Concurrent Enrollment Advisory Board Will Meet Friday, Aug. 20

The Concurrent Enrollment Advisory Board will meet for the seventh time on Friday, Aug. 20 from 1 p.m. to 5 p.m. The public meeting will be held in the conference center at the Community College System Lowry campus, 1061 Akron Way, Bldg. 697 in Denver.

Colorado Educator Effectiveness Project

The Colorado Department of Education, the Colorado Legacy Foundation and The New Teacher Project launched the Colorado Educator Effectiveness Project to more than 50 education leaders on Monday.

Funded through a grant from the Rose Community Foundation, the project is designed to improve educator effectiveness statewide. The project also seeks to increase the concentration of effective educators in high need schools and subjects.

During the next two years, CDE will strategically align its staff and activities to better recruit, prepare, support and retain effective teachers and school leaders.

The Colorado Legacy Foundation will support CDE’s efforts by convening stakeholders, sharing online resources, disseminating promising practices and recognizing the accomplishments of Colorado’s most effective teachers and leaders.

The New Teacher Project will inventory Colorado’s policies, programs, and funding streams to identify opportunities to align and leverage current activities to enhance the effectiveness of all of Colorado’s educators. Commissioner Jones will use these results to inform CDE’s goals, metrics and strategies for supporting effective educators statewide.

“This innovative partnership will directly advance our goal to make supporting effective Colorado teachers and leaders a central priority for the state,” said Commissioner Jones.

Initiated prior to the introduction of S.B. 10-191, this project focuses on how CDE’s work can ensure educators are supported at every step of their careers. S.B. 10-191 creates a greater sense of urgency to provide those supports to educators as they enter a rapidly changing educational landscape. In addition, while the project is complemented by the state’s application for Race to the Top funds, the project demonstrates that CDE is committed to advancing educator effectiveness with or without Race to the Top funds.

Initial findings and recommendations from the project are expected in October and will be shared in future issues of The Scoop.

Scholarship Opportunity

The Colorado application for the 49th annual U.S. Senate Youth Program is now available.

The U.S. Senate Youth Program, established in 1962 by U.S. Senate Resolution, is a unique educational experience for outstanding high school students interested in pursuing careers in public service. The 49th annual program will be held in Washington, D.C., from March 5 - 12, 2011. Two student leaders from each state, the District of Columbia and the Department of Defense Education Activity will spend a week in Washington experiencing their national government in action. All transportation, hotel and meal expenses will be provided by the William Randolph Hearst Foundations. In addition, each delegate will also be awarded a $5,000 College Scholarship for undergraduate studies, with encouragement to pursue coursework in history and political science.

Gifted Education Directors' Meeting

Gifted education directors, coordinators and their guests will meet on Thursday and Friday, Sept. 16 and 17 for the fall directors' meeting.

Training on the Administration of the Autism Diagnostic Observation Schedule (ADOS)

Attn: Special Ed Directors, Special Education Coordinators, Child Find Team Coordinators, Autism Teams

The Exceptional Student Leadership Unit will offer a new training on the administration of the Autism Diagnostic Observation Schedule (ADOS) for assessment teams that evaluate students for the educational identification of autism spectrum disorders.

This instrument continues to be regarded as one of the best assessments for the identification of autism when used in the context of a comprehensive evaluation.

Due to the time commitment by the participants and trainers over the school year in completing all the requirements for certification, attendance is a limited to eight teams. Teams from administrative units that have never attended a CDE ADOS training will be given first consideration.

The training will be held Sept. 24 & 25 and April 15 & 16, 2011 (attendance on all four days is required plus a one day follow-up next fall).

Colorado Academic Standards Implementation Planning for Principals and Teacher Leaders

CDE's Education Standards Implementation Team, in collaboration with the Tointon Institute for Educational Change, is hosting a two-day training for principals and teacher leaders. Knowing that transformative implementation of the revised Colorado Academic Standards (CAS) depends on school leaders, this training will provide participants with an understanding of the components of a 21st Century learning system, tools to build collaborative decision making processes around implementation of the CAS as well as supports for school leaders to facilitate discussions and planning.

Participants will also have opportunities to network, discuss key concepts to transition to the CAS and learn about the four broad phases of Colorado’s standards implementation: awareness, transition, implementation and transformation.

September 27 & 28 — Grand Junction at the Redlands Community Center
September 29 & 30 — Steamboat Springs at Rex’s Events Center (Holiday Inn)
October 4 & 5 — Lamar at the Lamar Community Center

*Please note that registration is capped at 30 participants for the first day and 60 participants for the second day. **Onsite registration is not available.

Special Education End of Year Data Validation Webinars

Webinars are scheduled to assist administrative units, special education directors and Child Find coordinators to verify the validity and accuracy of data submitted to the Special Education End of Year data collection. The timeline allows one week for directors to review and verify data prior to the close of the Special Education End of Year data collection. The webinars will provide training about the data reports that will be available for review prior to validation of data by the AU special education director.

Consolidated Application Update

Attn: Superintendents, Federal Program Contacts, Title I Directors

Thank you to the districts that have already submitted revisions to the Consolidated Federal Program Application. All districts must submit all requested revisions to the Consolidated Federal Program Application for all Title programs by Aug. 31.

CDE program consultants will then review revisions and grant final approval or provide additional feedback to districts. Districts must receive final approval no later than Nov. 15, or the 2010-11 allocation may be forfeited.

On Sept. 1, the Title IA School Designation (Not Served- NS, Targeted Assistance program- TA, Schoolwide program-SW) table in the application will lock and districts will not be able to make any changes. As of the beginning of the school year, districts should be clear about which schools are receiving Title IA supplemental funds. Designations will be considered final as of Sept. 1 for use in the Student October collection, comparability calculations and reports to the U.S. Department of Education.

