New State Assessment Director for CDE

As of July 1, Beth Celva will retire from her position as state assessment director for CDE. In her six years with CDE, Beth has been as stable and accurate as the state assessments she has led.
Jim McIntosh, current assessment data operations supervisor will replace Beth. Jim’s work in district and state assessment over the past 10 years ensures a continuation of the meaningful, valid assessment opportunities for Colorado’s students. His effective work with various CDE units, assessment vendors and district assessment coordinators has demonstrated his ability to serve in this demanding new role. His expertise with national and state assessment models will help shape the development of Colorado's new assessment system for 2012.

New Online Calendar Tracks Stimulus-Related Information & Events

Identity Management System Implementation
Attn: Superintendents, District Assessment Coordinators
CDE is pleased to announce the implementation of a new Identity Management System. It streamlines the user management experience and provides greater control and flexibility to districts that provide access to applications and data. To access the system, superintendents will need to log in and delegate further access to a local access manager (LAM), which takes about 15 minutes.
Other features include:
-single sign-on (one login and password per user for all applications) -delegated administration (high level users can grant or retract access to certain data/applications)
Implementation of this process includes the new private-facing Colorado Growth Model and in the future will include Automated Data Exchange (ADE), Colorado Adult Education System for Accountability and Reporting (CAESAR), Record Integration Tracking System (RITS), Colorado Education Data Analysis & Reporting System (CEDAR), as well as any new applications.
CDE just completed a successful district pilot period for the Identity Management System and private-facing Colorado Growth Model. Based on this success, the system will be shared with 35 districts at a time over the next two weeks. An e-mail with supporting materials will be sent to superintendents in the next two weeks to help you understand and complete the initial registration process and the creation of your LAMS.

McKinney-Vento Homeless Education ARRA Grant Application and Guidelines Released

On May 29, CDE released the application and guidelines for Colorado’s McKinney-Vento Homeless Education ARRA competitive grant process. Dana Scott from CDE’s McKinney-Vento Homeless Education Program and Marti Rodriguez from the Grants Fiscal Management Unit will host three conference calls to discuss the application and answer questions. The dates and times for these calls are listed below: Thursday, June 4, at 3:15 p.m. Tuesday, June 9, at 3:15 p.m. Wednesday, June 10, at 10 a.m.

The City of Montrose is excited to host the Colorado Sustainability Conference on Wednesday, June 17 from 9 a.m. to 5 p.m.
School districts and community leaders are invited to this free conference, which will feature experts from the Governor’s Energy Office, and others from around the state.
Discussion topics will include: the State Energy Plan, energy performance contracting for schools, Energy Efficiency and Conservation Block Grants available for school facilities, Colorado High Performance School Building case reviews and other funding opportunities for sustainability projects, as well as green workforce training opportunities. Colorado Growth Model featured at the Colorado Association of School Executives (CASE) Convention

The Colorado Growth Model is central to the state’s school improvement and accountability efforts. Key staff at CDE—along with practicing assessment directors and principals—will be presenting a featured preconference at the CASE Annual Convention on Tuesday, July 28. The full-day preconference will help school administrators prepare for new requirements to make effective use of this data for increasing student achievement. Registrants will have a chance to be included in the first roll-out of the longitudinal training modules.
Be among the first to see the latest innovations in the presentation of the data, both from the “external” public view and from the “inside” vantage of schools and districts. Become more familiar with the tools and resources available for school and district staff to fully understand and use the power of this new data.

Adolescent Literacy for All Event, Friday, June 19

Please join us Friday, June 19, from 8:30 a.m. – 12:30 p.m. at the Colorado History Museum in Denver for a forum on the critical role adolescent literacy plays in ensuring that all students graduate from high school ready for college or a career. The emphasis of this forum is on enhancing the literacy skills among middle and high school students.
The event will bring together local and national experts, as well as a broad array of stakeholders, to explore the role that literacy plays in preparing students successfully for college and work. The forum will spotlight promising efforts underway at the local, state, and federal levels to enhance literacy at the middle and high school levels.
The event is sponsored by CDE, Denver Public Schools and the Washington, D.C.-based Alliance for Excellent Education, a nonprofit, nonpartisan research and advocacy organization focused on ensuring that all students graduate from high school college and career ready.
Thanks to the generous support from Carnegie Corporation of New York, there is no charge to attend this event.

School Changes
Attn: Principals, Superintendents
CDE will need the following information for school changes in the 2009-2010 school year submitted by Monday, August 31:
- In order for CDE to assign a four-digit code to a new school, a school district must submit a Request for New School Code form. Once the form has been filled out, fax the request to Dennis St. Hilaire at (303) 866-6888. A new school code will be issued once the information is received.
-If a school is closing, notification from the superintendent needs to be sent to the data services unit at CDE, using Request for Closing a School form.
-If there are changes to a school name or changes to school grade range, a letter (on district letterhead) from the district superintendent is required indicating the changes. Once the letter is signed by the superintendent, fax the letter to Dennis St. Hilaire at (303) 866-6888.
