15 Districts Selected to Pilot Model Educator Effectiveness System

CDE has selected 15 school districts to pilot Colorado’s new model educator evaluation system. These districts will begin implementing the state’s proposed model of educator effectiveness. In addition, staff from each site will receive specialized training and support as they implement the pilot system. Their experiences and recommendations for improvement will help shape the program for implementation statewide. The pilot sites are:
Pilot site 1: Moffat and South Routt Pilot site 2: Jefferson County Pilot site 3: Wray Pilot site 4: Kiowa, Crowley, Miami-Yoder and Custer Pilot site 5: Valley RE-1 Pilot site 6: St. Vrain Pilot site 7: Platte Canyon Pilot site 8: Salida, Del Norte, Mountain Valley and Center Harrison 2 and Brighton have been selected as partner sites which will map their existing educator evaluation systems against the state framework for educator evaluation systems. All districts applying to be partner sites were accepted and more may be added over the course of the pilot period.
The Colorado Legacy Foundation is also in the process of selecting Integration District sites as a part of for its Gates Foundation Grant. These districts will also receive assistance to support the implementation of the new system and learn how to improve the process. All of these sites will provide valuable field research to CDE as it makes final revisions to its system before statewide implementation.
For districts not selected as CDE pilot sites, CDE will make materials available on the Resource Bank so individual districts can choose to the implement educator evaluation systems outside of the state’s pilot program. Feedback from districts choosing to do this will be considered by the state in its final refinement process.

Dr. Paul Wehman Will Lead Conference on Autism Spectrum Disorders

Dr. Paul Wehman, a nationally recognized speaker and professor of physical medicine, will present a full-day workshop for educators working directly with students with autism spectrum disorders, ages 15 through 21. What can the Physical Education Cadre do for you? The Colorado physical education cadre provides state of the art, standards-based in-service training for P-12 physical educators.

Unified Improvement Plan Trainings Are Next week

District level UIP training begin next week! Sites for the district training are Pueblo (Aug. 25, Sept. 1), North Metro (Aug. 26, Sept. 2) and Glenwood Springs (Aug. 31, Sept. 8). Data analysis, root cause analysis, target setting and action planning, as well as program requirements (Title I, IIA, III) will all be addressed in the trainings. School level support is also available, with one remaining date for data analysis in the Denver metro area on Aug. 29. School level trainings are also available for root cause analysis and action planning.

Attend a Training on the Administration of the Autism Diagnostic Observation Schedule
Attn: Special Ed Directors, Special Education Coordinators, Child Find Team Coordinators, Autism Teams
In an effort to respond to ongoing requests from school districts throughout Colorado, CDE will offer a new training on the administration of the Autism Diagnostic Observation Schedule for assessment teams that intend to evaluate students for the educational identification of autism spectrum disorders.
This instrument continues to be regarded as one of the best assessments for the identification of autism when used in the context of a comprehensive evaluation. Due to the time commitment by the participants and trainers over the school year in completing all the requirements for certification, attendance is limited to eight teams. Teams from administrative units that have never attended a CDE ADOS training will be given first consideration.
The training will be held Friday, Sept. 30, Saturday, Oct. 1, Friday, April 20 and Saturday, April 21, 2012 (all 4 days must be attended).

New IEP Video Available Online

A new DVD that provides an overview of the individualized education plan process is now available for families and professionals. A copy of the DVD was mailed to each administrative unit’s special education department. You can also view the video online at the link below.
This video is unique in that it includes personal tips and comments from professionals, parents and students in addition to the narrative information which reviews the legal requirements of the process. It is helpful for families and professionals, alike, in understanding the special education process.

