Reminder for Sept. 1 Deadline to Submit Eligible ASCENT Students

Attn: Principals, Superintendents, District Finance Office, School Counselors

School districts interested in participating in the 5th year ASCENT program must submit a list of current 12th graders who will be eligible for and who are interested in the ASCENT program during the 2011-12 school year (i.e. current seniors who plan to remain enrolled at the high school in order to participate in a 5th year program). Submissions must be received by CDE no later than Wednesday, Sept. 1. Please send via e-mail to Charles E. Dukes or visit the Web site below.

Eligible students for the ASCENT program must:
. Complete, or be on schedule to complete, at least 12 credit hours (semester hours or equivalent) of postsecondary course work prior to the completion of his or her 12th grade year*;
. Not be in need of basic skills coursework as defined by the Colorado Commission on Higher Education's (CCHE) remedial education policy;
. Have been selected for participation in the ASCENT program by his or her high school principal or equivalent school administrator;
. Have satisfied the minimum prerequisites for the course(s) before his or her enrollment in the course(s); and
. Have not participated in the ASCENT program in previous years.

Assessment Review Subcommittees Will Meet in Grand Junction on Aug. 28

Attn: Colorado Educators, Administrators, Parents, District Assessment Coordinators

The next meeting of the Assessment Subcommittees will take place on Saturday, Aug. 28 in Grand Junction. Five subcommittees will continue to form recommendations to the Assessment Stakeholders Committee which will shape Colorado’s next generation of assessments.

The meeting will take place from 8:30 a.m. to 5 p.m. at the Two Rivers Convention Center, 159 Main St., in Grand Junction.

The goals of the meeting include: analyze and discuss assessment options and come to agreement with other subcommittees on alignment issues; reach consensus on the revised drafts of the purpose and guidelines; and agree on a draft of the assessment utility.

Each subcommittee is charged with outlining the design specifications
which the state will base its proposal for a new, unified assessment
system.

The subcommittees are focused on: assessments for school readiness;
postsecondary and workforce readiness; formative, interim and
summative assessments. One subcommittee will also work on new
assessments for special populations of students.

This is the third of four scheduled subcommittee meetings. The final
meeting will take place on Saturday, Sept. 11 from 8:30 a.m. to 5
p.m. at the Fort Collins Hilton.

Application for 2011 Colorado Teacher of the Year Is Now Available

The application for the 2011 Colorado Teacher of the Year is now available. Each year, the Colorado Teacher of the Year Program honors an exceptionally dedicated, knowledgeable and skilled teacher to represent the entire profession in Colorado. The Colorado Teacher of the Year will automatically become Colorado's nominee for the National Teacher of the Year competition sponsored by the ING Foundation, Target and the Council of Chief State School Officers.

U.S. Senate Youth Program

Attn: Principals, Counselors, Civics/Social Studies Teachers

The Colorado application for the 49th annual U.S. Senate Youth Program is now available.

The U.S. Senate Youth Program, established in 1962 by U.S. Senate Resolution, is a unique educational experience for outstanding high school students interested in pursuing careers in public service. The 49th annual program will be held in Washington, D.C., from March 5 - 12, 2011. Two student leaders from each state, the District of Columbia and the Department of Defense Education Activity will spend a week in Washington experiencing their national government in action. All transportation, hotel and meal expenses will be provided by the William Randolph Hearst Foundations. In addition, each delegate will also be awarded a $5,000 College Scholarship for undergraduate studies, with encouragement to pursue coursework in history and political science.

Any high school junior or senior student is eligible for the program. The student is required to be currently serving in an elected or appointed capacity in any one of the following student government, civic or educational organizations:
• Student Body President, Vice President, Secretary or Treasurer;
• Class President, Vice President, Secretary or Treasurer;
• Student Council Representative; or
• Student representative elected or appointed (appointed by a panel, commission or board) to a district, regional or state-level civic and/or educational organization approved by the state selection administrator.

