Education Provider Resources

The Colorado Department of Education will no longer be maintaining a list of approved education providers for specific grant programs. Instead, as a service to the field, CDE will give providers the opportunity to submit information regarding the services and products they offer. Once a provider profile has been submitted (with all required information completed), the profile information will be made available on the CDE Web site for districts and schools to access.

Providers are asked to submit the information into a Web-based form via the link below. The window to enter information will be open until Friday, July 15, 2011. Information will be displayed on the CDE Web site by early-August 2011.

2011- 2012 Grants Available for Schools and Libraries

Attn: Superintendents, Principals, Librarians

The Colorado State Library has announced competitive grants for fiscal year 2011-2012 through the Library Services and Technology Act (LSTA) program, designed to distribute federal funds to eligible school, public, academic or special libraries. Total amount awarded during this funding period will be approximately $300,000.

For the purpose of this grant, libraries must meet the following LSTA 5-year plan goal: "Colorado students and adult learners receive services from libraries and librarians that support educational achievement and lifelong learning"

Library-related projects should focus on activities in any of the following areas:

1) providing services that support educational achievement and lifelong learning;

2) providing educational resources in a variety of formats in all types of libraries for individuals of all ages;

3) expanding services for learning while providing access to information.

Extra consideration will be given to projects that develop partnerships with other agencies and/or community organizations.

Student Longitudinal Growth Technical Advisory Panel Meeting

2011 CDE Summer Symposia

Attn: Districts

The Summer Learning Symposia, a two-day meeting facilitated by CDE, will assist schools and districts in unifying their work around Colorado's reform agenda.

Key outcomes:
-Create collaboration between and among districts and CDE
-Develop a coherent vision around Colorado's reform agenda
-Share ideas about leveraging opportunities to maximize results for students
-Develop district plans for moving forward with Colorado's education reform agenda

Target Group: District leadership teams, comprised of district, school and classroom representatives who are responsible for implementation. The intent is to enhance the capacity of all schools and districts to implement these important initiatives.

Dates and Locations:
-Monday and Tuesday, June 6 & 7 at the University of Northern Colorado in Greeley
-Wednesday and Thursday, June 15 & 16 at Otero Junior College in La Junta
-Wednesday and Thursday, June 22 & 23 at the University of Colorado - Colorado Springs
-Monday and Tuesday, June 27 & June 28 at the Double Tree Hotel in Grand Junction
-Wednesday and Thursday, August 3 & 4 at a Denver location to be determined

Registration for all dates and locations is currently open on the CDE Web site. Registration for each symposium date will close one week prior to that date and participants will be capped at 200.

Consolidated Application and ESEA Allocations Update

CDE expects to release 2011-2012 ESEA allocations by the end of this week. We appreciate your patience and understanding about the delay in releasing these numbers. Superintendents and Application Coordinators will be contacted via email when the allocations are posted online. At this time, we are also pleased to report that the online Consolidated Application is scheduled to open June 1.

The Application will be due June 30, 2011, the same as in previous years. We understand that this is a condensed time frame. In order to expedite the process, a signed and faxed ARAC will not be necessary for district and BOCES to access the data tables and narrative sections of the application this year.

Resources for completing the consolidated application are available on our website at: http://www.cde.state.co.us/FedPrograms/consapp/trainctr.asp. These resources will enable districts and BOCEs to complete much of the work of the application prior to it opening.

CDE will also host “office hours” to answer programmatic questions. Multiple program staff will be available simultaneously. This open conference call will be to answer questions, and no formal presentation will be provided. We encourage you to view the webinars prior to joining a call as your question may have been answered in those presentations. Office hours will be held at the following times:

Elimination of Title II Part D

Attn: Superintendents, Federal Program Contacts and Technology Directors

The final FY 2011 Continuing Resolution passed by the U.S. Congress included significant cuts to some education programs. One significant cut is the elimination of Title II, Part D funding. This means that a new IID allocation will not be available in the 2011-12 Consolidated Application. CDE will only be using the application to work with grantees on any carryover funds. The elimination of the funding also affects several collections and requirements outlined in Title II, Part D. Below is a brief overview outlining what will be required from LEAs in 2011-12.

ET-IL Plans
•CDE will not collect new ET-IL plans in spring 2012
•Technology Plans are still required for applicants that request E-rate discounts on Priority 2 services.

Technology Collections
•CDE will continue to collect 8th Grade Literacy and support the Personnel Technological Literacy Self Assessment survey.

Consolidated Application
•Only required for LEA’s that will have carryover funds from the 2010-11 funding year.

Competitive Grants
•Any remaining funds will be awarded to applicants from the last competition that were not funded

E-rate
•Technical assistance will still be available

Application for 2012 Colorado Teacher of the Year Is Now Available

The application for the 2012 Colorado Teacher of the Year is now available. Each year, the Colorado Teacher of the Year Program honors an exceptionally dedicated, knowledgeable and skilled teacher to represent the entire profession in Colorado. The Colorado Teacher of the Year will automatically become Colorado's nominee for the National Teacher of the Year competition sponsored by the ING Foundation, Target and the Council of Chief State School Officers.

The role of the Colorado Teacher of the Year is to act as:
. a liaison between the teaching community and the legislature, the Department of Education, districts and communities;
. an education ambassador to businesses, parents, service organizations and media;
. a resource on the state of the profession to be available for workshops and conferences around the state; and
. an education leader involved in teacher forums and education reform.

Student Biographical Data and AYP

The Student Biographical Data (SBD) Review of CSAP, Lectura, Escritura and CSAPA data will be conducted from May 27th- June 10th. It is very important for districts to complete the SBD Review.

SBD is the opportunity to correct any data coding errors in student information. Much of the data reviewed in SBD is used in determining AYP and District/School Performance Framework results (e.g., continuous in school/district, race/ethnicity, language proficiency, students on a IEP coding). Demographic data changes are not made to data in the District/School Performance Frameworks, as any changes must be made beforehand through SBD Review. For AYP, districts are allowed to appeal demographic data, but only if the district completes the SBD process. SBD is the best opportunity to ensure accurate CSAP, growth, and accountability data.
