CELApro Assessment Standard Setting, October 14-16, 2008

Save the date for the CELApro Standard Setting, October 14 - 16, 2008.
The purpose of the CELApro Standard Setting is to set cut scores on the test scale for each proficiency level (Advanced, Proficient, Intermediate, Early Intermediate, Beginning).
The standard setting process allows content experts to provide input about the content (skills relative to language acquisition) that students at each proficiency level should know. As a result of this process participants will determine recommended cut scores which are taken to the state board for final approval.
Participant qualifications: -Educators who are highly qualified (ESL, Bilingual, Linguistically Different, Reading and Writing), CELApro district trainers, applied linguists with experience working with students.

The Physical and Health Education Institute begins August 26th
Attn: Physical education and health education teachers, principals, superintendents, instructional coaches
This unique 5-day institute will help health and physical education teachers focus on clarifying learning targets and use research-supported assessment practices to help students become engaged in their own learning process.
The first day of the institute will be presented by Leslie T. Lambert, Dean of the Department of Education and Physical Education at Roanoke College. Dr. Lambert has a Ph.D. and M.A. from the University of Georgia and a B.S. from Averett College.

Teacher Leadership Certificate program begins July 30th
Attn: Teachers, including National Board Certified teachers, principals, superintendents
The Teacher Leadership Certificate program is a sequence of three courses, with nine modules intended to teach participants how to organize and lead colleagues in improving student learning. It will also teach participants how to plan, implement and assess various curricular approaches in response to student differences; how to use student learning data for instructional decision making; and, how to design and lead staff development efforts to improve the learning of all students.
Offered through the Front Range BOCES for Teacher Leadership, the course is available for non-credit seeking participants as well as those who wish to receive Continuing Education Credit or credit toward participating masters degree programs (9 credits total). Registration is open for the first 2 modules -- "Getting Started" and "Curriculum and Assessment."

School Counselor Corps Grant Program

Approximately $4.8 million is available during the 2008-2009 school year to increase the availability of effective school-based counseling within secondary schools.
A school district (on behalf of one or more secondary schools), BOCES, charter school or institute charter school may apply for School Counselor Corps Grant funds for:
-increasing the number of school counselors for secondary students (grades 7-12) -increasing the level of school counseling services provided to increase the graduation rate within the state -increasing the percentage of students who appropriately prepare for, apply to, and continue into postsecondary education.
During the 2008-2009 school year, CDE will conduct two initial grant funding competitions for School Counselor Corps Grant funding. The first round of applications will be due July 18, 2008. The second round applications will be due on October 1, 2008. Approximately 2/3 of the available funding will be distributed during the first funding competition, leaving approximately 1/3 of the available funding for the second funding competition.

Joint Resolution Regarding School Choice Information on Web Site

This year the legislature passed House Joint Resolution 08-1020, “Encouraging School Districts to Make Open Enrollment Information Readily Available On School District Web Sites.”
The complete resolution is available at the link below. The resolution affects districts that operate a school district Web site. The resolution encourages each school district to make open enrollment information as easily available to parents as possible by including:
1. One or more web pages that summarize school district open enrollment policies and procedures for interdistrict and intradistrict open enrollment and transfers; 2. Information concerning the eligibility of a student to participate in school activities if the student has transferred from one school to another school either within the school district or within another school district; 3. Information concerning the open enrollment application process, including how and where to obtain an application; 4. Information concerning open enrollment time lines, including how long an enrollment shall remain valid; 5. Contact information for one or more individuals employed by the school district who are responsible for answering questions from parents concerning the open enrollment process; and 6. A tab or link on the home page of the school district web site that links viewers to open enrollment information, is clearly labeled with language that includes the words "open enrollment," and is available at all times of the year.

Change Request Form for District Assessment Coordinators (DAC)

If you are appointing a new District Assessment Coodinator (DAC) please complete the DAC Change Request form.
Your new DAC must be registered in order to access state assessment data, secure sites and receive the important communications from the unit of student assessment and assessment vendors by July.

Update
Accreditation Process and Contract
Attn: Superintendents
The Colorado State Board of Education adopted revised accreditation rules in May 2008 and also granted a six-month extension on current accreditation contracts. New contracts will be due to CDE regional managers on or before October 15, 2008. A model accreditation contract sample is now available on the CDE Web site, titled Model Accreditation Contract. If you have questions about the new accreditation contract, please contact your regional manager.
CDE is rolling out the new accreditation process in a manner that builds knowledge of the new accreditation process in advance of executing new contracts. CDE has used district visits this spring to review actions that were taken during the past year, build knowledge of the new system, discuss the new and streamlined contract format, and review performance information (including new growth data).
Fall 2008 visits will include an accreditation review using data provided by CDE and formalization of new contracts, which need to be ready for state board approval by December 2008. CDE intends to generally hold districts harmless with respect to their current accreditation status during the first year of implementation.

CSAP Science Cut Score Review

Highly qualified Colorado teachers convened May 14-16 to review CSAP science cutscores as the final stage of revisions made to the Colorado Model Content Standards in science as a part of the Year of Science (2006-2007).
These educators engaged in critical conversations regarding expectations for Colorado's 5th 8th and 10th graders relative to each proficiency level on the revised 2008 science CSAP. The revised cutscores will be used for CSAP science reporting this summer.

CSAP & CSAPA, NCount and Student Biographical Data Review

Student Biographical Data (SBD) review for CSAP/CSAPA closed June 12, 2008. Thank you to all the districts who participated in the collection up to this point. Ninety-eight percent of all test records were reviewed and updated during this SBD, following a similar pattern to past years.
We have posted the updated SBD data files for districts on the Automated Data Exchange system until July 11, 2008. No further changes can be made to the CSAP/CSAPA SBD data files at this time. These files can be reviewed by districts to verify updates made by CDE and CTB’s systems.

Colorado Address Confidentiality Program

The Colorado Address Confidentiality Program (ACP) is a new state-wide program that begins accepting participants July 1, 2008. The ACP allows survivors of domestic violence, sexual assault and harassment/stalking to keep their addresses confidential after they have relocated to escape possible or former abusers. ACP participants may be students, parents or school personnel.
Public schools must accept the substitute address and cannot require a participant to reveal his or her actual address. All ACP participants are provided with an ACP authorization card that reflects their legal substitute address. This address can be a residence, work and/or school address. A school can make a copy of the authorization card for the student’s record.
Although the number of ACP participants in any public school may be few, their security needs are significant. If you would like additional information on the ACP program, please visit the link provided.
