Picturing America Workshop

Join CDE and its partner organizations in a training event focused on using Picturing America materials and other in-state resources to enhance the teaching of the humanities. The goal of the training event is to engage students in a deeper appreciation of our country’s history and character through the study and understanding of its art and other Colorado-based online primary source resources. Picturing America brings American art into classrooms nationwide through high-quality laminated prints of masterpieces.
The training is free and will be held on the following days/locations:

New ARRA Impact Aid Construction Funds Available

Statewide Longitudinal Data Systems (SLDS) Grant Program

CDE is drafting an application for the 2009 Statewide Longitudinal Data Systems (SLDS) Grant Program, and invites you to provide input/feedback.
The SLDS Grant Program has identified seven requirements that must be addressed in the application.

Coordination of Efforts Regarding Influenza

The Colorado Department of Education has established an internal team to coordinate various federal, state and local aspects of influenza issues pertinent to schools.
One objective of the team is to reduce the amount of duplicative information sent to schools from us and numerous other entities. In coordination with the Colorado Department of Public Health and Environment, CDE will maintain a Web page with school-relevant information that other agencies can link to from their own Web sites. We encourage schools to monitor this site for ongoing updates as copies of correspondance, resources, and guidance become available.

Contract Personnel to Work with Students who Are Blind/Visually Impaired

Administrative Claiming

Administrative Claiming is almost here!
An Administrative Claiming (also known as MAC, Medicaid Administrative Claiming) program would reimburse school districts/BOCES for the time employees spend in administrative activities that directly support efforts to identify and enroll potentially eligible children and their families into Medicaid. Participation in the new Administrative Claiming program is voluntary and is up to the school district or BOCES whether or not to participate. Once a district decides to participate, the district will provide a roster of district/BOCES staff who as part of their routine job duties: • Help students and their families learn about Medicaid or apply for Medicaid benefits • Refer students to community medical and mental health providers • Collaborate with other school staff or community agencies to better address the health care needs of students
This staff pool would be sampled in a Random Moment Time Study. The results of the time study, along with financial information submitted quarterly to the department of Health Care Policy and Financing (HCPF), will determine the amount of reimbursement for each participating district or BOCES. This reimbursement will come after the end of each quarter. The new Admin Claiming program is being administered by HCPF and their vendor, Public Consulting Group.
All districts that wish to participate in the new process will need to attend an upcoming Administrative Claiming webinar conducted by HCPF and PCG. This training session is your district’s opportunity to gain a better understanding of the new processes related to Administrative Claiming. The department's vendor, Public Consulting Group (PCG), will administer the training sessions via an internet WebEx. Training Dates: Thursday, September 3 from 10:30 - 11:30 a.m. Wednesday, September 9 from 10:30 - 11:30 a.m. Wednesday, September 9 from 1 - 2 p.m.

Webinar: Oral Expression & Listening Comprehension as Areas of Specific Learning Disability
Attn: Special Educators,Administrators
Intended Audience: teams of special educators (SLPs, LD teachers, school psychologists, etc.)
Date: Wednesday, Sept. 30 Time: Webinar will run from 2:30– 4:30 p.m. Session Description: Oral Expression and Listening Comprehension are now explicitly included among “areas” of Specific Learning Disability in Colorado ECEA Rules. This Webinar session will address the characteristics and skills involved in these two areas, as well as examples of interventions, assessment, progress monitoring strategies. Because there is considerable overlap related to these two areas in the special education eligibility criteria within the categories of Specific Learning Disabilities and Speech-Language Impairment, guidance as to the considerations that might be addressed when determining primary disability will be provided.

Online Course: Specific Learning Disabilities – Revised Eligibility Criteria and Identification Process
Attn: Special Educators, Special Education Administrators, Principals
Intended Audience: administrators; special educators; school psychologists Course Description: The focus of this four-week, online course is the effective implementation of the revised eligibility criteria and identification process involved with the determination of a Specific Learning Disability (SLD). Participants will gain knowledge and skill in:
• Changes to state and federal laws • Relationship of RtI to SLD identification • Referral and evaluation process • Application of the revised SLD eligibility criteria • Required documentation • Special considerations • Implications for changes in professional roles and practice
Dates: Three course options are available, each limited to 30 participants. October 5 – November 1 October 19 – November 15 October 26 – November 22

Authorizers Lunch Meeting
Attn: Charter School Authorizers
Charter school authorizers will meet for the first time this school year on Tuesday, Sept. 22, from 11:30 a.m. to 3 p.m. at the Colorado Talking Book Library, 180 Sheridan in Lakewood.
The agenda includes: • Updates on the use of the common application and review rubric being used by several authorizers. • A presentation on the new charter school governing board training modules available online at: www.boardtrainingmodules.org. Upon completion of this project, 33 modules will be available that include the basics for charter school board members to know. Upon completion of the modules, a certificate of completion will be provided. • An update and request for feedback on the development of a contract template for authorizers to use. • A presentation on the performance management training being provided to charter schools by the Colorado League of Charter Schools.
Additionally, a new Web site for charter school founders is available at: www.startacoloradocharter.org, which details the steps to starting a charter school in a process flowchart.

The Governor’s Energy Office (GEO) workshop to promote LEED and energy efficiency for schools
Attn: Superintendents, Board Members, Facility Staff
In most school districts, utility costs are second only to salary as the greatest expense. The Governor’s Energy Office (GEO) can help schools reduce their energy costs and allocate the savings toward improved facilities and academics. The GEO’s High Performance Building Program helps school districts maximize energy efficiency and renewable energy potential in schools and other public building projects.
The next workshop is planned for Thursday Sept. 29 at the Pueblo West Library, 298 S. Joe Martinez Blvd. Pueblo West, CO 81007. Tours of the building start at 12:30 p.m. and the workshop runs from 1:30 to 5 p.m. There is no cost to attend.
AGENDA With the goal of creating energy champions across the state, the workshop will: Provide an overview of the High Performance Building Program which includes public education, outreach and partner participation. Demonstrate how integrated design brings all stakeholders to the planning table. Offer strategies to maximize energy efficiency in your building projects. Feature examples and success stories from Mesa State and around Colorado. Identify funding opportunities. Strengthen your networking community.

Federal Programs
Title II, Part D Federal Reporting Requirements

The U. S. Department of Education has implemented an initiative to put performance data at the center of policy, management and budget decisions for all educational programs, including Title II, Part D of NCLB. In order to demonstrate the effectiveness of the program, the USDE requires each state to report specific information pertaining to the goals and impact of Title II-D including:
• 8th Technological Literacy • Computer Specifications • Personnel Technological Proficiency • Technology Integration
CDE has implemented a process for reporting the technological proficiency of students at the LEA level and is in the process of updating the process for reporting Computer Specifications at the school level.
This fall, in addition to reporting computer specifications, each district will be required to report the technological proficiency of their instructional personnel (all teachers, librarians/media specialists, and school administrators). Districts will report this information through the annual December 1 HR and special education staff collections.
Districts that receive Title II-D funding will be required to report the following information for instructional personnel through the annual HR/December Count collections:
• Level of Proficiency (entry options: Proficient / Not Proficient / Not Assessed / Not Required) • Type of assessment used (entry options: Self-Assessment Survey / Supervisor Assessment Survey / Observation-Evaluation) • Date of assessment
