Update on CSAP/CSAPA Student Biographical Data Review and CO ACT SBD
Attn: District Assessment Coordinators
Student Biographical Data (SBD) review for CSAP/CSAPA closed June 12, 2009. Thank you to all the districts who participated in the collection! Similar to past years, 98 percent of all test records were reviewed and updated during this SBD. We will post the updated SBD data files for final district review on the Automated Data Exchange system beginning Monday, June 22 until Friday, July 10, 2009. No further changes can be made to the CSAP/CSAPA SBD data files at this time. Districts have the opportunity to review and verify that updates made during the SBD process have been applied correctly by CDE and CTB. CO ACT Student Biographical Data review will be from June 22-26, 2009 More information about the SBD process can be found in the SBD Manual at link below.

Colorado Growth Model Implementation

CDE just completed a successful district pilot period for the Colorado Growth Model. The pilot produced some excellent recommendations for ways to potentially improve the application. These recommendations were combined with a list of existing enhancements and will be used to drive the future releases and direction of the Colorado Growth Model. Additional information will be provided on the planned improvements to the model over the course of the next several months. The current Colorado Growth Model with access to the student level data release is now ready for statewide district release.
The Colorado Growth Model shines a spotlight on the state’s most effective schools and districts—those that produce the highest sustained rates of growth in student progress. These schools and districts may or may not be districts or schools with the highest test scores every year.
Access to the Colorado Growth Model is granted through the CDE Identity Management System’s District Local Access Manager (LAM). Access is provided on an individual basis based on the FERPA requirements and the users need to access student-level data. So far only a small number of districts have delegated access to the Colorado Growth Model through this system. CDE would like to encourage you to push forward in the process of creating access in your districts as soon as possible, so that the new Colorado Growth Model software and student-level data are available to those who need them, especially in preparation for the professional development opportunities CDE and its partners are preparing for this summer. Upcoming Webinars: October Count information for Online Programs

The Unit of Online Learning will host two webinars on the October Count Information for Online Programs. The message will be the same for both presentations.
The requirements for October count documentation for online students has not changed. These webinars are provided for all new and continuing online programs to gain a better understanding of the October count information. The CDE auditor's office will talk about required documentation that you must have for the auditors.

2008-2009 AYP Updates

CDE was approved to use the Colorado Growth Model in AYP calculations by the U.S. Department of Education. This was an important step for national credibility and recognition for the Colorado Growth Model. However, after running the analyses in 2007-2008, we discovered that no additional schools would have made AYP if we had used the growth model option.
Accordingly, CDE has decided not to use the Growth Model in 2008-2009 AYP calculations. Instead we are focusing on creating the best possible system under SB-163 (Education Accountability Act of 2009) and working with the U.S. Department of Education to use this system for AYP determinations in future years. More information about the release of 2008-2009 Colorado Growth Model data will be forthcoming.
AYP calculations will be the same as last year with the exception of three minor changes. These changes are outlined in a memo sent to each district’s AYP contact. The AYP system will open sometime between August 5 and 10.
If your district needs to assign a new AYP contact, please be sure to submit and ADE respondent form (http://www.cde.state.co.us/FedPrograms/ayp/index.asp). Remember, the designated AYP contact is the only person in the district who will be able to access the initial AYP data. While we will include AYP updates in The Scoop, the designated AYP contacts will receive more detailed information in emails. Therefore it is crucial for each district to have a current AYP contact. If you are not sure who your current AYP contact is, please contact us.
