Ten-City Tour Will Cover Colorado English Language Proficiency Standards

Attn: Superintendents, District administrators, Principals, ELA and Curriculum Directors/Coordinators, Coaches, Professional Developers, Teachers, and Teacher Leaders

The Colorado Department of Education is pleased to announce a 10-city tour of the Colorado English Language Proficiency (CELP) Standards to be held in the fall of 2011. Colorado school districts will be supported on implementation of the new CELP standards to ensure English language development and access to academic content for English Learners. The CELP standards facilitate content instruction, impact curriculum through academic language and create a bridge to the Colorado Academic Standards (CAS).

2011 AYP Training Webinars

Attn: AYP Respondents, Title I Contacts, District Assessment Coordinators

AYP season is approaching! CDE plans to open the AYP ADE on Tuesday, August 2. If you are new to the AYP process or want to brush up your skills (i.e., how AYP is calculated, how to access the data, the appeals process), please register for one of the training webinars listed below. Feel free to pass on this information to any district and school administrators that you think might be interested.

-Tuesday, July 19, 1 p.m.
-Wednesday, July 20, 10 a.m.
-Tuesday, July 26, 11 a.m.
-Thursday, July 28, 2 p.m.

In addition, two metro area (Denver and Colorado Springs) in-person trainings will be held the first week of August, after the ADE has opened with preliminary AYP determinations. That schedule will be announced as soon as it is finalized.

C-FIRS Tracker 2011-12

Attn: Superintendents, Federal Program Contacts, Title I Directors, and Business Directors

On July 29, 2011, the C-FIRS Tracker System (https://tracker.cde.state.co.us/Tracker/Security/Login.aspx) will automatically default to the 2011-12 academic year monitoring Instruments. When a district user logs onto the system, the initial screen will display the 2011-2012 Instruments. Instruments reviewed in the previous academic years will still be available for reference, review or revisions. To access the previous academic year monitoring Instruments within the Tracker System, districts will need to select the desired year from the pull down menu on the LEA Overview page.

OFPA will continue to use Tracker in the 2011-12 school year for desk reviews and onsite monitoring. Desk reviews will be conducted in three cycles: Fall - due October 15, 2011; January (Unified Improvement Plan Instrument) - due January 17, 2012; and Spring - due April 15, 2012. An extensive document pertaining to the 2011-12 desk review process will be available on OFPA’s website by August 31, 2011.

New FERPA and HEA Emergency Guidance

Please see the link to the recent guidance from the Family Policy Compliance Office entitled “Emergencies on Campus” – http://www2.ed.gov/policy/gen/guid/fpco/pdf/emergency-guidance.pdf. This guidance is intended to assist school officials who may be reassessing their campus safety policies by offering a summary of the Family Educational Rights and Privacy Act (FERPA), as well as pertinent provisions of the Higher Education Act of 1965 (HEA) that apply to postsecondary institutions. We hope that you will find this information helpful as you strive to protect parents and students’ privacy rights under FERPA as part of your emergency planning. Also, we hope that the additional information about threat assessment teams and the HEA disclosure requirements concerning campus safety will be of assistance to you.

Participate in the Colorado Integration Project - Application Deadline Extended to Friday, July 15

The Colorado Legacy Foundation is looking to partner with four school districts from across Colorado to engage in a series of activities over the next three years designed to significantly improve the post-secondary and workforce readiness of Colorado public high school graduates. One of these districts has been designated as Denver Public Schools. With the selection of three additional school districts, CLF seeks to create a cohort with the following characteristics (a single district could satisfy more than one of these characteristics and a participating district is not REQUIRED to satisfy any of these characteristics):
• Denver Public Schools;
• At least one other urban district with ≥ 35,000 students, at least 50 percent of whom are minority and/or eligible for free or reduced lunch;
• At least one district with ≤ 35,000 students at least 50 percent of whom are minority and/or eligible for free or reduced lunch;
• At least one district with two or more schools in the lowest two categories of school performance statewide; and
• At least one rural district with a student population that includes at least 50% minority and/or free or reduced lunch population.

A group of districts may apply jointly with their BOCES. The BOCES will be considered as a single “district” for purposes of this application.

A large district that does not meet the criteria above may also consider applying if it has secondary schools that do satisfy the criteria.

CLF retains full discretion to select a cohort of districts that it deems most likely to meet the intended goals of the project and is not bound by the criteria above.
