Gifted Education Online Modules
Attn: Educators
Through a federal Jacob K. Javits grant awarded to CDE, “Take 5: Unfolding Gifted Programming” has developed eight professional development modules. These modules are currently being offered online throughout the state during the school year. Course titles include:
• Affective Guidance: Addressing the Social-Emotional Needs of Gifted Students • Differentiating for Gifted Students • Raising Thinking Skills for Gifted Learners, a Concept-Based Model • The Gifted Learner • The Gifted Reader • Developing Mathematical Thinking in Gifted Learners • Creativity • The Young Gifted Learner (in process of completion)
Module descriptions, a schedule of available openings and a registration form is available on the CDE Gifted Education Web page under the “trainings” tab at the link below.
Courses are available for professional recertification hours or participants may purchase graduate level credit. Local districts may also be providing these online modules through local facilitators certified through CDE’s trainer of trainers model.

Secretary of State - Voter Registration Awareness Campaign
Attn: Superintendents, High School Principals, Social Studies Teachers
Secretary of State Bernie Buescher is reaching out to students to encourage voter registration.
In 2008, 51 percent of Coloradans between the ages of 18 and 24 voted compared with 68.4 percent of all residents 18 and over.
Because many are obviously first-time voters, Secretary Buescher wants to ensure that confusion over the voter registration process is not an impediment to voting.
Secretary Buescher’s Key Messages:
* Explain the voter registration process * Encourage students to consider being an election judge
Secretary Buescher is organizing a tour of high schools statewide. He would like to work with educators and student schedules to reach out to as many students as possible. The visits would take one class period.

Consolidation of School Construction and Inspection Programs
Attn: Superintendents, Business Officials, Facility Managers, NCLB Title IV Coordinators, School Resource Officers
The Division of Oil and Public Safety and the Division of Fire Safety announced on Tuesday, Sept. 15, that they will be consolidating. The consolidation of the programs will create a “one-stop shop” for schools and their contractors for all plan reviews, inspections, issuing permits and certificates of occupancy. The consolidation promises better communications, decreased errors and quicker turnaround times.

First Quarterly Report on the Use of ARRA Funds is Due to CDE on Sept. 25, 2009!
Attn: Superintendents, Title I and Special Education Directors
The Office of State Controller has finalized guidance and reporting forms to be used to comply with the quarterly reporting reporting requirements under Section 1512 of ARRA. If you have received an award of ARRA funds please review the information in Alert #12 http://www.cde.state.co.us/cdegen/downloads/FederalStimulus/RecoveryActAlert12FINAL.pdf for guidance on how to complete this required report. Completed reports are due to CDE on or before September 25, 2009.
A webinar to provide guidance on how to complete the initial reports will be held on Thursday September 24. Details will be available shortly at the link below.

5 Star Accommodations Training

The 5 Star Accommodations Training is now open for registration. These 10 regional, 2.5 to 3 hour trainings, will provide educators with an in-depth understanding of accommodations. The discussion points will be:
• Explanation of accommodations and modifications • How IEP teams determine appropriate accommodations • Considerations to be made when choosing and implementing accommodations during classroom instruction • Accommodations available for students with disabilities on the state and district assessments • Nonstandard accommodations for assessment purposes • How accommodations are documented on the IEP

CDE Fall Regional Trainings 2009-Targeted Interventions: Core Implementation Components
Attn: Principals, Superintendents, District Intensive Support Teams, Special Education Directors
This training will be a follow-up to and continuation of the Targeted Trainings given by Erin Sullivan and Anne Todd last spring. The purpose of this training is to build on the professional development of last spring in order to deepen attendees’ understanding of systems and practices unique to Targeted level supports and interventions within a multi-tiered system.
Specifically, this training will provide professional development in the key components of targeted interventions from a systems, data and practices lens. These evidence-based key components drive academic and behavioral interventions at the Targeted level and help schools and districts provide a standard of care. This training will also include utilizing systems and self-assessment tools to ensure that Targeted level interventions are implemented with fidelity.
Locations: Tuesday, Oct. 13 - Clarion Inn, Grand Junction Wednesday, Oct. 14 - Double Tree Inn, Westminster Thursday, Oct. 15 - Douglas County Fairgrounds Event Center, Castle Rock

Follow-up C-FIRS Tracker Training - Webinars

As a follow-up to the recent C-FIRS Tracker Training and in anticipation of the Oct. 15 submission, the Office of Federal Program Administration will host two webinars to review the components of the system. The first will be for Title III Consortia and BOCES and the second will be targeted to all LEAs.
Tracker Webinar for Title III Consortia and BOCES: Thursday, Sept. 24, 3 – 4 p.m. Tracker Webinar for all LEAs: Thursday, Oct. 8, 3 – 4 p.m.
Login information for both webinars will be sent to consolidated application coordinators, who should then forward the information to appropriate personnel. These are not mandatory webinars. They are designed to ensure that LEAs are comfortable with the use of the C-FIRS Tracker system prior to submitting the October 15 instrument.

Title I, Part A Targeted Assistance Program Plans
Attn: Title I Directors, Superintendents, Principals, Federal Program Contacts
All Title I Targeted Assistance Schools are required to develop program plans. School plans must be submitted to the LEA no later than June 30, 2010. Districts must make these plans available to CDE for review during the 2010-2011 school year. Program Plans must address the 10 Targeted Assistance School Program Plan Requirements found in NCLB Sec. 1115. A Guide for writing the TA Program Plan can be found at the link below. Regional workshops will be held throughout the state to clarify each of the 10 requirements, provide examples of TA Program Plan components and answer questions. A list of workshop locations and dates is included below. All workshops will take place from 9 a.m. to noon except for Alamosa which will run from noon until 3 p.m.

Constitution Day and Citizenship Day

In 2005, Congress established Sept. 17 as Constitution Day. Schools, federal and state agencies along with other organizations that receive federal funding are required to provide educational programs related to the U.S. Constitution on this day.

Docent Led Tours of the Governor's Residence at the Boettcher Mansion

Staff Reporting and Licensure Training

As previously announced, CDE proudly invites representatives from your district or administrative unit to a joint training opportunity on staffing requirements and reporting.
The training dates and locations have been set! A registration page will follow soon, but please mark your calendars in the meantime:

Again, the training features a morning session which will include Licensing 101 and NCLB Highly Qualified Requirements. The afternoon session will focus on Regular HR and Special Education December Count Staff reporting, including new technology proficiency reporting requirements for NCLB, Title II-D and reporting requirements for NCLB, Title I-A Comparability.
We recommend your district HR respondent, administrative unit December count staff respondent, title IID coordinator, title I coordinator and licensure coordinator attend the portion of the training pertaining to their area of expertise, if not the entire training day. A registration page will be sent as soon as it is available.

New and improved CEDAR Training Videos
