Request for Recommendations: State Talent Pool
Attn: Superintendents, District Curriculum and Professional Development Supervisors, Principals
The Colorado Department of Education maintains a file of emerging classroom leaders who are considered distinguished teachers and principals. These educators may be candidates for advisory boards, task forces and special recognition programs. Your recommendations will identify educators who will be of great value to your community and state and who may also ultimately receive prestigious recognition.
We are very fortunate to have a rich base of veteran educators represented in our current talent pool. They have been and continue to be a valuable resource in our state efforts. What is particularly lacking at this time is representation from educators relatively new to the profession who demonstrate unusual instructional and leadership ability. Such persons exhibit strong potential for professional leadership and inspiring presence that impacts students, colleagues and community.
Do you know a relatively new educator that is illustrative not only of our state’s, but also the nation’s best? Whose lessons provide models for others? Who has distinguished him/herself above and beyond established top-quality professionals in many of our schools?
A minimum of five years in education is a must. Candidates are building level personnel. They are typically classroom teachers as opposed to specialists and are recognized by peers and supervisors as unique in their growth. Occasionally a principal or specialist is considered. Previous recognition is not required. In fact, of special interest are educators who are outstanding, but have not received other recognition. Completed recommendations must be submitted by Friday, July 9, 2010.

Special Education Fiscal Advisory Committee High Cost Approved Awardees

The Special Education Fiscal Advisory Committee (SEFAC) reviewed 2008-09 special education high cost student applications. SEFAC consists of representatives from every region including special education directors, BOCES, school finance officers, and CDE.
Four million dollars was appropriated in the Exceptional Children’s Educational Act to reimburse administrative units for students in high cost placements or programs -- $2 million for in-district high cost programs and $2 million for high cost out-of-district placements. In making these decisions, SEFAC, as required by statute, considered each district’s annual expenditures for special education and the percentage those expenditures represented of the district’s total audited expenditures. (The statutory citation for this grant process is contained in section 22-20-1145 of the Exceptional Children’s Educational Act.)
In-District High Cost • The threshold was set at $25,000 per student. • Twenty-nine administrative units submitted applications representing 422 students. • The $2 million appropriation funded 72 students in 13 administrative units.
Out-of-District High Cost • The threshold was set at $40,000 per student. • Twenty-four administrative units submitted applications representing 82 students. • The $2 million appropriation funded 37 students in 18 administrative units.

Safety Accreditation Report

The district Safety Accreditation Report is available for completion as part of the Safety and Discipline Indicators annual automated data exchange collection.
School districts are requested to complete and submit the form by Wednesday, June 30. As indicated on the Safety Accreditation Report, please print and fax the completed report to Margo Allen at 303-830-0793.

Reach Further XAP Client Conference

Superintendents and principals are invited to attend a keynote speech from Greg Darnieder during the June 21-23 XAP conference provided by CollegeinColorado.
Greg Darnieder, longtime head of the Chicago Public Schools (CPS) Office of College and Careers, left CPS to become special assistant on college access to Secretary of Education Arne Duncan. Before joining CPS, Greg was executive director of the Steans Family Foundation and also headed up a youth program in Cabrini-Green called CYCLE.
The keynote address will take place on Monday, June 21 from 1 – 2:15 p.m. at the Denver Sheraton Downtown, at no cost.

Applications for New and Renewal Designation as an Alternative Education Campus Due by July 1
Attn: Superintendents, Principals
The state board of education approved new regulations for accountability for Alternative Education Campuses at the June board meeting.
All schools previously granted AEC status will need to submit an assurance form indicating that they continue to meet the eligibility criteria to be designated an AEC.
Schools seeking designation for the first time are required to submit an application that includes certification of the school’s population.
All AECs (old and new) will need to submit a selection of the measures that will be used to evaluate their performance, with the approval of their authorizer, no later than Wednesday, September 1. Forms may be submitted in PDF to Margo Allen at allen_m@cde.state.co.us.
