School and District Growth Summary reports

Attn: DACs, Superintendents, Principals

Updates have been made to the School and District Growth Summary reports available at the Web link below.

Small errors in some state Catching Up and Keeping Up numbers were detected and corrected. Also, the relaxation of a rule allowed more disaggregated subgroups' data to be displayed.

School and district numbers have not changed since these reports were initially released on July 31st, but small schools and districts will be able to see more of their disaggregated data while continuing to assure the protection of the privacy of all individual students' data.

U.S. Department of Education Grants CDE NCLB Related Waivers

Attn: Title I Directors, Federal Program Contacts, Consolidated Application Coordinators

Colorado is the first state to receive complete and final approval from the USDE for its waiver request. This will allow local education agencies to request waivers for the following statutory set-asides as related to the Title I-A ARRA funding:

• 20 percent set-aside for choice transportation and supplemental educational services
• 10 percent set-aside for professional development for LEAs identified for improvement
• 10 percent set-aside for professional development for schools identified for improvement
• Calculating the per-pupil maximum allocation for SES

LEAs who wish to utilize these waivers will need to complete a brief application, available on the CDE Web site.

In addition to the ARRA waivers, CDE also received approval for two waivers related to regular Title I, Part A funds:

• One year wavier (school year 2009-2010) to permit LEAs to provide parents of eligible children with notice of their public school choice options less than 14 days before the start of the school year. The waiver applies only to schools that are newly identified for improvement for the 2009-2010 school year or that made adequate yearly progress (AYP) in the previous year, and so could have possibly exited improvement for the 2009-2010 school year, but did not.
• One year waiver (school year 2009-2010) to permit CDE to approve an LEA identified for Improvement or Corrective Action to serve as a supplemental educational provider (SES) in the 2009-2010 school year.
