CSAP and CSAPA Student Biographical Data Review Opens Friday, May 29

Attn: District Assessment Coordinators (DACs), Superintendents, ADE Respondents

The Ncount review for 2009 CSAPA and CSAP math, science, writing and reading (grades four through 10) closed on Tuesday, May 26. Thank you to the districts who chose to complete this verification process.

Please note: Student Biographical Data (SBD) review for CSAP/CSAPA will open on Friday, May 29 and close on Friday, June 12. This opening date for SBD is different from the date we planned in trainings and communications from earlier this spring. We are currently testing the Automated Data Exchange system for the SBD collection, and if we can, we will open sooner. If so, we will notify you by e-mail.

The purpose of SBD is to allow districts the opportunity to verify the accuracy of the demographic data submitted for each student for each Colorado Student Assessment Program test booklet. The review process takes place after testing has been completed and the booklets for all districts have been returned to the test vendor and before all assessments are scored and final results made available. Grade three CSAP reading and lectura data are included in this SBD collection. Eleventh grade alternate records are also included in this review.

Funding Available for Service-Learning in Middle School STEM Subjects

Attn: Principals, Superintendents, Service-Learning Coordinators

The purpose of this grant is to provide support for the implementation of middle school, school-based programs that combine learning and community service in STEM (Science, Technology, Engineering and Math) subjects to align with Colorado’s New Energy Economy. The intent of the grant is to increase academic engagement and achievement in STEM subjects in middle school.

Public CAP4K Meeting June 3 in Limon on Postsecondary and Workforce Readiness

Attn: Teachers, Principals, Superintendents, Curriculum and Assessment Directors, Counselors and All Building staff

The Colorado Department of Education and the Colorado Department of Higher Education will jointly host a town hall meeting in Limon next week as part of the ongoing effort to establish a description of “postsecondary and workforce readiness.”

The meeting will be held on Wednesday, June 3, from 5 – 7 p.m. at the Limon Community Building, 477 D Ave.

Educators, students, parents, business and community members and interested citizens are invited to the meetings.

This gathering will complete a series of 13 statewide meetings planned to solicit a broad spectrum of community thinking. The work was launched by Senate Bill 08-212, the “Preschool to Postsecondary Education Alignment Act” also known as the Colorado Achievement Plan for Kids (CAP4K).

The town hall forums will focus on such questions as:
 What do students need to be workforce ready?
 What do students need to be postsecondary ready?
 Are there special considerations for the workforce or higher education in your region of the state?

Federal Programs


Title I, Part A Statewide Waiver Notice - Updated

Attn: Superintendents, Principals, Federal Program Contacts

Note: The statewide waiver has been updated since the May 13 issue of The Scoop.

CDE will provide a statewide waiver for some of the fiscal requirements of NCLB § 1127(a)-(b) for 2010-11. These waivers will only be available to local education agencies that accept the ARRA funds. Specifically, CDE will:

1) Allow LEAs to carryover more than 15 percent of its total 2009-10 Title I-A allocation, including its Title I, Part A ARRA funds into the 2010-11 fiscal year; and

2) Allow such carryover even if the LEA had obtained a carryover waiver in the past three years.

LEAs do not need to complete any forms at this time.

The Application for the Alternative Education Campus Designation Is Due June 5

Attn: Superintendents, BOCES Directors

Alternative Education Campus Designation Applications are now available. The applications are due Friday, June 5.

CDE staff will need to review these applications in June to present recommendations to the state board for action.

Please note that this process applies to all schools wishing to receive AEC status. Previously designated AEC schools must fill out the application as well to ensure continued AEC qualification and designation under the statute.

DAC Appointment & Update

Statewide assessments are critical in measuring students’ academic performance. The Colorado Department of Education maintains a close relationship with appointed DACs in order to carry out the administration of these tests. The DAC role is crucial and considered the official single contact for all communication concerning state assessments: CSAP, CSAPA, CELA and COACT. Each superintendent must update their DAC appointment via the form found at the link below.

Update on McKinney-Vento Homeless Education ARRA Funding Process

Attn: Superintendents, McKinney-Vento Homeless Education Liaisons, Title I Directors

Colorado received $924,815 in federal funding for a new Homeless Education grant opportunity provided through the American Recovery and Reinvestment Act of 2009 (ARRA). As a result, CDE is administering a competitive grant process in order to identify the LEAs and BOCES with the greatest needs to receive McKinney-Vento Homeless Education ARRA funds.

Through McKinney-Vento Homeless Education ARRA funds, one-time grants ranging from $10,000 to $60,000 will be made available to local LEAs and BOCES to ensure increased access and academic success in school for children and youth experiencing homelessness.

Colorado's McKinney-Vento Homeless Education ARRA grant guidelines and application are in the final phases of approval. CDE expects to release these documents Friday, May 29, 2009.
