Application for 2011 Colorado Teacher of the Year Is Now Available

Attn: Superintendents, District Personnel, Principals, Teachers

The application for the 2011 Colorado Teacher of the Year is now available. Each year, the Colorado Teacher of the Year Program honors an exceptionally dedicated, knowledgeable and skilled teacher to represent the entire profession in Colorado. The Colorado Teacher of the Year will automatically become Colorado’s nominee for the National Teacher of the Year competition sponsored by the ING Foundation, Target and the Council of Chief State School Officers.

The role of the Colorado Teacher of the Year is to act as:
• a liaison between the teaching community and the legislature, the Department of Education, districts and communities;
• an education ambassador to businesses, parents, service organizations and media;
• a resource on the state of the profession to be available for workshops and conferences around the state; and
• an education leader involved in teacher forums and education reform.

Charter School FY09-10 Capital Construction Expenditures and Project Description Report

Attn: Superintendents, Charter School Directors, and Business Managers

The Charter School Capital Construction Expenditures and Project Description Report (Form CSCC-01) is due Friday, July 30.

The form outlines the use of FY09-10 Charter School Capital Construction Funds. The form is currently available online. Please remember that an authorized representative from the charter school, school district or Charter School Institute needs to sign the form. This form must be completed by school districts and the Charter Schools Institute that received state funding for charter school capital construction in FY09-10.

The following statute requires us to gather this information:

2-3-115 C.R.S., Use of state education fund moneys for school capital construction - audits - reports.

(1) For the 2001-02 school district budget year and each school district budget year thereafter, for the purpose of determining the amount of state education fund moneys expended by each school district in the state for capital construction and identifying the schools and projects on which school districts expended such moneys, the state auditor shall annually examine the records of each school district in the state that received state education fund moneys for the budget year:

(a) Directly from the department of education for capital construction aid to qualified charter schools, as defined in section 22-54-124 (1) (f), (1) (f.5), or (1) (f.6), C.R.S., whichever is applicable, in accordance with section 22-54-124 (4) or (4.5), C.R.S., whichever is applicable;

Applications for New and Renewal Designation as an Alternative Education Campus Due by July 1

Attn: Superintendents, Principals

By Thursday, July 1, all schools previously granted Alternative Education Campus status will need to submit an assurance form indicating that they continue to meet the eligibility criteria to be designated an AEC.

Schools seeking designation for the first time are required to submit an application that includes certification of the school's population, also by the Thursday, July 1 deadline.

By Wednesday, September 1, all AECs (old and new) will need to submit a selection of the measures that will be used to evaluate their performance, with the approval of their authorizer.

Request for Recommendations: State Talent Pool

Attn: Superintendents, District Curriculum and Professional Development Supervisors, Principals

The Colorado Department of Education maintains a file of emerging classroom leaders who are considered distinguished teachers and principals. These educators may be candidates for advisory boards, task forces and special recognition programs. Your recommendations will identify educators who will be of great value to your community and state and who may also ultimately receive prestigious recognition.

We are very fortunate to have a rich base of veteran educators represented in our current talent pool. They have been and continue to be a valuable resource in our state efforts. What is particularly lacking at this time is representation from educators relatively new to the profession who demonstrate unusual instructional and leadership ability. Such persons exhibit strong potential for professional leadership and inspiring presence that impacts students, colleagues and community.

Do you know a relatively new educator that is illustrative not only of our states, but also the nation's best? Whose lessons provide models for others? Who has distinguished him/herself above and beyond established top-quality professionals in many of our schools?

A minimum of five years in education is a must. Candidates are building level personnel. They are typically classroom teachers as opposed to specialists and are recognized by peers and supervisors as unique in their growth. Occasionally a principal or specialist is considered. Previous recognition is not required. In fact, of special interest are educators who are outstanding, but have not received other recognition. Completed recommendations must be submitted by Friday, July 9, 2010.

Early Registration Closes Friday, June 18 for Math on the Planes Workshop

Attn: Directors of Curriculum and Instruction, Math Coordinators, Special Education Coordinators

The Colorado Council for Learning Disabilities, Colorado Department of Education, and the Colorado Metro Math Intervention Team are presenting workshop three in the 2009-10 Math on the Planes Workshop series the week of July 26-30. Early registration closes on Friday, June 18.

This week-long offering will focus on increasing a deeper understanding of mathematical content with attention to integrating instructional and assessment practices to support math learning. It will also help answer the question: When school starts this fall, how will our team provide comprehensive and effective-math instruction for ALL students in our schools including those with math disabilities and others who are not making adequate growth in mathematics?

This workshop will have elementary and secondary breakout groups. The elementary content will include a focus on whole number concepts and the secondary will include a focus on rational number concepts.

Participants will:
• Learn key milestones of mathematical learning progressions in whole number (for elementary) and rational number (for secondary).
• Use screening and diagnostic data to inform instruction and intervention.
• Apply learning to deepen understanding of the RtI process in mathematics.

Participants can expect an intentional focus on application of learning to facilitate strategic planning for their teaching contexts. Teams of mathematics teachers and interventionists are encouraged to attend.

Standards Implementation Update

Attn: Superintendents, Assistant Superintendents, Directors of Curriculum, Curriculum Specialists

This week the Colorado Department of Education concludes a series of regional sessions to support district leaders as they plan and strategically respond to two major changes in education within the state of Colorado: 1) revisions to the Colorado Educational Accountability System (S.B. 09-163 implementation), including unified improvement planning, and 2) implementation of the revised Colorado P-12 Academic Standards.

To provide access to information regarding the standards implementation portion of these regional meetings, the standards implementation team will offer a series of online office hours. Information on the online office hour sessions and how to participate will be forthcoming in July.

The standards implementation Frequently Asked Questions document has be revised to include questions that have emerged on the regional standards implementation tour. The new questions include:
1. Are districts required to adopt the state standards in all content areas?
2. Are districts required to teach all content areas in the Colorado Academic Standards?
3. Because health education and physical education are addressed in one set of standards, does this mean they must be taught together?
4. What would be the impact of implementing standards in different content areas at different times over the next three years?
5. Are districts required to teach to mastery all standards including electives?
6. Are there other legislative components that impact course/program requirements?
