Supplemental Online Education Grant RFP Posted

The Request for Proposal (RFP) for the Supplemental Online Education Grant has been posted on the Unit of Online Learning Web site. This RFP is designed to distribute funds through a competitive grant process to qualified districts, Boards of Cooperative Educational Services (BOCES), and public charter schools pursuant to the requirements of House Bill 07-1066 (22-2-130, C.R.S.).

Funds will be used to subsidize the provision of supplemental online educational courses. Approximately $50,000 is available in increments of up to $5000 to successful applicants for this grant competition.

Thursday, July 12, 2008 is the last day for Student Biographical Data (SBD) review for CSAP/CSAPA. Thank you to all the districts who have been participating in the collection to this point.

All changes and updates to the reviewable assessment fields must be done by June 12th.

RtI Regional Cadres

Attn: Principals, superintendents, special education directors

Over a three year period, CDE brought together a group of state stakeholders including administrators, special educators, teachers, individuals in higher education and parents. Information and research on RtI was reviewed and discussed. Six components were identified as primary to the success of RtI and work groups for each established.

These six components are: Leadership, Curriculum and Instruction, Problem-Solving Process, Assessment/Progress Monitoring, Culture and Climate, and Family and Community Engagement.

A guidebook was developed around these components and a video created with voices from practitioners. Fourteen RtI Leadership Training sessions were provided in all regions to over 1,100 administrators. Per the Commissioner’s request, an RtI contact has been identified for every district. These professionals will be pivotal in the development of regional cadres to support the implementation of RtI.

These RtI contacts have been invited to the Rocky Mountain Institute to be held June 22-25, 2008. They will meet with other contacts in their region as well as cross unit CDE staff assigned to those regions to develop a plan for professional development. CDE will be working in partnership with practitioners to develop these plans and identify needed support.

Modules in three more components (Problem-Solving/Consultation, Assessment/Progress Monitoring, and Family/Community Engagement) will be provided in a trainer of trainer format within regions. Trainers will be prepared this summer to conduct trainer of trainer sessions in the Problem-Solving/Consultation module to begin in the fall. A training video is currently being finalized.

Growth Model Training Video and 2007 Awareness Release

Attn: All

On May 21, CDE released a training video and 2007 Awareness Release of data for Colorado’s Growth Model. The release shows how the Growth Model works and what the data tells us prior to its use for District Accreditation and School Accountability Reports this coming school year.

This information is described in a letter that superintendents and district assessment coordinators received from Deputy Commissioner Ken Turner (available at the link below). With this Awareness Release, districts were able to see their data, represented in the four-quadrant bubble-plots used in prior CDE presentations. The data were also presented in an Excel spreadsheet, showing district and school Median Growth Percentiles for 2006 and 2007.

The next installment, available to districts now via CEDAR, shows all districts’ and schools’ Median Growth Percentiles. CDE believes this will prove useful in benchmarking district’s and schools’ performance with other districts.

After June 13, CDE will hold a press conference and release this same information to the public. The information is being released because it is now subject to open records requests. CDE believes it is wise to build as much knowledge as possible about the Growth Model and its uses for school improvement and accountability in Colorado.