Colorado Department of Higher Education Teacher Quality Grant Opportunity

The Colorado Department of Higher Education has released a request for proposal for Improving Teacher Quality Grants. The purpose of the grants are to increase K-12 student academic achievement by improving educator effectiveness and the equitable distribution of effective educators throughout the state. The grants are available to Institutes of Higher Education, in partnership with high-need local education agencies. The RFP is due Friday, Oct. 1 and is available on the Colorado Department of Higher Education's Web site at the link below.

Distinguished Title I Teacher and Principal Nominations

Reminder: Distinguished Title I Teacher and Principal Nominations are due no later than Tuesday, Sept. 7.

Each fall, the Office of Federal Program Administration recognizes outstanding teachers and administrators through the Title I Distinguished Teacher and Principal Awards. This year, the nomination process has changed.

Nominators are asked to complete a brief nomination form. A committee of CDE personnel, teachers and administrators will review the nominations and select 10 finalists for each award. If your nominee is selected, you will be asked to complete the full nomination packet.

Federal Programs Best Practices Symposium Is Oct. 22

Mark your calendar: Federal Programs Best Practices Symposium will take place on Oct. 22, 1010

The Office of Federal Program Administration, in collaboration with other CDE offices, will be holding an Effective Practices Symposium on Friday, Oct. 22 from 8 a.m. to 3:45 p.m. at the Adams Twelve Training Center in Thornton. A continental breakfast and lunch is provided.

The Symposium is targeted to district and school leaders, but teachers and other staff are welcome to attend. The Symposium will allow educators to share practices that have been effective in assisting districts and schools to meet their goals, especially in the area of student achievement. Information on the presentations and presenters can be found on the Title I Web site at the link below. Registration information will be available in early September.

Upcoming Blackboard Training on the Appropriate Pre-referral and Identification of Students Who are Culturally and/or Linguistically Diverse

ESLU Training in the Appropriate Referral and Identification of Students Who are Culturally and/or Linguistically Diverse

This blackboard training module will address basic issues to consider in distinguishing between a language difference and an educational disability. This module includes a brief introduction to working with English language learners, second language acquisition and sheltered instruction. This course will benefit anyone requiring a basic understanding of these concepts. It is a pre-requisite to the Response to Intervention Framework and the Culturally and/or Linguistically Diverse Learner suspected of having disabilities module that will be offered in spring 2011.

Educational Services for Students Awaiting Trial as Adult

Attn: Superintendents, High School Principals, Special Education Directors

With the passage of S.B.10-054 and pursuant to 22-32-141 C.R.S., if a juvenile is held in a jail or other facility for the detention of adult offenders pending criminal proceedings as an adult, the school district in which the jail or facility is located shall provide educational services for the juvenile upon request of the official in charge of the jail or facility.

A school district is not required to provide educational services if:
• The juvenile has already graduated from high school or received a GED;
• A safe environment to provide educational services is not available;
• The juvenile is violent toward or physically injures a school district employee;
• The juvenile refuses to accept or participate in educational services.

Each school district in which a jail or other facility for the detention of adult offenders is located is required to designate a contact person and provide the employee’s name and contact information to the jail or facility. This information is also posted on the CDE Web site.

On or before the 15th of the month the official in charge of the jail or facility in which a juvenile is held, or designee, shall report to CDE the actual number of juveniles who received educational services at the jail or facility during the prior calendar month. To avoid duplication of effort, the department will also gather additional nonidentifying information required in the legislation to be reported to the Division of Criminal Justice in the Department of Public Safety.

Colorado Academic Standards Implementation Planning for Principals and Teacher Leaders

The CDE Standards Implementation Team in collaboration with the Tointon Institute for Educational Change, is hosting a two-day training for principals and teacher leaders. Knowing that transformative implementation of the revised Colorado Academic Standards depends on school leaders, this training will provide participants with an understanding of the components of a 21st Century learning system, tools to build collaborative decision making processes around implementation of the revised standards as well as supports for school leaders to facilitate discussions and planning.

Participants will also have opportunities to network, discuss key concepts to transition to the standards and learn about the four broad phases of Colorado’s standards implementation: awareness, transition, implementation and transformation.
