State Review of Common Charter School Application and Review Rubric

The CDE Schools of Choice Unit is soliciting feedback and comment on the Common Application, Checklist for Completion and Review Rubric for charter schools.
This is a document developed by CDE, the League of Charter Schools and the Charter School Institute. The Common Application has already been reviewed by the group of charter school authorizers that meets twice a semester. Before being made available as a best practice example, CDE is asking for feedback. The document is available online at the link below. Send comments or suggestions to Denise Mund.

Public CAP4K Meeting May 27 in Boulder on Postsecondary and Workforce Readiness
Attn: Teachers, Principals, Superintendents, Curriculum and Assessment Directors, Counselors and All Building staff
The Colorado Department of Education and the Colorado Department of Higher Education will jointly host a town hall meeting in Boulder next week as part of the ongoing effort to establish a description of “postsecondary and workforce readiness.”
The meeting will be held on Wednesday, May 27, from 5 – 7 p.m. at the University of Colorado Boulder - University Memorial Center, Room 235, 1669 Euclid Ave.
Educators, students, parents, business and community members and interested citizens are invited to the meetings.
The following week's meeting will be held from 5 - 7 p.m. on Wednesday, June 3, at the Limon Community Building, 477 D Ave.
These gatherings will complete a series of 13 statewide meetings planned to solicit a broad spectrum of community thinking. The work was launched by Senate Bill 08-212, the “Preschool to Postsecondary Education Alignment Act” also known as the Colorado Achievement Plan for Kids (CAP4K).
The town hall forums will focus on such questions as: What do students need to be workforce ready? What do students need to be postsecondary ready? Are there special considerations for the workforce or higher education in your region of the state?

2009 Summer Institute on Deafblindness and Signficant Support Needs

The 2009 Summer Institute on Deafblindness and Signficant Supports Needs has been scheduled for Monday, June 29 though Wednesday, July 1, 2009 in the Denver area.
The featured speaker will be Jane Korsten. The topic is Every Moves Counts, Clicks and Chats: A Sensory-Based Approach to Communication and Assistive Technology.
The training is appropriate for special educators and related service providers working with learners with sensory and severe disabilities who are in need of communication program stategies. A flyer and registration is available at the link below.

MESH Program in Colorado
Attn: Special Education Directors, Superintendents
The Center for Medicare and Medicaid Services (CMS), our Federal Medicaid Agency, passed several rules regarding the Medicaid Extended School Health (MESH) program in late 2007.
Two of these rules would have directly affected the MESH program in Colorado. One would have eliminated schools claiming transportation (2287) and the other would have put significant limitations on the ability of schools to claim Targeted Case Management (2237).
These rules have been under moratorium since that time. CDE recently learned these rules have been rescinded by CMS. Schools can continue to bill Medicaid for transportation and for Targeted Case Management under the rules of our current state plan. There is also a possibility that Colorado may be able to bill for Administrative Claiming at some point in the future. We will keep you posted on any further changes.
CMS has opened public comment on their proposal to rescind the 2007 rules.

Charter School Application Writer's Boot Camp
Attn: Charter School Administration, Those Interested in Starting a Charter School
Please join the Colorado Department of Education’s Schools of Choice Unit, in conjunction with the Colorado League of Charter Schools and the Charter School Institute, for our upcoming Charter School Boot Camp, from June 8-10.
This three day training will focus on the process of starting a charter school in Colorado. Topics included will range from those related to the initial phases of starting the school, such as applying for a charter and gaining community support, to processes involved in running the school, such as governance and serving students with special needs.
The cost for this training is $20 per day and attendees should RSVP for only the days that they plan to attend. Breakfast and lunch will be provided each day. For more information about the training, including access to the agenda, please follow the link below.

Federal Programs
Title I-A ARRA Funds - HQ Requirements
Attn: Title I Directors, Federal Program Contacts, HR Directors
With the large influx of Title I dollars through ARRA, some districts have been considering serving additional Title I schools. This is a reminder that all Title I requirements will still apply to those schools, including the highly qualifed requirements.
In particular, remember that all Title I instructional paraprofessionals will need to meet the highly qualified requirements upon hire or assignment to that position. Also note that NCLB funds may only be used on salaries for core content teachers who are highly qualified. CDE cannot provide extensions to non-HQ core content teachers or paraprofessionals in Title I programs. For more information, visit the link below.

Consolidated Application Now Live!

The 2009-2010 NCLB Consolidated Application is now live and available at the link below.
The first step in the application process is completion of the Acceptance, Relinquishment and Assignment section. Once this has been submitted, the application will be open.
A webinar concerning the Title IA and Title IID ARRA funds is scheduled for this week:
Thursday, May 21, 3 – 5 p.m. (3 – 3:30 for Title IID; 3:30 – 5 for Title IA)
The webinar covers additional information related to the ARRA funds, as well as some content from the earlier program webinars.

2009-2010 Mathematics and Science Partnership Request for Proposal

The 2009-2010 Mathematics and Science Partnership Request for Proposal is now available.
The partnership aims to increase the academic achievement of students in math and/or science by enhancing the content knowledge and teaching skills of classroom teachers. Partnerships must include faculty from the science, technology, engineering, and/or mathematics (STEM) departments in institutions of higher education and at least one "high need" local school district.

Update
TELL Colorado Survey Closes
Attn: Principals, Superintendents, HR Directors and other interested educators
The TELL Colorado Survey has closed.
Thanks to the 23,107 educators that participated! Over 35 percent of educators in the state were able to tell their story. In the next few weeks, an interim report will be available to give a quick snapshot of the statewide data. Furthermore, those schools and districts that met the 50 percent threshold will receive instructions on how to access their own data for school improvement efforts.
