DIBELS Next Mentoring Institute

Attn: Superintendents, Principals, Teachers, Literacy Coaches, Assessment Coordinators

The Colorado Department of Education is pleased to offer a training opportunity sponsored by Colorado Reading First.

The DIBELS Next Mentoring Institute will be held June 15-18, 2010.

Attendees will gain an in-depth understanding of DIBELS Next and build capacity within districts and schools by certifying participants as DIBELS Next mentors. These mentors can train others on DIBELS Next foundations, administration and scoring. Participants are required to attend all four days.

There is no limit on the number of participants per district. Registration is open on a first-come, first-served basis and will be closed when the registration limit has been reached.

June Quarterly ARRA Reporting and Request for Funds

As we are approach end of the fiscal year, the ARRA quarterly reports are becoming more critical to providing the public with information about how the funds are being used.

On April 6, 2010, President Obama issued “Combating Noncompliance with Recovery Act Reporting Requirements." This memo directs federal agencies to use every means available to identify any prime recipients that have failed to file a report on FederalReporting.gov. The memo also spells out how to hold such recipients accountable to the fullest extent permitted by law.

Further guidance, also designed to assist agencies in fulfilling their responsibility to hold recipients accountable for reporting compliance, is available in a memorandum issued May 4, 2010, “Holding Recipients Accountable for Reporting Compliance.” That memo is posted at http://www.recovery.gov/FAQ/Documents/m-10-17.pdf.

Requesting funds reimbursements in a timely fashion supports the stated ARRA goal of infusing funds into the economy quickly. On December 18, 2009, the federal Office of Management and Budget issued new guidance on the reporting requirements under Section 1512 of ARRA. This guidance requires quarterly reporting for all full-time equivalent (FTE) jobs retained or created with ARRA funds during the covered quarterly period. Previously, the FTE reporting requirement was cumulative.

All subrecipients of ARRA funds must submit ARRA reports regardless of the award amount. This guidance modifies any prior guidance that may have implied that only subrecipients awarded $25,000 or more must submit an ARRA report.

Please note:

• The completed monthly report will satisfy the June ARRA quarterly reporting mandate when uploaded between May 11th and June 10th into Tracker.

• With the exception of those administrative units that only have substantial approval, recipients of ARRA funds are no longer required to submit a standalone quarterly ARRA report. Please complete a request for funds, or at a minimum, the monthly ARRA reporting documents.

• Districts and administrative units must upload a request for funds and the required monthly ARRA reporting into Tracker during each month of quarter end (March, June, September, etc.).

• Grantees who are unable to upload a request for funds and monthly ARRA report into Tracker by June 10th should contact the Grants Fiscal Management Unit at CDE immediately.

Please also be aware that, in order to maintain consistency in FTE reporting, CDE is requiring all grantees of ARRA funds to use the “definite term” methodology to calculate ARRA funded FTE. Guidance on this methodology can be found in pages 20-21 of the OMB guidance at:

Colorado Considers How National Common Core Enriches Colorado Academic Standards

The national Common Core State Standards in Mathematics and English Language Arts were released in their final form today. CDE will engage a third-party reviewer to immediately begin a line-by-line technical crosswalk analysis and a proposal of ways to enrich the Colorado Academic Standards with content from the Common Core State Standards.

Members of the Colorado Academic Standards subcommittees will provide feedback on this analysis, and a survey will be made available to gauge the interest of the public in this important initiative. Please “Save the Date” to provide survey feedback on the proposed augmentations to the Colorado Academic Standards beginning July 16th through July 28th. By engaging in this review process, the State Board of Education will determine if Colorado will support adaptations that enhance the Colorado Academic Standards, and adopt the Common Core State Standards.

The National Governor’s Association and the Council of Chief State School Officers released the nation’s first Common Core State Standards in Mathematics and English Language Arts which can viewed at www.CoreStandards.org. Since July 2009, CDE has participated in reviewing and providing feedback on the drafts of the Common Core State Standards. Initial comparisons between the Colorado Academic Standards and the Common Core State Standards demonstrate significant alignment.

Requesting Nominations for State Review Panel

As required by Senate Bill 09-163, the commissioner has begun the process of recruiting members for the State Review Panel to assist the department and State Board of Educaiton in carrying out the state’s system of accountability and support. Please visit our S.B. 163 Web page to access a memo from Commissioner Jones requesting nominations of highly qualified individuals who might serve on this panel for the 2010-11 school year. Nominations must be submitted by Monday, June 21st to Rich Wenning, Associate Commissioner, at wenning_r@cde.state.co.us. Please feel free to share with any who may be interested.

Colorado Charter School Authorizer Summit

Please join us for this free full day summit designed for charter school authorizers (school districts and Colorado Charter School Institute) across the state.

The event will include sessions designed for superintendents, district school board members, charter school liaisons, assessment directors, and other authorizing roles.

Summit sessions will include an overview of Building Charter School Quality with authorizer standards and best practice nationwide, and will also look into current practices in Colorado including issuing requests for proposals, renewal and closure processes, performance frameworks to support Alternative Education Campuses, and "accreditation plus" for charter schools.

Distinguished Teacher and Principal Awards

Each fall, consistent with NCLB requirements (NCLB Sec. 1117(b)(3)), the Office of Federal Program Administration recognizes outstanding teachers and administrators through the Distinguished Teacher and Principal Awards. This year, we are changing the nomination process. We are asking you to complete a brief form to nominate those educators who you feel are deserving of the award. A committee of CDE personnel, teachers, and administrators will review the nominations and select ten finalists for each award. If your nominee is selected, you will be asked to complete the full nomination packet.

Nomination forms will be available on the CDE website on Tuesday, June 1, 2010 and will be due to CDE no later than Tuesday, September 7, 2010. Finalists will be announced by the end of September; completed nomination packets will be due on Monday, November 1. Award recipients will be announced no later than Friday, November 19, 2010.
