Announcement


2010 Growth Data Now Available in SchoolView

Attn: Principals, Superintendents, DACs

Users who have access to student-level data at the district or school level can begin to explore 2007-2010 growth and achievement data in our newly released version 2.0 of the Colorado Growth Model web application.

To access this application, you must use your Single Sign-on login and password. Your district's Local Access Manager (LAM) can create you as a user on the system and give you access to the data if this has not yet been done. CDE does not create or administer users in the system. Please use the following link to access the data:

In this new web application you will see all your district's schools upon loading the Web page and you can add and explore public data for all other districts. You will have access to your district’s student-level data depending on whether you are a school- or district-level user.

This version of the application is brand new - we hope you enjoy its many new features. Now you can create a unique URL and share it with other people, save a PDF of a view that you have created, and explore a lot more information about schools, districts, and students in the popup windows.

Rescheduled EDX Meeting for Friday, Aug. 20

Attn: Chief Information Officers, District Technology Leaders, System Architects, Data Experts

CDE is partnering with districts to host an Education Data eXchange Council. Share solutions, discuss best practices and advise the state on strategies to more efficiently and effectively exchange data.

Help guide the vision of a next-generation data exchange system and collaborate with your technology peers across the state. This meeting is open to everyone throughout the state.

The next meeting has been rescheduled from Tuesday, Aug. 10 to Friday, Aug. 20 from 2 to 4 p.m. at the Colorado Department of Education, 201 E. Colfax Avenue, Room 103, in Denver.

Items to be discussed at this meeting are SLDS, district initiatives on technology, open source development, Colorado Information Management Association, Colorado Transcript Center and New E-License Process.

Reminder for Sept. 1 Deadline to Submit Eligible ASCENT Students

Attn: Principals, Superintendents, District Finance Office, School Counselors

School districts interested in participating in the 5th year ASCENT program must submit a list of current 12th graders who will be eligible for and who are interested in the ASCENT program during the 2011-12 school year (i.e. current seniors who plan to remain enrolled at the high school in order to participate in a 5th year program). Submissions must be received by CDE no later than Sept. 1. Please send via e-mail to Charles E. Dukes.

Eligible students for the ASCENT program must:
• Complete, or be on schedule to complete, at least 12 credit hours (semester hours or equivalent) of postsecondary course work prior to the completion of his or her 12th grade year*;
• Not be in need of basic skills coursework as defined by the Colorado Commission on Higher Education’s (CCHE) remedial education policy;
• Have been selected for participation in the ASCENT program by his or her high school principal or equivalent school administrator;
• Have satisfied the minimum prerequisites for the course(s) before his or her enrollment in the course(s); and
• Have not participated in the ASCENT program in previous years.

Updated Policy Guidance for S.B. 09-163 Implementation

As a part of Senate Bill 09-163 implementation, the department has released updates to several key policy documents:

1) Policy guidance regarding school accreditation and plan type assignments

The purpose of this document is to provide guidance to districts on
1) how a district submits to CDE the accreditation categories for the district’s schools,
2) how a district may request that CDE reconsider the district’s accreditation category as determined by the District Performance Framework, and
(3) how a district may request that CDE reconsider the assignment of school plan types as determined by the School Performance Framework.

In response to stakeholder feedback, the department has revised an earlier draft of the document to include adjustments to the submission requirements and to the required forms in the Appendix.

2) Policy guidance regarding accountability for Alternative Education Campuses

The purpose of this document is to provide guidance to districts on how to develop school performance frameworks for schools designated as Alternative Education Campuses. Today, the state board votes to approve school applications for designation as AECs. The department has updated an earlier draft of this document to include required accountability forms in the Appendix. See below for final versions of these forms.

3) Forms:

• Selection of accountability measures for Alternative Education Campuses

All schools designated as AECs must select accountability measures, approved by their district or authorizer, and submit them to CDE by September 1 using this form.

• School Performance Framework reporting template for Alternative Education Campuses

All schools designated as AECs must report the results of their accountability measures, approved by their district or authorizer, and submit them to CDE by October 15 using this form.

Educator Licensing Initiating eLicense Project

Register NOW for Transforming Mathematics Teaching and Learning: Creating the 21st Century Mathematics Classroom

The Colorado Council of Teachers of Mathematics (CCTM) in cooperation with the Colorado Department of Education is pleased to present a series of regional workshops designed to support teachers in building readiness for 21st century mathematics teaching and learning.

Workshop Goals
As a result of attending the workshop, participants will be able to answer these key questions:
• How will 21st century skills support our students’ readiness for post-secondary opportunities?
• How will 21st century skills look and sound in our mathematics classrooms?
• What are the characteristics of tasks that will support the development of 21st century skills?
• What are teacher moves that support students in developing 21st century skills?

Assessment Subcommittee Meeting, Saturday, Aug. 14 in Denver

Attn: Colorado Educators, Administrators, Parents, District Assessment Coordinators

The Assessment Subcommittees will meet on Saturday, Aug. 14 in the Denver Tech Center from 9 a.m. to 4 p.m. This is the second of four meetings scheduled in order to make recommendations to the Assessment Stakeholders Committee about the design of Colorado’s next generation of student assessment system.

The meeting will take place at the Denver Tech Center Doubletree, 7801 East Orchard Rd., Greenwood Village, CO 80111-2508.

The three goals of the meeting include: to analyze and discuss assessment research and exemplars from national and international designs and extract options to consider for recommendation; to reach consensus on the purpose of each assessment and to compile an initial draft of concepts for each assessment and prioritize.

