GEO planning two workshops to promote LEED requirements for schools

In most school districts, utility costs are second only to salary as the greatest expense. The Governor’s Energy Office (GEO) can help schools reduce their energy costs and allocate the savings toward improved facilities and academics. The GEO’s High Performance Building Program helps school districts maximize energy efficiency and renewable energy potential in schools and other public building projects.
The first two in a series of workshops, these events will: • Provide an overview of the High Performance Building Program which includes public education, outreach and partner participation. • Demonstrate how integrated design brings all stakeholders to the planning table. • Offer strategies to maximize energy efficiency in new construction projects. • Feature examples and success stories from around Colorado. • Identify funding opportunities. • Strengthen the network of individuals and organizations interested in high performance building.
The benefits of attending include: • Discover opportunities to partner with the Governor’s Energy Office High Performance Building team on your project. • Learn about financial incentives for High Performance Building. • Network with other regional professionals implementing high performance building techniques within school districts. • Get to know GEO representatives currently working in your area.

State Board Of Education Rule Hearing on Passing Time

At the August board meeting, the Colorado State Board of Education will be conducting a rule hearing to discuss two proposals related to Section 2.06(2) of 1 CCR 301-39 – Rules for the Administration of the Public School Finance Act.
The two options proposed as changes to existing rule include: • Option one excludes “passing time” and the time provided for lunch from the definition of “educational process” for the purposes of calculating a student’s scheduled hours relative to Section 22-32-109, C.R.S.
• Option two permits passing time in the definition of “educational process” for purposes of calculating a student’s scheduled hours relative to Section 22-32-109, C.R.S.
The department is soliciting comments on the proposed rule change from school districts and any other interested parties. Comments must be received by Monday, July 20 in order to include them as information to the state board prior to their rule hearing. Public comment will be allowed at the August board meeting, but time for comment will be limited.

Assessment/Progress Monitoring Overview & Preparation: What You Need to Know Online Course
Attn: Principals, Special Ed Directors, Teachers
This online course provides the foundation for assessment and monitoring progress within a Response to Intervention framework in elementary and secondary settings. Participants will gain knowledge and skills in: • Understanding the role and purpose of monitoring student progress, • Using progress monitoring knowledgeably as part of an array of assessment types, • Setting up progress monitoring in a classroom and school • Selecting tools and establishing targets • Using a variety of tools to display and graph data • Analyzing results for making data-based decisions about academic instruction and behavioral interventions. Online June 29—July 7, 2009, with more dates to be announced.
Class size is limited to the first 30 people who register. One credit hour will be available through Adams State College.

New Option for Statewide Alternative Teacher Preparation Programs

During the 2009 legislative session, Senate Bill 09-160 was passed. This legislation took the recommendations of the P-20 Council related to educator licensing to streamline and align the alternative teacher and teacher in residence programs. In addition, this bill set forth language which allows a nonprofit organization to be a designated agency and to work throughout the state.
In order to move as quickly as possible for agencies that wish to become statewide alternative teacher preparation programs, emergency rules for implementing this program will be submitted for approval to the state board of education at their August meeting. Permanent rules will be submitted for approval by the state board in September and if adopted will go into effect October 31, 2009.
Applications to become a statewide designated agency for alternative teacher preparation are now available. The application packet contains additional information about the application process and the timelines for approval. To request an application, please contact Ed Almon at almon_e@cde.state.co.us. Completed applications will be accepted at any time. No application will be submitted to the state board of education for approval until after the emergency rules have been approved.

State Review of Common Charter School Application and Review Rubric

The deadline to submit your final comments to the Common Application, Checklist for Completion and Review Rubric for charter schools is Monday, July 13, 2009. The Common Application was collaboratively developed by CDE, The League and the Charter School Institute to be used as a tool to provide guidance in the writing and review of new charter school applications. The Common Application was first reviewed by the group of charter school authorizers that meet twice a semester. The Common Application was distributed for statewide feedback in May and now CDE plans to finalize the document soon. H.B. 08-1019 Education of Children and Youth Out-of-Home Placement

In 2008, the Colorado General Assembly enacted H.B. 08-1019 (codified at Section 22-32-138, C.R.S.) in order to support children and youth in out-of-home placement (e.g., foster homes and group homes)in achieving educational success. The bill imposes a number of obligations on schools, school districts, BOCES, the Charter School Institute, county departments of social/human services and the Colorado Department of Human Services. Among the obligations imposed by H.B. 08-1019 are the following:
(1) Designation of a Child Welfare Education Liaison by each school district and the Charter School Institute; (2) Expedited educational records tranfer and prompt school enrollment requirements; and (3) Required waiver of school fees for students in out-of-home placement.
The Colorado Department of Human Services has expressed concern that many school districts and schools seem to be unaware of their obligations under the bill. In order to enhance awareness, please click on the link below, to access a letter from CDHS which summarizes H.B. 08-1019. If your school district has not yet designated a Child Welfare Education Liaison, it should do so immediately. It is critical that each Child Welfare Education Liaison connect with his/her local county department(s) of social/human services as a primary means of coordination to ensure that the purposes of the bill are met.
