Gifted Education Directors' Meeting

On September 18-19, 2008, 100 gifted education directors and district personnel will meet to discuss state and local improvement indicators in gifted education. The agenda includes: tiered programming, professional dialogue about the gap analysis for gifted learners, early access, advanced learning plans and SMART goals, highlights of a science supplement program for K-2 and next steps in RtI discussion.

State Advisory for Gifted Student Education (SAC)

The State Advisory for Gifted Student Education will be meeting Tuesday, September 23, 9:00 am to 3:00 pm, at 2550 Roslyn St in Denver.
Representatives are appointed by the State Board of Education from each Congressional District.
September's agenda includes disucssion about the Colorado Growth Model and issues to be studied this year, including pre-service training in gifted education and funding.

Colorado English Language Acquisition Assessment Standard Setting PARTICIPANTS NEEDED!

Participants are still needed for CELApro standard setting, to be conducted Tuesday October 14th through Thursday October 16th, 2008.
The application deadline has been extended to Friday, Sept. 19.
In order to successfully set cut scores, we need your help finding qualified participants. Participants may be educators who are highly qualified (ESL , Bi-lingual, Linguistically Different, Reading and Writing), CELApro district trainers or applied linguists with experience working with students.

Survey: How Do You Define 21st Century Skills?

Dear Citizen,
On behalf of the Colorado Department of Education I would like to invite you to participate in a very important survey that will assist us in aligning K-12 education with preschool and postsecondary expectations to improve the quality of education for all students in Colorado. Over the next 18 months, CDE will facilitate the revision of all 13 Model Content Standards: Civics, Dance, Economics and Financial Literacy, Geography, History, Mathematics, Music, Physical Education, Reading and Writing, Science, Theatre, Visual Arts, and World Language. Our goal is to establish fewer, clearer, and higher standards to identify what students need to know and be able to do to be successful in postsecondary education and the workforce. To initiate this critical task we are working towards establishing definitions that guide our process, keeping the “End In Mind.” We are seeking input from educators, parents, business leaders, and the public at large to assist us in identifying Colorado’s definitions of 21st century skills and abilities, school readiness, postsecondary readiness, and workforce readiness. These definitions will inform the revision of our standards and allow us to create more meaningful assessment models. We invite you, your colleagues, friends, and policymakers to participate in our online definitions survey at the link below. Join us as we reshape education in Colorado and prepare our students to succeed in the 21st century.

Parent Involvement Workshops
Attn: Superintendents, Title IA, Title IC, and Title III Coordinators, Title I principals, Title I teachers
The Colorado Parent Information and Resource Center (CPIRC) at The Clayton Foundation and the Federal Programs Unit of the Colorado Department of Education, in collaboration, are providing an interactive workshop that will address the legal parent involvement requirements of Title I, Migrant Education, and Title III of the NCLB Act, and how to conduct the required activities using effective parental engagement tools.
Participants will learn how to use the Title I compact as a tool for creating meaningful Parent Involvement Plans. This training also will provide participants with a diverse set of tools to understand the importance of cultural competency, and identify positive, effective strategies to communicate with and reach out to all parents and the community. Participants will gain the knowledge and skills to use the tools provided to begin or enhance the process of creating school-parent partnerships and parent involvement plans that comply with NCLB and are meaningful and useful.

2008-09 Colorado Distinguished Title I Principal and Teacher Awards
Attn: Title I Directors, Title I Contacts, Title I Principals, District Assessment Specialists
The Colorado Distinguished Title I Teacher and Distinguished Title I Principal awards annually recognize educators from Title I schools who demonstrate outstanding commitment and excellence in increasing student achievement.
Instituted by Colorado in 2003, these award programs also address the state’s need to identify distinguished educators, as outlined in the No Child Left Behind Act of 2001. In addition to recognition as the Distinguished Title I Teachers and Principal, the award recipients will receive $5,000 each to honor their achievement. It is hoped that these award programs will identify an ever-increasing pool of highly effective Colorado educators who will serve as models for others and who will have the opportunity to consult with colleagues across the state.
Nominations can be made by district or school personnel. Nomination forms and directions for their completion can be found at the link below.
Nominations for Distinguished Teacher must be received at CDE no later than Nov. 3.
Nominations for Distinguished Principal must be received no later than Nov. 10.

District Education Improvement Plan Rubric Posted

For this transition year with accreditation, the Department posted on the CDE Web site (see link below) an electronic copy of a rubric that regional managers are using to assess each district's improvement plan.
If you attended the July 2008 CASE conference and the accreditation/growth information sessions in August 2008, you saw the rubric prototype. The rubric published on the CDE Web site contains essentially the same information as its prototype; however, the content of the rubric is now more explicit. These changes are based on feedback CDE received on the earlier prototype. For districts submitting an improvement plan by October 15th, please submit your current plan "as is" to your respective regional manager. During this transition year, we are simply testing the system. Each plan submitted will be reviewed using the attached rubric. Feedback will be given by the accreditation/regional service team. District improvement plans may be strengthened and then resubmitted for actual point value determination for the year the points actually count. Resubmission of plans can be done when the rest of the improvement plans are gathered statewide from all other districts.
