Electronic Transcripts are Coming to Colorado

CDE announces the debut of the Colorado Transcript Center (CTC), the official state site for exchanging electronic student records and transcripts with other districts and colleges. The ability to send student records and transcripts electronically to any in-state, public PK-12 school or higher education institution will be available to all Colorado LEAs at no cost. These LEAs will also have the option of sending electronic records and transcripts to private institutions and out-of-state schools for a nominal transaction fee.
CTC is a web-based interface and therefore, there is no software to download and maintain. The interface is intuitive and user-friendly, requiring very little staff training. CTC can reduce the time it takes a school guidance counselor or registrar to send a paper transcript to a matter of seconds. Reduced staff time and an elimination of materials and postage costs can result in a reduction in cost for the district.
The Colorado Transcript Center will be available Fall 2008. Watch for more information on CTC later this summer, including how to register your district as a CTC member. In the meantime, you can visit the link below for the most up to date information on this project.

USDA Fresh Fruit and Vegetable Program Application Deadline Extension

The U.S. Department of Agriculture has appropriated $9 million for the USDA's Fresh Fruit and Vegetable Program (FFVP). Each state will receive $250,000 and select 25 schools to participate in the 2008-2009 school year. The appropriated funds are for one year. As the sponsoring state agency of the National School Lunch Program and School Breakfast Program, the Colorado Department of Education will select 25 elementary and/or middle schools (grades K-8) from districts across the state for participation in the program. Originally, the deadline to apply was June 20, 2008. This deadline has now been extended to 4:00 p.m., Monday, August 11, 2008. Please visit the link below.

Change to AYP Administration

In October 2007, the U.S. Department of Education (ED) monitored the Colorado Department of Education’s administration of three major federal programs, Title IA, IB and ID. On March 24, CDE received a final monitoring report from ED identifying a number of concerns about our AYP calculations and appeals.

CDE challenged some of the findings and resolutions proposed by ED as not in the best interest of students in Colorado and, on July 10, met with ED staff on to attempt to reach a resolution. Unfortunately, the meeting did not result in our favor. Thus, we must now make changes to Colorado’s AYP calculations and procedures for 2007-2008 determinations.
Following are the key changes, in summary:
• In general, tests that receive a “No Score” will count as non-participants, but will not be included in AYP proficiency calculations.
• CDE can no longer allow the exclusion of NEP or LEP students who have been in the United States for less than 3 years from school or district AYP reading proficiency calculations.
• Students with IEPs will have the same AYP proficiency targets as students without IEPs. No appeals will be allowed.
We know that these changes will have an impact on AYP determinations this year and will provide assistance to you in explaining the results to the public in October when results are final.
