposes.

The Colorado Department of Education is seeking your assistance in filling a vacant position on the Concurrent Enrollment Advisory Board. This position will be appointed by the Commissioner of Education and will serve as a representative for a school district where a low number of recent high school graduates have enrolled in institutions of higher education. Primary responsibilities include: • Establishing guidelines for the administration of the ASCENT program; • Determining qualifications and protocols for cooperative agreements between local school education providers and institutions of higher education; • Recommending improvements or changes to state policies to better accommodate concurrent enrollment programs; • Providing recommendations and considerations on waiver provisions necessary for the success of the ASCENT program; • Preparing and submitting a final report to the State Board of Education.

Autism Level 2 Training: ABBLS/VB

Learn how to use the Assessment of Basic Language and Learning Skills (ABLLS) as an assessment and curriculum for the students you are serving as well as the principles of Verbal Behavior (VB), a motivational approach to teaching language.

Autism Level 2 Training: SOCIAL SKILLS – Friday, Sept. 30

This one-day training is a must for all team members working with individuals on the Autism Spectrum. As curriculum needs increase, there is no greater demand in the field than the need for social skills ideas and planning. Colorado's Comprehensive Health Education Standards: What do I do with them now?

For the first time ever, Colorado has health education standards. These new standards will prepare students to develop personal responsibility for their health and a lifelong commitment to wellness.
In partnership with CDE and the Colorado Legacy Foundation, RMC Health will be providing trainings that will give participants an understanding of the new Comprehensive Health Education Standards and identify ways to implement them in their school or classrooms.
As a result of this training participants will be able to: -Articulate the basic format and sections of the Colorado comprehensive health education standards; -Recognize how the Colorado Comprehensive Health Standards and the National Health Education Standards align; -Identify tools that can be used to implement the Comprehensive Health Education Standards; and -Develop an action plan to implement Colorado’s Comprehensive Health Education Standards. Online Course: Specific Learning Disabilities – Eligibility Criteria and Identification Process (Oct. 17 – Nov. 13)

The goal of this course is to provide Colorado PreK-12 education stakeholders with the shared knowledge and resources to effectively implement multi-tier family, school and community partnering in supporting school success for all students – both in individual roles and as team members, consultants, or organizations.
A primary focus is the shift from traditional parent involvement at school to active family partnering in coordinating learning between home and school.

Meeting to Discuss Rule Recommendations Regarding Charter Schools

In 2010, the Colorado General Assembly created an advisory committee to make recommendations to the state board of education concerning standards for charter schools and charter school authorizers. The committee finalized its work and presented recommendations to the state board. To access the committee’s final report, please visit the link below.

President Obama's Back to School Speech

President Obama will deliver his third annual Back to School Speech on Wednesday, Sept. 28, at 1:30 p.m. Eastern Daylight Time, at Benjamin Banneker Academic High School in Washington, D.C. In speaking directly to students in past years, the President has encouraged them to study hard and take responsibility for their education, urging them to set goals, to believe in themselves, and to be the authors of their own destinies. The Back to School speech will be live streamed on http://www.whitehouse.gov/live so that schools and classrooms across the country may watch the speech. Schools and classrooms may also watch the speech live on MSNBC as a special feature of NBC News’ “Education Nation” -- part of NBC’s weeklong commitment to education reports and programming across the network’s shows and platforms. “Education Nation” begins Sunday, Sept. 25.

Safety and Discipline Indicators Data Collection

During the school year, discipline and attendance data is captured and collected at each school to be reported for the CDE Safety and Discipline Indicators (SDI) data collection. The SDI collection begins in May with a due date in June and the 2011-2012 collection will not have changes to the file layout.
To assist with collecting the incident data at the school level to be reported by the district, there have been two items added in the ADE News and Updates webpage for the Safety and Discipline Indicators (SDI) data collection. Please review these throughout the year for the school and district staff responsible for reporting this data. If your district should only be in one county, please ensure your district is not listed in two or more counties by mistake the Districts by County file.
Both the Districts by County file and online map must be checked. On or before Monday, Oct. 3, an email must be sent to Annette Severson at severson_a@cde.state.co.us that indicates either:
1. Both the online map and Districts by County file are correct and accurate 2. The online map is correct, but a change is needed in the Districts by County file and this change is provided within the email. 3. The Districts by County file is correct but the online map needs to be updated. To provide an update for the online map you may do one of the following: a. print the map, mark the changes and fax to 303-866-6888 OR b. copy the map into a drawing or painting tool, mark the changes and send via email to severson_a@cde.state.co.us 4. Both the online map and the District by County file need an update. Both updates are provided either via email or fax (see 2 and 3 for directions).

Release of Pre-Populated Reports for Unified Improvement Plans
Attn: Superintendents, Accountability Contacts and Federal Programs Contacts
For the 2011-12 school year, all schools and districts are expected to complete an improvement plan using CDE's Unified Improvement Plan template.
To support that process, the state will pre-populate data in section I of the template for each school (pp. 1-2)and district (pp.1-4). The preliminary reports will be released at the end of this month via email to District Accountability Contacts and Federal Program Contacts. The format will be in Word so that it can be easily spliced into existing improvement plans. This is different from last year as the reports were released in pdf and posted on CEDAR. The report is considered preliminary because the plan types for state accountability will not be finalized until November. The final pre-populated reports will be re-released at that time with the final data. All of the other data (including AYP and Titles I, IIA and III improvement status) in the preliminary report, however, should be considered final.
