2012 U.S. Senate Youth Program Application Now Available

The Colorado application for the 50th annual U.S. Senate Youth Program is now available.

The U.S. Senate Youth Program, established in 1962 by U.S. Senate Resolution, is a unique educational experience for outstanding high school students interested in pursuing careers in public service. The 50th annual program will be held in Washington, D.C., from March 3 - 10, 2012. Two student leaders from each state, the District of Columbia and the Department of Defense Education Activity will spend a week in Washington experiencing their national government in action. All transportation, hotel and meal expenses will be provided by the William Randolph Hearst Foundation. In addition, each delegate will also be awarded a $5,000 college scholarship for undergraduate studies, with encouragement to pursue coursework in history and political science.

Any high school junior or senior student is eligible for the program. The student is required to be currently serving in an elected or appointed capacity in any one of the following student government, civic or educational organizations:
• Student body president, vice president, secretary or treasurer;
• Class president, vice president, secretary or treasurer;
• Student council representative; or
• Student representative elected or appointed (appointed by a panel, commission or board) to a district, regional or state-level civic and/or educational organization approved by the state selection administrator.

Tiered Intervention Grant Request for Proposal Now Available

Attn: Superintendents, District Personnel

The new Tiered Intervention Grant Request For Proposal (RFP) is now available. This program is designed to support districts with chronically low performing schools in the lowest 5 percent of achievement as indicated by state assessments.

The intent of the grant is to provide funding for districts to:
• Partner with the Colorado Department of Education (CDE) in the implementation of one of the school intervention models provided in the draft guidance for the use of Federal Title I 1003(g) funds (see Attachment A for draft guidance);
• Increase the academic achievement of all students attending chronically low performing schools as measured by the state’s assessment system; and
• Utilize the support and services of an external turnaround provider in their efforts to accomplish the above.

Note: CDE does not expect that it will have sufficient funding to support schools beyond Tier I. Up to nine individual schools are expected to receive a grant.

Please note: Priority will be given in the following order to:
1. Tier I sites;
2. Tier II sites within a district that has both Tier I and Tier II sites;
3. Tier II sites that are equally low performing; and
4. Tier III sites.

Rural Educators Conference at Annual CASE Convention

It is a collective goal of CASE, the Colorado Rural Schools Caucus and the Colorado BOCES Association to make sure the rural voice is heard and that superintendents get the information they need. This year the three organizations are working with CDE to put together a valuable one-day preconference to the 42nd Annual CASE Convention in Breckenridge. It will take place on July 26 and the agenda includes critical updates on school funding for 2011-12 and beyond, the Building Excellent Schools Today program, the state push for district consolidation, the U.S. Department of Education focus on rural education and much more.

2011 CDE Summer Symposia

Attn: All

The Summer Learning Symposia, a two-day meeting facilitated by CDE, will assist schools and districts in unifying their work around Colorado's reform agenda.

Key outcomes:
-Create collaboration between and among districts and CDE
-Develop a coherent vision around Colorado's reform agenda
-Share ideas about leveraging opportunities to maximize results for students
-Develop district plans for moving forward with Colorado's education reform agenda

Target Group: District leadership teams, comprised of district, school and classroom representatives who are responsible for implementation. The intent is to enhance the capacity of all schools and districts to implement these important initiatives.

Dates and Locations:
-Monday and Tuesday, June 27 & June 28 at the Double Tree Hotel in Grand Junction
-Wednesday and Thursday, August 3 & 4 at a Denver location to be determined

Registration for all dates and locations is currently open on the CDE Web site. Registration for each symposium date will close one week prior to that date and participants will be capped at 200.

2010-2011 AMAOs 1 and 2 Notification

The Colorado Department of Education has released the first two of three AMAO (Annual Measurable Achievement Objective) determinations for 2010-2011. AMAO 1 (making progress in English acquisition) and AMAO 2 (attaining proficiency in English) are based on CELApro performance and constitute two of three components of Title III accountability under NCLB. AMAO 3, based on district Reading, Math and Graduation Rate AYP status for English Language Learners, will be available when AYP is finalized in early October. E-mails with AMAOs 1 and 2 final results and potential Title III Improvement Status were sent to Title III LEAs/grantees on Tuesday, June 14.

LEAs/grantees that do not meet all three AMAOs must inform parents of English Language Learners to that effect within 30 business days of public release of Title III AMAO Accountability reports. Although this public release will not occur until AYP determinations are final in October, LEAs/grantees that missed either AMAO 1 or 2 can begin to prepare letters, as they will have to send them regardless of AMAO 3 determinations. Sample letters are posted at www.cde.state.co.us/FedPrograms/tiii/amaos.asp under AMAO Resources.

LEAs/grantees that fail to meet all three AMAOs for two consecutive years must develop plans to address specific factors that prevented their achieving the AMAOs. The plan should be included in the LEA’s Unified Improvement Plan. Information about the Unified Improvement Plan is available at www.schoolview.org/UnifiedImprovementPlanning.asp.

2011-2012 Consolidated Application Reminder

The 2011-12 Consolidated Application is due Thursday, June 30. The application is available online at: http://www.cde.state.co.us/FedPrograms/consapp/index.asp. Under the header 2011-2012 Consolidated Application, select “2011-2011 Online Consolidated Federal Programs Application.”

District and BOCES entry codes remain the same as in previous years. If you don't have your code, contact Clara Algiene at algiene_c@cde.state.co.us or 303-866-6777.

Budget files are available at: http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm. A completed budget must be submitted by June 30 as part of the Consolidated Application.

Parent Immunization letter

Attn: Prinicpals, superintendents

Each year school districts must provide parents or legal guardians of each enrolled student with a copy of the standardized immunization document developed and updated by the Colorado Department of Public Health and Environment. This requirement resulted from Senate Bill 10-56. Districts may determine the method of distribution for the standardized immunization document. Solely posting the document on the school district’s Web site or in a central area of the school is not sufficient to satisfy the notice requirement. The letter is available at the link below, or by visiting the school nurse Web site.

Upcoming July 1 Deadline for Alternative Education Campuses

By July 1, 2011, all schools seeking designation as an Alternative Education Campus or renewal as an Alternative Education Campus will need to submit the following form, with their district or authorizer’s approval, indicating that the school meets or continues to meet eligibility criteria: http://www.cde.state.co.us/cdedocs/OPP/AECApplicationAndRenewalForm.xls

By July 1, 2011, all AECs (both those seeking designation for the first-time and those seeking renewal) will need to submit the following form, with their district or authorizer’s approval, indicating the accountability measures, metrics and cut-points they intend to use: http://www.cde.state.co.us/cdedocs/OPP/SelectionOfAccountabilityMeasuresForAECs.xlsx

Both forms must be submitted in two ways: (1) as an emailed Excel document, and (2) as a signed fax or scanned PDF. Forms should be submitted to Margo Allen, allen_m@cde.state.co.us, fax 303-830-0793.

Schools that are not approved for AEC status will be accountable to the traditional school performance framework. Schools that do not submit their Selection of Measures will be accountable to the default state measures on the alternative school performance framework. Please refer to the AEC policy guidance at the link below for details.
