News Conference Regarding CSAP & Colorado Growth Model Results

The Colorado Department of Education has scheduled a news conference for Friday, August 7 to announce the 2008-2009 results from the Colorado Student Assessment Program (CSAP).
The event will also feature results from the Colorado Growth Model and recognize schools and districts demonstrating high rates of growth in student achievement. The event will also underscore the many changes in the state's district and school accountability process under Senate Bill 163.

Please contact the communications office with any questions about the release of 2009 results to the news media.
The Aug. 7 news conference will be held at CDE's main office, 201 E. Colfax Ave., in the lobby tenatively at 10 a.m.
Members of the media who request embargoed data and agree to the embargo terms will be provided with both CSAP and Colorado Growth Model data on the morning of Monday, Aug. 3.
The broad publication or distribution of the data will be embargoed for publication of any kind (TV, radio, Web site, etc.) until 11 a.m. on Friday, Aug. 7.

Members Needed for Concurrent Enrollment Advisory Board

House Bill 09-1319 allows school districts to partner with institutions of higher education to offer college courses to qualified high school students through the ACSCENT program (Accelerating Students Through Concurrent Enrollment).
The bill calls for the creation of an advisory board to establish administrative guidelines for the ASCENT program, advise and assist school districts and higher education institutions in cooperative agreements, and make recommendations as needed to the legislature, state board of education and the commissioner concerning improvements or policy changes.
Of the 13 members on the advisory board, the commissioner must appoint three:
-One must be from a rural school or district. -One must be from a school district where a low percentage of recent high school graduates have enrolled in an higher education institution. -One will be appointed at the commissioner's discretion.
If you would like to serve in this capacity, please submit a letter describing your interest, qualifications and how you would contribute to board objectives by Monday, Aug. 31 to Vody Herrmann, Assistant Commissioner.

Supplemental Educational Services Request for Proposal Now Available

A new Supplemental Educational Services Request for Proposal is now available. This has been reissued from spring 2009 to include districts that may now also apply to be SES providers.
Supplemental Educational Services is academic instruction offered outside the regular school day and is designed to increase the academic achievement of low-income students in low-performing schools. These services may include academic assistance such as tutoring, remediation and other educational interventions, provided that such approaches are consistent with the content and instruction used by the district and are aligned with the state’s academic content standards. Supplemental Educational Services must be high quality, research-based, and specifically designed to increase student academic achievement.
The purpose of this request for proposal is to identify qualified providers of Supplemental Educational Services to be included on the 2009-2010 Approved Supplemental Services Provider list. All providers that meet the criteria will be included in the provider list.
Please note: Districts on NCLB Improvement may submit an application to become a SES provider if the criteria set forth by the U.S. Department of Education are met and can receive conditional approval. Proposals are due Wednesday, Aug. 26, 2009.

CDE Invites Public Comment On State Waivers for Title I ARRA Funds

The Colorado Department of Education is asking for public input regarding waivers for several provisions of No Child Left Behind Title I, Part A of the American Recovery and Reinvestment Act (ARRA) funds.
CDE will request waivers from the U.S. Department of Education for the following provisions pertaining to Title I, A ARRA funds:
• Twenty percent set-aside for choice transportation and supplemental educational services
• Ten percent set-aside for professional development for local education agencies identified for improvement
• Ten percent set-aside for professional development for schools identified for improvement
• Calculating the per-pupil maximum allocation for supplemental educational services
Using its authority under the Education Flexibility Partnership Demonstration Program, Colorado has already issued a statewide waiver for the fiscal requirements of NCLB to permit a local education agency to carryover more than 15 percent of its total 2009-10 Title I-A allocation, including its ARRA funds, into the 2010-2011 fiscal year and permit such carryover even if a local education agency had obtained a carryover waiver in the past three fiscal years.
Colorado will also apply for waivers from the following NCLB related regulations pertaining to regular Title I, Part A funds:
• Prohibiting local education agencies on improvement from being supplemental educational service providers
• Requiring local education agencies to provide 14 days notice for public school choice
CDE is accepting comments on the waivers until 5 p.m. on Wednesday, July 29, 2009. Send comments to nclbcomments@cde.state.co.us. Any comments submitted will be included, without identifying information, in the waiver application to the U.S. Department of Education.

Identity Management System Implementation

CDE continues the implementation of our new Identity Management System. As many of you already know, the CDE Identity Management System incorporates single sign-on and delegated administration features, streamlines the user management experience and provides greater control and flexibility to school districts in providing access to applications and data.
As applications are added to the CDE Identity Management System, district-authorized users will be able to access these applications using a single user id and password. Currently, we are implementing this process in conjunction with the roll-out of the new private-facing Colorado Growth Model and, in the future, will include Automated Data Exchange (ADE), Colorado Adult Education System for Accountability and Reporting (CAESAR), Record Integration Tracking System (RITS), Colorado Education Data Analysis & Reporting System (CEDAR), as well as any new applications. We are trying to avoid a large rush of registrations around the August release of the 2008/2009 Colorado Growth Model data. We encourage you to register as soon as possible. This information will be helpful if you plan to attend the Growth Model training at the upcoming Colorado Association of School Executives conference.