Federal Programs


Consolidated Federal Program Application Update

Attn: Superintendents, Federal Program Contacts, Title I Directors

Congratulations! The vast majority of school districts in Colorado have now received substantial approval for the Consolidated Federal Program Application. Substantial approval allows districts to encumber funds, however, districts are not able to request funds until final approval is provided. All responses to comments provided by program staff are due to CDE on Tuesday, Aug. 31. Do not resubmit the application and budget, until comments for all programs have been addressed. Failure to respond to all program comments will result in recommendation to the deputy commissioner and commissioner that the district/BOCES forfeit its 2010-2011 NCLB allocation.

This year, CDE will provide one final approval letter when all programs have received final approval. At that time, a signed approval letter will be sent to the appropriate contact person listed in the Consolidated Application. This new process does not eliminate the district’s ability to request funds prior to all programs receiving final approval. The comment log found at http://www.cde.state.co.us/FedPrograms/consapp/index.asp is available and will provide information about the individual programs that have final approval. Use this system to determine which programs have final approval and, therefore, program funds can be requested.

Additionally, on September 1, 2010, the Title IA School Designation (Not Served- NS, Targeted Assistance program- TA, Schoolwide program-SW) table in the application will lock and districts will not be able to make any changes. As of the beginning of the school year, districts should be clear about which schools are receiving Title IA supplemental funds. Designations will be considered final as of September 1 for use in the Student October collection, Comparability calculations and reports to the US Department of Education.

Committee of Practitioners: Membership Application

Attn: Superintendents, Principals, Federal Program Contacts, Title I Directors

The NCLB State Committee of Practitioners (CoP) is accepting applications for new members. The Committee of Practitioners serves as an advisory group to the Colorado Department of Education Office of Federal Program Administration and performs the duties as designated in the Elementary and Secondary Education Act as amended by No Child Left Behind. The primary purpose of the Committee is to review, before publication, any proposed or final State rule or regulation pursuant to Title I, Title IIA, Title III, Title IV-A, and Title IVB. Committee members serve for three years. Members are expected to attend four meetings per year and take part in the remote review of documents as needed.

The Committee is looking for members that represent a diverse group of stakeholders, including public or private schools; administration, teaching or parenting; and preschool to high school levels. The Committee is particularly in need of new members from rural locations in Colorado. Documents describing the work of the CoP can be found at the link below. Applications are due by Wednesday, Aug. 24. Applications will be reviewed by the current members and membership invitations issued in time for the first meeting of the school year on Sept. 7.

8th Grade Literacy Deadline Approaching

The 8th Grade Literacy data collection opened on May 18 and will close on Sunday, Aug. 15. Thanks to the 62 districts that have already reported literacy data. If you have not done so, please submit the 8th Grade Literacy data to CDE by August 15.

ARRA Interim Reporting

Attn: ARRA Grantees

Due to the requirements of ARRA Section 1512 reporting, CDE must collect year-end expenditures and FTE from districts and administrative units in August.

This collection will be accomplished through the Tracker system.

After collecting expenditures on Monday, Aug. 16, CDE will compare expenditures to the payments made for FY 2009-2010 to calculate cash on hand or close out payments for each of your district or administrative unit's ARRA grants as well as determine carryover amounts. CDE will also compare FTE to quarterly reports in an effort to verify the consistency and accuracy of quarterly reports provided in FY 2009-2010.

Colorado was selected as one of 16 states to be monitored by the U.S. Government Accountability Office (GAO). The GAO has requested this information for a report to be issued in September.

Please note: This August interim report is in addition to the end of year reports required under EDGAR and does not replace the Annual Financial Report for NCLB ARRA 2009-2010 funds due Nov. 1 or the 2009-2010 IDEA/Preschool End of Year Report. In the event the district's or administrative unit's books are not closed or final, please include any audit or other year-end adjustments that you were not able to report August 16 on your Annual Financial Report for NCLB and/or End of Year Report for IDEA .

Broadband Speeds at Your Schools

The Federal Communications commission has declared about one-third of Colorado counties to be "unserved" in terms of broadband availability. The Governor's Office of Information Technology is conducting a survey to determine the broadband speeds at each of Colorado's schools.

Each year, the Colorado Teacher of the Year Program honors an exceptionally dedicated, knowledgeable and skilled teacher to represent the entire profession in Colorado. The Colorado Teacher of the Year will automatically become Colorado's nominee for the National Teacher of the Year competition sponsored by the ING Foundation, Target and the Council of Chief State School Officers.

Child Welfare Education Liaison Contact Information

Attn: Superintendents, Out-of-District Coordinators

House Bill 08-1019 required districts and the Charter School Institute to designate an employee to act as the Child Welfare Education Liaison. It is this person’s responsibility to facilitate transitions for students in foster home or other out-of-district placements. In lieu of designating an employee, the district or Charter School Institute may contract with an individual to act as the Child Welfare Education Liaison.

As part of H.B. 10-1274, passed this spring, districts are required to report the name and contact information for the designated person to CDE and CDE will post the contact information on the Web site. For many districts, the person serving in this capacity will be the person designated as the out-of-district coordinator.

Please send the name, address, phone number, e-mail address and fax number for the Child Welfare Education Liaison by Monday, Aug. 16 to the Facility Schools Unit at facility_schools@cde.state.co.us. The information will be posted on Monday August 16, and will be revised as there are changes. Watch for more information regarding additional requirements of H.B. 10-1274.
