Indicator 8 Parent Survey

Under Part B of the Individuals with Disabilities Education Act (IDEA), Colorado is required to develop a State Performance Plan that evaluates the state's efforts to implement the requirements and purposes of IDEA Part B and how the state will improve its implementation. The SPP contains measurable and rigorous targets in 20 indicators that were established by the U.S. Department of Education. Colorado uses a parent survey to measure Indicator 8: Parent Involvement.
The following administrative units will participate in this year's parent survey for Indicator 8: Adams 27J, Brighton; Arapahoe 5, Cherry Creek; Boulder RE-2, Boulder Valley; Denver County 1; Douglas County RE 1; El Paso 38, Lewis Palmer; Gunnison RE-1J; Jefferson County R-1; Morgan RE-3, Fort Morgan; Weld 6, Greeley; Mountain BOCES; Northwest BOCES; San Juan BOCES; Southeastern BOCES; and the Charter School Institute. We want to thank families for taking the time to help us improve education and services for students with disabilities by the completion of this survey.

Assessment Window Survey Potential changes for 2012-2013
Attn: Superintendents and District Assessment Coordinators
The Colorado Department of Education seeks your opinions on potential changes to Colorado’s student assessment windows for 2012-2013. Schedule adjustments have been proposed. The first change might be to eliminate the separate grade 3 reading window, requiring the administration of grade 3 reading at the same time as all other CSAP assessments. The second, requiring a legislative change, is to move the five week window to start March 25, 2013 and run through April 26, 2013. Please complete the survey at the link below and share your district’s valuable opinions. Also, please reflect on the impact that these potential changes could have on your district when providing responses. Consider discussing this with your leadership in regard of the impact to school calendars and other fixed district issues for this coming year. The survey will be open from June 13 - June 24, 2011.

Four-Day School Week Application
Attn: Superintendents
School districts in Colorado that operate on a four-day school week with less than 160 scheduled days per school year are required to submit a request for approval annually.
Colorado statute requires school districts to conduct a minimum of 160 days of school, unless prior approval is obtained from the Commissioner -- C.R.S. 22-32-109 (n) (I).
In order to be considered for approval for the school year 2011-2012, please complete the application now available via the Automated Data Exchange (ADE) by Thursday, June 30. Districts requesting approval are not obligated to follow their proposed calendar if their local planning is not finalized.

The district respondent has a user id and password to enter the ADE Directory and fill out the application.

Safety Accreditation Report

The district Safety Accreditation Report is available for completion as part of the Safety and Discipline Indicators annual automated data exchange collection.
School districts are requested to complete and submit the form by Thursday, June 30. As indicated on the Safety Accreditation Report, please print and fax the completed report to Margo Allen at 303-830-0793. The form can also be scanned and e-mailed to allen_m@cde.state.co.us.

2010-2011 AMAOs 1 and 2 Notification

CDE has released the first two of three AMAO (Annual Measurable Achievement Objective) determinations for 2010-2011. AMAO 1 (making progress in English acquisition) and AMAO 2 (attaining proficiency in English) are based on CELApro performance and constitute two of three components of Title III accountability under NCLB. AMAO 3, based on district Reading, Math and Graduation Rate AYP status for English Language Learners, will be available when AYP is finalized in early October. E-mails with AMAOs 1 and 2 final results and potential Title III Improvement Status were sent to Title III LEAs/grantees on Tuesday, June 14.
LEAs/grantees that do not meet all three AMAOs must inform parents of English Language Learners within 30 business days of public release of Title III AMAO Accountability reports. Although this public release will not occur until AYP determinations are final in October, LEAs/grantees that missed either AMAO 1 or 2 can begin to prepare letters, as they will have to send them regardless of AMAO 3 determinations. Sample letters are posted the Web site at http://www.cde.state.co.us/FedPrograms/tiii/amaos.asp under AMAO Resources.
LEAs/grantees that fail to meet all three AMAOs for two consecutive years must develop plans to address specific factors that prevented their achieving the AMAOs. The plan should be included in the LEA’s Unified Improvement Plan. Information about the Unified Improvement Plan is available at http://www.schoolview.org/UnifiedImprovementPlanning.asp.

Title I-A and Title II-D ARRA Carryover Approval Form
Attn: Federal Programs Application Coordinators and Budget Managers
CDE did not include data tables or narrative sections for estimated carryover of FY10-11 Title I-A ARRA or Title II-D ARRA on the FY11-12 Consolidated Application. Instead, each LEA/BOCES with ARRA funds remaining will be required to submit an abbreviated budget and description of activities using the carryover approval form (available online at http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm) by Thursday, June 30.
Remember: All ARRA activities must be completed by September 30 and all funds requested by October 15.
Upload the completed form into the 2011-12 Cons. App. Instrument in Tracker: https://tracker.cde.state.co.us/Tracker/Security/Login.aspx, under the statewide entity LEA / BOCES – 0000. Please do not upload into your individual district/BOCES code.

2011-2012 Consolidated Application Reminder

The 2011-12 Consolidated Application is due Thursday, June 30. The application is available online at: http://www.cde.state.co.us/FedPrograms/consapp/index.asp. Under the header 2011-2012 Consolidated Application, select “2011-2011 Online Consolidated Federal Programs Application.”
District and BOCES entry codes remain the same as in previous years. If you don't have your code, contact Clara Algiene at algiene_c@cde.state.co.us or 303-866-6777.
Because of the condensed time frame this year, a signed and faxed ARAC will not be necessary to access the data tables and narrative sections of the application. Districts and BOCES must log into the application and complete the ARAC form online. After completing the form, the district/BOCES will be able to proceed directly to the data tables and narrative sections of the application. Note: BOCES will not be able to access the application until member districts have completed the electronic ARAC form.
Budget files are available at: http://www.cde.state.co.us/cdefisgrant/NCLB_download.htm. A completed budget must be submitted by June 30 as part of the Consolidated Application.

Eighth-Grade Literacy Portal
Attn: Superintendents, Federal Program Contacts and Technology Directors
The Eighth-Grade Literacy System is now open for collection of 2010-2011 Technological Literacy data. This portal will remain open until August 15. All reports are due to CDE on or before August 15.
To access the system, visit http://www.cde.state.co.us/scripts/8thGradeLit11/start.asp.
The collection asks for the number of students assessed, the number deemed literate, not literate, and the collection method used. LEA’s will use the same username and passcode provided in the previous collection (as also the same password used for the ET-IL Portal username and passcode). If you do not have login information, contact Tina Tamayo at tamayo_t@cde.state.co.us.
While this is not a mandatory collection for the 2011-12 school year, LEA’s are encouraged to continue participating to help inform the state on future funding decisions and guide technical assistance efforts at the state and local levels.
