H.B. 10-1412 Committee Releases Final Report Recommending Charter School and Charter School Authorizer Standards

The advisory committee established under H.B. 10-1412 has completed its work and released its final report.

The committee was directed to make recommendations to the State Board
of Education and the House and Senate Education committees concerning standards for charter schools and charter school authorizers. The State Board will adopt rules for charter school standards and charter school authorizer standards by January 15, 2012.

New Accountability Content Added to the Website

CDE recently launched a new accountability area on the website to centralize information related to state and federal accountability. You can access it at: http://www.cde.state.co.us/Accountability/

The content includes a memo from Commissioner Hammond regarding upcoming state accountability timelines for 2011-12. This includes timelines for the release of draft District and School Performance Framework reports, the release of the updated Unified Improvement Planning template and summer/fall training opportunities. Information is also available on changes to these reports and processes for the upcoming school year, as well as links to AYP information. Districts may also update their district accountability contact to ensure timely access to the latest state accountability information.

ADE Open for 2011 AYP

Attn: AYP Respondents, Title I Contacts, District Assessment Coordinators, Superintendents

2011 school and district AYP data and determinations are now available through the ADE at https://edx.cde.state.co.us/AYP/. Your district has designated one person to be your AYP ADE contact and have access to this system. If you do not know who that person is, you need to update the contact, or you need your password information, call Donna Morganstern at 303-866-6209.

Any district-level appeals must be submitted to CDE with all documentation and data by Friday, Aug. 19. The AYP ADE system will remain open until Friday, Sept. 2 at 5 p.m., when it will close and all school and district AYP data and determinations will be final.

If you were unable to attend any of the AYP trainings held during the past two weeks, or feel you could benefit from a review of the AYP process, we are hosting another webinar on Thursday, Aug. 4 from 1 p.m. – 2:30 p.m. To participate, go to: http://connect.cboces.org/ayp7/ (call 1-800-832-0736 and press *7133264# to enter the “room”).

State Advisory Committee for Gifted Student Education Vacancies

The State Advisory Committee for Gifted Student Education is looking for candidates to fill open positions for business and community members from congressional districts 1,4, 6, and 7.

The State Advisory Committee for Gifted Student Education is comprised of citizens who represent various stakeholder groups in the seven congressional districts. The purpose of SAC is to provide information, discuss issues and make recommendations to the state board in matters relevant to gifted students and their education. New members are appointed by the state board of education. The committee meets four to five times a year. Subcommittees may meet more often. A term of membership is three years.

Alternative School Finance Funding Models Pilot Program

Attn: Superintendents, Charter School Administrators, BOCES Directors

House Bill 10-1183 provided school districts and charter schools the opportunity to participate in a pilot program to explore more creative ways to fund public education in Colorado.

The Alternative School Finance Funding Model pilot program was created to encourage school districts and charter schools to collect data that will be used to compare the effects of alternative school funding models with those of the actual school funding method.

A school district or charter school that chooses to participate in the program must submit an application to the state board of education. Upon selection to participate, the school district or charter school shall collect data for at least two budget years that demonstrate the effects of an alternative school funding model including but not limited to the differences in funding that the school district or charter school would have experienced if it had been funded through the alternative school funding model rather than under the current school finance act.

The deadline for submission of the application to participate in the program for two years beginning with FY2011-12 is Thursday, Sept. 1.

CDE partners with the School Safety Resource Center through the former Safe the Drug-Free Schools and Communities Program. We collaborate to create safe and positive schools in Colorado and want to let you know about an event sponsored by the Sewall Child Development Center.

The event is for early childhood and elementary educators, families and community partners and focuses on bullying prevention and intervention with attention to children with disabilities and differences. The event will be held on August 12 & 13, at Adams Five Star School Conference Center. The cost is $95 1/day, $150 for both.

Unified Improvement Planning Regional Training Registration

Register now for sessions to support Unified Improvement Planning. Training is available for both the school and district level. The sessions are designed sequentially; however, participants are encouraged to attend any session that meets their needs. Content to be addressed includes support for data analysis, root cause analysis, target setting and action planning. As a reminder, beginning this year all schools and districts will need to use the CDE UIP template. 10 City Tour of the Colorado English Language Proficiency Standards

Registration for the 10-City Tour of the Colorado English Language Proficiency (CELP) Standards is now open. To register go to http://www.cde.state.co.us/scripts/CELPTrainingReg11/registration.asp Space is limited to a maximum of five people per district.