Reminder: The last day to spend fiscal year 2008-2009 NCLB funds is Thursday, Sept. 30. All requests must be submitted by Friday, Oct. 15. Many districts still have 08-09 funds remaining. Title I Directors Webinar

The Office of Federal Program Administration will host a Title I webinar on Wednesday, Sept. 8, for individuals who administer the Title I, Part A program. This webinar will be hosted twice on the 8th: once, from 9 a.m. – 10:30 a.m. for those individuals relatively new to the administration of the grant; and again, from 3 – 4 p.m. This latter webinar will move through the information more quickly than the morning session.

The purpose of the webinar is to update Title I contacts with information that will be helpful in the 2010-2011 school year. This includes information related to the Consolidated Application, School Improvement, parent involvement requirements, critical dates, and other related topics.

District AYP Appeal Deadline This Friday

Just a reminder that the deadline to submit district level appeals of AYP determinations or targets is Friday, Aug. 20. District level appeals must be submitted by the end of the day on Friday in order to be considered by CDE. Allowable appeals and the process for submitting them are outlined in the “Title I Appeals 2009-2010” document posted at the link below.

School level appeals, which are decided upon by the district in accordance with the appeals guidelines, are not due until Friday, Sept. 10. Any school level AYP data changes must be made in the Automated Data Exchange AYP program by the end of the day Sept. 10.

C-FIRS Tracker October Desk Review and Corresponding Webinar

The Office of Federal Program Administration will conduct three desk reviews for the 2010-11 school year through the C-FIRS Tracker System. The collection dates are Oct. 1; Jan. 15, 2011; and April 1, 2011. The first instrument is now available for districts/BOCES to review and complete at: https://tracker.cde.state.co.us. The instrument must be completed and submitted electronically by Oct. 1.

Concurrent Enrollment Program Frequently Asked Questions

In order to help clarify the Concurrent Enrollment and ASCENT programs, we will be releasing responses to frequently asked questions here in the weekly Scoop newsletter. A new set of questions and answers will be included in The Scoop every week.

FAQs for this week:
Q: For what amount of tuition are students eligible?
A: If a student goes somewhere other than the local community college, the student would only be eligible for the amount of tuition at the local community college tuition rate. The payment of any tuition charged above the community college rate should be addressed in the cooperative agreement and made clear to the student during the registration process.

Q: How will funding be determined with the potential for requests for ASCENT student participation that exceed state allocation?
A: The ASCENT advisory board will help CDE with the selection for ASCENT participation in the event of limited funds. Districts will then allocate received slots according to their own methodology.

Q: Are students in ASCENT or concurrent enrollment programs eligible to receive College Opportunity Fund?
A: Yes, students participating in concurrent enrollment programs are eligible to receive payment of stipends from the college opportunity fund program.

Reminder for Sept. 1 Deadline to Submit Eligible ASCENT Students

Attn: Principals, Superintendents, District Finance Office, School Counselors

School districts interested in participating in the 5th year ASCENT program must submit a list of current twelfth graders who will be eligible for and who are interested in the ASCENT program during the 2011-12 school year (i.e. current seniors who plan to remain enrolled at the high school in order to participate in a 5th year program). Submissions must be received no later than Sept. 1. Please send submissions via e-mail to Charles E. Dukes.

Eligible students for the ASCENT program must:
. Complete, or be on schedule to complete, at least 12 credit hours (semester hours or equivalent) of postsecondary course work prior to the completion of his or her twelfth grade year*;
. Not be in need of basic skills coursework as defined by the Colorado Commission on Higher Education's remedial education policy;
. Have been selected for participation in the ASCENT program by his or her high school principal or equivalent school administrator;
. Have satisfied the minimum prerequisites for the course(s) before his or her enrollment in the course(s); and
. Have not participated in the ASCENT program in previous years.

Application for 2011 Colorado Teacher of the Year Is Now Available

The application for the 2011 Colorado Teacher of the Year is now available. Each year, the Colorado Teacher of the Year Program honors an exceptionally dedicated, knowledgeable and skilled teacher to represent the entire profession in Colorado. The Colorado Teacher of the Year will automatically become Colorado's nominee for the National Teacher of the Year competition sponsored by the ING Foundation, Target and the Council of Chief State School Officers.

EDX Meeting Friday, Aug. 20

CDE is partnering with districts to host an Education Data eXchange Council. Share solutions, discuss best practices and advise the state on strategies to more efficiently and effectively exchange data.

Help guide the vision of a next-generation data exchange system and collaborate with your technology peers across the state. This meeting is open to everyone throughout the state.

The next meeting has been rescheduled from Tuesday, Aug. 10 to Friday, Aug. 20 from 2 to 4 p.m. at the Colorado Department of Education, 201 E. Colfax Avenue, Room 103, in Denver.

Items to be discussed at this meeting are SLDS, district initiatives on technology, open source development, Colorado Information Management Association, Colorado Transcript Center and New E-License Process.

Informational Webinar for Educator Licensing eLicense Project

Mark your calendars for an informational webinar on Thursday, Aug. 26 from 10 a.m. to noon. Look for the link next week on the Educator Licensing Web page and in the Scoop. Educator Licensing and the Office of Professional Services continue to finalize the first phase of the eLicense system for activation Sept. 2010. Licenses available during this first phase will include the Initial Teacher License, Substitute Licenses (one-year, three-year and five-year), Renewal of Interim Authorization and Renewal of Initial License.
