EDX (Educational Data eXchange) Meeting Friday, Aug. 5

Attn: Chief Information Officers, District Technology Leaders, System Architects, Data Experts

CDE is partnering with districts to host an Education Data eXchange Council to share solutions, discuss best practices and advise the state on strategies to more efficiently and effectively exchange data.

Help guide the vision of a next-generation data exchange system and collaborate with your technology peers across the state. This meeting is open to everyone throughout the state especially if you have any interest in the topics that are discussed.

Items to be discussed at this meeting are the future of ADE (Automated Data Exchange) version 2.0/3.0, state hosted IEP (individual education plan), district initiatives, state sponsored student information system, results of a statewide technology survey, educator identifier and course codes, teacher student data link, roundtable discussions and version three of the Colorado Growth Model.

The meeting will be held on Friday, Aug. 5 from 10 a.m. to noon at Mesa County Valley District 51, 930 Ute Avenue, Emerson Building in Grand Junction.

Ten-City Tour Will Cover Colorado English Language Proficiency Standards

Attn: Superintendents, District administrators, Principals, ELA and Curriculum Directors/Coordinators, Coaches, Professional Developers, Teachers, and Teacher Leaders

The Colorado Department of Education is pleased to announce a 10-city tour of the Colorado English Language Proficiency (CELP) Standards to be held in fall 2011. Colorado school districts will be supported on implementation of the new CELP standards to ensure English language development and access to academic content for English Learners. The CELP standards facilitate content instruction, impact curriculum through academic language and create a bridge to the Colorado Academic Standards.

Submit an Application for a Qualified Zone Academy Bond Allocation

Attn: School Districts

CDE is currently accepting applications for Qualified Zone Academy Bond allocations.

The program is a way for school districts to obtain low or interest free financing for renovation, repair projects and other needs. Currently Colorado has $17,555,000 in available allocations for 2009, $18,468,000 for 2010, and $5,527,000 for 2011. CDE does not provide funding, but provides authorization to a school district to obtain the low-or interest-free financing if the school district qualifies. Some of the requirements are as follows:

• 35 percent or more of the school's students must qualify for free and reduced lunch;
• Programs established with QZAB must have the goal of enhancing the academic curriculum, increasing graduation and employment rates or better preparing students for college and the workforce;
• Each school must enter into a partnership with a private entity or entities. The partner must contribute at least 10 percent of the net present value of the amount of money borrowed;
• At least 10 percent of the financing must be contracted within six months after issuance. 100 percent of the QZAB must be spent within three years of date of issuance.
• Compliance with Davis-Bacon is required as part of the QZAB Application.
• Arbitrage restrictions have been modified in 2008 so that reserve accounts may be created provided they meet the criteria requirements per H.R. 1424.

Register for School-Level Unified Improvement Planning Training

Attn: School and District Leaders responsibile for Unified Improvement Planning

Registration for regional training to support Unified Improvement Planning at the school level is now available.

Trainings include a two-hour webinar on gathering and organizing data and three separate one-day in-person sessions on data analysis, root cause and action planning. Sessions are designed sequentially (one day on data analysis, one day on root cause, one day on action planning); however, participants are encouraged to attend any session that meets their needs. Session dates and locations are listed at the registration link below. A confirmation email including specific logistical information will be sent to participants in advance of the session.

Join RAFT for a Back to School Bash on Saturday, July 30

Resource Area for Teaching (RAFTT) will hold its Back to School Bash on Saturday, July 30 from 9:30 a.m. to 4 p.m.

Come to RAFT to fill your head with ideas, line your shelves with materials, connect with other teaching professionals, and recharge your emotional batteries. RAFT provides innovative teaching ideas, kits and workshops supporting Colorado education standards.

Who Can Join?
RAFT members are educators, including public, private, and pre-school teachers, licensed childcare providers, and nonprofit community-service groups.

What does it Cost?
- Annual individual memberships are $25 per person.

- Annual memberships for groups of 10 or more (registering at the same time) are $20 per person.

- Annual student teacher memberships and day passes are $15 per person.

Consolidated Application Updates

CDE staff is in the process of reviewing Consolidated Applications. Emails will be sent notifying district/BOCES when their application has been granted substantial approval. The email will include the website to access the application comment logs. The comment log provides the information needed to revise the application and budget to receive final approval.

CDE expects to have all applications reviewed by the end of the month. District/BOCES should then respond to all comments by Wednesday, Aug. 31.

C-FIRS Tracker 2011-12

On Friday, July 29, the C-FIRS Tracker System (https://tracker.cde.state.co.us/Tracker/Security/Login.aspx) will automatically default to the 2011-12 academic year monitoring Instruments. When a district user logs onto the system, the initial screen will display the 2011-2012 Instruments. Instruments reviewed in the previous academic years will still be available for reference, review or revisions. To access the previous academic year monitoring Instruments within the Tracker System, districts will need to select the desired year from the pull down menu on the LEA Overview page.

OFPA will continue to use Tracker in the 2011-12 school year for desk reviews and onsite monitoring. Desk reviews will be conducted in three cycles: Fall - due October 15, 2011; January (Unified Improvement Plan Instrument) - due January 17, 2012; and Spring - due April 15, 2012. An extensive document pertaining to the 2011-12 desk review process will be available on OFPA’s website by August 31, 2011.

2011 AYP In-Person and Webinar Trainings

Attn: AYP Repsondents, Title I Contacts, District Assessment Coordinators

AYP season is approaching! CDE plans to open the AYP ADE on Tuesday, August 2. If you are new to the AYP process or want to brush up your skills (i.e., how AYP is calculated, how to access the data, the appeals process), please register for one of the training webinars listed below. Feel free to pass on this information to any district and school administrators that you think might be interested.

The in-person AYP trainings will be:

-Wednesday, Aug. 3, at 1 p.m. at the Tesla Center 2560 International Circle, in Colorado Springs
-Friday, Aug. 5, at 10 a.m., at the Adams 12 Five-Star Schools Training Center, 1500 E. 128th Street in Thornton

Statewide Financial Assistance Priority Assessment

Attn: Superintendents, Business Managers, Facility Directors

Facility assessment reports are still open for review. If you have asked that others in your district be given access rights, please forward them this e-mail so they may review the reports. To get additional reviewers added to your review teams please contact Dustin Guerin at the e-mail address below.

You have until February 7, 2012 to review the reports for your district and provide comments, corrections or clarifications to CDE. CDE staff will address your comments and post a revised report, which will become static until next year. Once the static reports are posted, comments can be entered again but the reports will not be updated until the next cycle for annual data updates.

It is important the information in the reports accurately reflects actual building conditions. Your comments and review will help assist CDE with capital construction grant awards in the future.

State Performance Plan Indicator Webinars

Attn: Special Ed Directors

The Exceptional Student Leadership Unit is hosting webinars to meet the training needs of administrative units and state operated programs. Participants can expect improvement in their ability to analyze the validity of their special education data as it relates to the State Performance Plan Indicators included in the Special Education Discipline Collection (Indicator 4) and Special Education End of Year collection (Indicators 11 and 12). Indicator 4 and the Discipline Collection
This webinar will address new reports added to the discipline collection that will allow you to validate your data for students who have been suspended/expelled greater than 10 days. Other new reports that allow for data validation will be discussed as time allows.

Indicators 11 and 12 and the End of Year Collection

Other changes to reports in the End of Year collection will be discussed as time allows.