There are two strands for the trainings. One is for administrators/decision-makers (e.g. central office, principals, educational leaders, board members) and the other is for all other participants who will serve as trainers for other personnel in their districts. Administrators only need to attend half the day, leaving after lunch. All others attend the full day training. The training is from 9 a.m. to 4 p.m. at all sites.

2010 - 2011 Special Education EOY Expenditures & 2011 - 2012 IDEA Budgets Open

The 2010 – 2011 Special Education End of Year Expenditures Report and the 2011 – 2012 IDEA budgets (ARRA and Regular) opened on July 27 for data entry.

The 2011 – 2012 ARRA budgets will be due by close of business on Wednesday, August 17.

The 2010 – 2011 EOY report and 2011 – 2012 regular budgets will be due by close of business on Wednesday, Sept. 14.

The budgets were opened with the new allocation only. The carryover portion of the available funds for FY 2011 – 2012 will be added to the budget after the end of year is submitted and approved.

The 2010 – 2011 EOY Report is pre-loaded with the staff and budget items from the 2010 – 2011 budget. Contingency should not be used in the expenditure report.

The 2011 – 2012 Budgets were pre-loaded with the prior year regular staff and the salaries and benefits for these staff have been changed to $0. Please delete staff that will not be on the grant this year.

Please do not enter cents in ANY field in the budget or expenditures systems.

Any Administrative Unit that is expending ARRA funds in July, August and September of 2011 should get their ARRA budget completed as quickly as possible. This does not include payroll in July and August that were accrued in June.

This will be the second year in which the CDE does not plan to send out estimated payments. Payments will be based on current year CDE approved regular staff salaries and benefits. Please note if your budget has been submitted, but not yet approved by the CDE, and your AU needs to receive funds, please contact David Lyon at: lyon_d@cde.state.co.us

Consolidated Application Updates

CDE staff is finishing the process of reviewing Consolidated Applications. Emails will be sent notifying district/BOCES when their application has been granted substantial approval. The email will include the website to access the application comment logs. The comment log provides the information needed to revise the application and budget to receive final approval. CDE expects to have all applications reviewed by the end of the week. District/BOCES should then respond to all comments by Wednesday, Aug. 31. Note: final allocations should be posted by August 8, and those numbers should be used when submitting budget revisions.

EDX (Educational Data eXchange) Meeting Friday, Aug. 5

Attn: Chief Information Officers, District Technology Leaders, System Architects, Data Experts

CDE is partnering with districts to host an Education Data eXchange Council to share solutions, discuss best practices and advise the state on strategies to more efficiently and effectively exchange data.

Help guide the vision of a next-generation data exchange system and collaborate with your technology peers across the state. This meeting is open to everyone throughout the state especially if you have any interest in the topics that are discussed.

Items to be discussed at this meeting are the future of ADE (Automated Data Exchange) version 2.0/3.0, state hosted IEP (individual education plan), district initiatives, state sponsored student information system, results of a statewide technology survey, educator identifier and course codes, teacher student data link, roundtable discussions and version three of the Colorado Growth Model.

Your Role in Pest Management

Attn: Teachers, principals, superintendents

If you work in a school, you have a role in pest management. To keep schools free of pests, we need facility managers, pest control technicians AND the school faculty and staff. You make everyday decisions that encourage or discourage pests, and you often know when and where pests occur. When you see evidence of pests, it is important to tell the proper staff so that whatever situation is causing the pests can be fixed. Your school may use work orders or pest sighting logs to record your pest observations (including mice).

Keep pests out by storing food in tight-sealed containers, making a cleaning schedule for the teacher’s lounge, closing trash can lids and not propping open doors. We want to reduce the number of ants, mice and other pests that enter the school and reduce the number of pesticides we have to use to control them.
If you see problem areas, your facility manager can place monitoring traps. These traps offer a 24-hour view of the pests present in an area. Pests enter looking for food or mates, and stick to the glue inside the small trap. It is completely normal to find a few critters on a trap such as cockroaches, crickets, spiders, ants and silverfish. Traps for cockroaches sometimes contain a scent, flavor, or other chemical attractant. Much can be deduced from the trap’s contents and position, so please never remove or move one!