Consolidated Application Updates: Respond to Comment Log by Aug. 31

CDE staff has finished the process of reviewing Consolidated Applications. Emails have been sent notifying district/BOCES that their application has been granted substantial approval. The email included the link to access the application comment logs. The comment log provides the information needed to revise the application and budget to receive final approval. District/BOCES should respond to all comments by Wednesday, Aug. 31 in order to receive timely final approval. If you have any questions about the comments, contact the staff member who reviewed that section of your application.
Be advised that the Title I school designation table will lock down on September 1 regardless of where you are in the revision process. No changes to Title I school designations may be made after that point.
Note: final allocations have been posted and those numbers should be used when submitting budget revisions (http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm).

Important Due Date
National Board Certified Teacher Scholarship Application Deadline is Sept. 28

Teachers wishing to become nationally certified have until Wednesday, Sept. 28, to apply for state scholarships.
Cost of certification with the National Board of Professional Teaching Standards is $2,565. A federal scholarship can fund $1,250 of the cost, while the limited state scholarships can supply $750 towards the total fee.
The scholarships are being made available from American Recovery and Reinvestment Act grant funds that were allocated to district grant applicants, but not spent. Unallocated funds must be returned to the federal government in October. Interested teachers should begin by applying with the National Board for Professional Teaching Standards. Candidates must check the box that allows their information to be released to funding agencies. After paying an application processing charge of $65 and initial fee of $500, teachers should complete the Federal Scholarship Application Form, a one-page essay discussed on the scholarship form and the Colorado Scholarship Application Form. Scholarship application forms, the essay and proof of payment of the $565 should be faxed to CDE at 303-866-6866.

Deadline for District AYP Appeals is Aug. 19
Attn: AYP Respondents, Title I Contacts, District Assessment Coordinators, Superintendents
District AYP appeals must be submitted to CDE with all documentation by 5 p.m. on Friday, Aug. 19.
2011 preliminary school and district AYP data and determinations have been available through the ADE at https://edx.cde.state.co.us/AYP/ since August 2nd. The AYP ADE system will remain open for school-level updates until 5 p.m. on Friday, Sept. 2.
Your district has designated one person to be the AYP ADE contact and have access to this system. If you do not know who that person is, you need to assign a new contact, or you need your password information, call Donna Morganstern.

Deadline to Submit Eligible ASCENT Students is Sept. 1

School districts interested in participating in the 5th year ASCENT program must submit a list of current 12th-graders who will be eligible for and who are interested in the ASCENT program during the 2012-13 school year (i.e. current seniors who plan to remain enrolled at the high school in order to participate in a 5th year program).
Submissions must be received by CDE no later than Thursday, Sept. 1. CDE has created a survey to facilitate this collection. Please visit http://www.cde.state.co.us/SecondaryInitiatives/CE_index.htm to access the survey and submit lists of students. Students eligible for the ASCENT program must: -Complete, or be on schedule to complete, at least 12 credit hours (semester hours or equivalent) of postsecondary course work prior to the completion of his or her 12th-grade year*; -Not be in need of basic skills coursework as defined by the Colorado Commission on Higher Education's remedial education policy; -Have been selected for participation in the ASCENT program by his or her high school principal or equivalent school administrator; -Have satisfied the minimum prerequisites for the course(s) before his or her enrollment in the course(s); and -Have not participated in the ASCENT program in previous years.

Help Shape the Draft H.S. Graduation Guidelines

High school graduation requirements have been a topic of discussion around the state and CDE is planning to refine the state’s guidelines.
But we want your input first.
Share your perspectives in one of several upcoming focus groups slated in the next couple of weeks in different locations around the state. All sessions will be from 3-5 p.m. and refreshments will be provided.

Registration Now for the CELP Tour

Registration is available for the 10-city tour of the Colorado English Language Proficiency (CELP) Standards. Space is limited to five people per district.
Two tracks have been created--one for administrators/decision-makers and the other for all other participants. Administrators only need to attend half the day, leaving after lunch. All others attend the full-day training. The training is from 9 a.m. to 4 p.m. at all sites. Tour locations and dates are available at the link below.
