Individualized Education Program DVD: An Overview of the Special Education Process

Attn: Administrators, Special education administrators, Special education providers, Family organizations

The Colorado Department of Education Exceptional Student Leadership Office has created a DVD for families and professionals that provides an overview of the IEP process. A copy of the DVD is being mailed to each administrative unit’s special education department. This DVD is unique in that it includes personal tips and comments from professionals, parents and students in addition to the narrative information which reviews the legal requirements of the process. The Exceptional Student Leadership Office recently conducted a viewing of the DVD with professionals and family organizations and received rave reviews.

Written transcripts are available on the IEP webpage, in English, Spanish and large print.

Administrative units may make unlimited copies of the DVD. To obtain an electronic file for the DVD label, please contact Cindy Millikin or Melissa Chaffin.

Attend the Final 2011 CDE Summer Symposia in Denver

Attn: All

You still have time to attend the final Summer Learning Symposia, a two-day meeting facilitated by CDE. The goal of the meeting is to assist schools and districts in unifying their work around Colorado's reform agenda.

Key outcomes:
-Create collaboration between and among districts and CDE
-Develop a coherent vision around Colorado's reform agenda
-Share ideas about leveraging opportunities to maximize results for students
-Develop district plans for moving forward with Colorado's education reform agenda

Target Group: District leadership teams, comprised of district, school and classroom representatives who are responsible for implementation. The intent is to enhance the capacity of all schools and districts to implement these important initiatives.

Final Date and Location:
-Wednesday and Thursday, August 3 & 4 at a Denver location to be determined

Registration is open on the CDE website. Registration will close one week prior to the event date participants are capped at 200.

Family/Student Perception Survey of the Transition IEP

Attn: Special Education Directors, Transition Team Leaders

Administrative units statewide reported that as they’ve written individualized education plans that meet the rigorous I-13 compliance standards and go beyond those requirements to create a comprehensive and meaningful plan for postsecondary success, the secondary IEP staffing has been genuinely transformed.

As a way of measuring student and family member perceptions, CDE is piloting a seven question survey for students and family members to complete following the student’s transition IEP meeting. The Exceptional Student Leadership Office will supply participating administrative units with copies of the surveys and stamped envelopes addressed directly to CDE/ESLU, so there will be no cost. Participation is voluntary.

The survey will cover a three-month timeframe (Aug. 15 through Nov. 15). For a general information Q & A document and an application form, please click on the link below. The deadline for application is Friday, July 29.

2011 AYP Training Webinars

Attn: AYP Respondents, Title I Contacts, District Assessment Coordinators

AYP season is approaching! CDE plans to open the AYP ADE on Tuesday, August 2. If you are new to the AYP process or want to brush up your skills (i.e., how AYP is calculated, how to access the data, the appeals process), please register for one of the training webinars listed below. Feel free to pass on this information to any district and school administrators that you think might be interested.

-Tuesday, July 19, 1 p.m.
-Wednesday, July 20, 10 a.m.
-Tuesday, July 26, 11 a.m.
-Thursday, July 28, 2 p.m.

In addition, two metro area (Denver and Colorado Springs) in-person trainings will be held the first week of August, after the ADE has opened with preliminary AYP determinations. That schedule will be announced as soon as it is finalized.

C-FIRS Tracker 2011-12

On July 29, 2011, the C-FIRS Tracker System (https://tracker.cde.state.co.us/Tracker/Security/Login.aspx) will automatically default to the 2011-12 academic year monitoring Instruments. When a district user logs onto the system, the initial screen will display the 2011-2012 Instruments. Instruments reviewed in the previous academic years will still be available for reference, review or revisions. To access the previous academic year monitoring Instruments within the Tracker System, districts will need to select the desired year from the pull down menu on the LEA Overview page.

OFPA will continue to use Tracker in the 2011-12 school year for desk reviews and onsite monitoring. Desk reviews will be conducted in three cycles: Fall - due October 15, 2011; January (Unified Improvement Plan Instrument) - due January 17, 2012; and Spring - due April 15, 2012. An extensive document pertaining to the 2011-12 desk review process will be available on OFPA’s website by August 31, 2011.

Title I-A and Title II-D ARRA Carryover

Attn: Federal Programs Application Coordinators and Budget Managers

The last day to spend ARRA and regular fiscal year 2009-2010 NCLB funds is Friday, September 30. These funds must be requested by October 15. Many districts still have ARRA funds and 09-10 regular NCLB funds remaining that must be obligated and drawn down in the next three months. Distribution reports, showing the remaining funds for each district by program, are available online at http://www.cde.state.co.us/cdefisgrant/Grant_Distribution_Reports.htm.

CDE did not include data tables or narrative sections for estimated carryover of FY10-11 Title I-A ARRA or Title II-D ARRA on the FY11-12 Consolidated Application. Instead, each LEA/BOCES with ARRA funds remaining will be required to submit an abbreviated budget and description of activities using the carryover approval form (available online at http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm) by Thursday, June 30.

Upload the completed form into the 2011-12 Cons. App. Instrument in Tracker: https://tracker.cde.state.co.us/Tracker/Security/Login.aspx, under the statewide entity LEA / BOCES – 0000. Please do not upload into your individual district/BOCES code.

The form must be submitted by Thursday, June 30.

Alternate options are available for remaining ARRA funds. These include:
• Use ARRA funds to pay for activities already approved in the 2010-11 Consolidated Application.
• Apply indirect costs to ARRA funds if your district has not already done so.
• Transfer regular Title I-A or Title II-D expenditures to Title I-A or Title II-D ARRA funding.
• Decline remaining carryover.
Please contact a Grants Fiscal consultant regarding any of the above alternate options. These options may include additional accounting and compliance documentation.

Education Provider Resources

The Colorado Department of Education will no longer maintain a list of approved education providers for specific grant programs. Instead, as a service to the field, CDE will give providers the opportunity to submit information regarding the services and products they offer. Once a provider profile has been submitted (with all required information completed), the profile information will be made available on the CDE website for districts and schools to access.

Providers are asked to submit the information into a web-based form via the link below. The window to enter information will be open until Friday, July 15. Information will be displayed on the CDE website by early August 2011.

U.S. Senate Youth Program

The Colorado application for the 50th annual U.S. Senate Youth Program is now available.

The U.S. Senate Youth Program, established in 1962 by U.S. Senate Resolution, is a unique educational experience for outstanding high school students interested in pursuing careers in public service. The 50th annual program will be held in Washington, D.C., from March 3 - 10, 2012. Two student leaders from each state, the District of Columbia and the Department of Defense Education Activity will spend a week in Washington experiencing their national government in action. All transportation, hotel and meal expenses will be provided by the William Randolph Hearst Foundations. In addition, each delegate will also be awarded a $5,000 College Scholarship for undergraduate studies, with encouragement to pursue coursework in history and political science.

Any high school junior or senior student is eligible for the program. The student is required to be currently serving in an elected or appointed capacity in any one of the following student government, civic or educational organizations:
• Student Body President, Vice President, Secretary or Treasurer;
• Class President, Vice President, Secretary or Treasurer;
• Student Council Representative; or
• Student representative elected or appointed (appointed by a panel, commission or board) to a district, regional or state-level civic and/or educational organization approved by the state selection administrator.
