Save the Dates! Regional Support for Unified Improvement Planning Coming Soon.

The Colorado Department of Education will be offering a series of differentiated training opportunities to support Unified Improvement Planning between late June and the end of September. District and School leaders are encouraged to attend any session that meets their needs. Look for a registration announcement in the next week.

District Level:
1. District Data Infrastructure – ½ day dialogues with district leaders about organizing data for planning at the district level, with separate sessions for districts with “small N” issues. Pueblo June 29th, North Metro Denver June 30th, and Glenwood Springs June 24th.
2. Providing District Support for Turnaround Schools – ½ day dialogues with district leaders (September dates to be determined soon).
3. District Unified Improvement Planning – 2 day planning support sessions held in Pueblo, North Metro Denver and Glenwood Springs (between August 1st – 12th with exact dates to be determined).

June Quarterly Jobs Bill ARRA Report

Attn: Jobs Bill Grantees

As another quarter draws to a close, the mandatory Jobs Bill ARRA quarterly report is due from Jobs Bill subgrantees. A report is required of all subrecipients, regardless of whether funds have been requested. The June quarterly report should include an estimate of FTE funded by the Jobs Bill from April 1, 2011 through June 30, 2011 as well as transfers, if made during the same period, of expenditures from non Jobs Bill revenue sources to the Jobs Bill, even if the expense being transferred was originally incurred in a prior period.

The report must be e-mailed to Elizabeth Conway at Conway_E@cde.state.co.us by Friday, June 10. Please title your e-mail “June quarterly Jobs Bill ARRA report” followed by your LEA number and name. The report must be attached to the e-mail as an Excel document. These e-mails will be automatically processed, so correspondence in the body of the e-mail will not be answered. If you have a question about your report, please submit the question in a separate e-mail.

*The request for funds template has been updated several times. To create your quarterly report, please download the request for funds from CDE’s Web site. Do not use old forms as they may not be accepted in our internal system. Download the current request for funds form at http://www.cde.state.co.us/cdefisgrant/Allocations.htm.
*All subrecipients of Jobs Bill funds must submit the June ARRA report regardless of the award amount. This guidance modifies any prior guidance that may have implied that only subrecipients awarded $25,000 or more must submit a report.

The Colorado Legacy Foundation Releases Colorado Blueprint for Bullying Prevention

The Colorado Legacy Foundation is pleased to release the Colorado Blueprint for Bullying Prevention. Research shows that positive school climates where all students feel safe and engaged lead to better outcomes for schools, for students, and for educators. Yet, recent tragic school violence and youth suicides highlight the need to enhance our efforts to reduce bullying and to create schools that are safe and foster a positive learning environment for all students.

Colorado has included bullying prevention as a component of many state and local policies, systems, and programs and we have many assets and much infrastructure to draw upon in our efforts. However, there is still much work to be done at state and local levels to fully integrate and sustain effective bullying prevention policies, systems, and practices.

In response to this challenge education leaders from across the state came together for a Statewide Bullying Prevention Summit on April 15, 2011 to craft recommendations for enhancing bullying prevention efforts statewide. Participants included the Colorado Department of Education, the Colorado Attorney General’s Office, the Colorado School Safety Resource Center, the Colorado Association of School Executives, the Colorado Association of School Boards, the Colorado Education Association, state legislators, local school board members, district and school leaders, community partners, and youth. These leaders engaged in critical dialogue focused on analyzing the needs for enhancing school climate and bullying prevention efforts, identifying opportunities for innovation and creative collaboration, and prioritizing key strategies that could be pursued to enhance school climate and bullying prevention systems and supports across the state.

The result of this Summit is the Colorado Blueprint for Bullying Prevention which identifies current statewide needs and gaps, lessons learned and best practices from districts across the state, and provides recommendations for statewide objectives and actionable strategies to enhance bullying prevention efforts.

Important Robert C. Byrd Scholarship Announcement

I regret to inform you that we have just received word that the Federal Robert C. Byrd Honors Scholarship program has not been funded in the Federal 2011 budget and is slated to be eliminated in 2012. This means that Colorado will not receive a federal grant as it has for the past several years to fund Colorado students through this grant. Colorado will not be making any scholarship offers for the Robert C. Byrd Honors Scholarship for graduating high school seniors.

We have sent an email to all applicants but also want to share this information with you. Students should contact the financial aid office at their colleges or universities for information on other financial aid opportunities. Information can also be found on the CollegeinColorado website: www.collegeincolorado.org. Select the “Pay” tab to view information on tuition exemptions and waivers, grants and scholarships, work-study, and loans/loan repayment programs.

Applications Accepted for the Endorsed Diploma Task Force

The State Board of Education and the Commission on Higher Education are now accepting applications for membership on a Task Force to assist them in the creation of criteria for a high school diploma endorsement. Applications must be submitted by midnight on Wednesday, May 25, 2011.

Pursuant to C.R.S. 22-7-1009 and 22-7-1017 in order to implement the next steps of Colorado’s Achievement Plan for Kids (“CAP4K”), the two governing bodies shall adopt a Postsecondary and Workforce Readiness (PWR) High School Diploma Endorsement, indicating a student’s preparedness for college and career. The purpose of the Endorsed Diploma Task Force is to provide recommendations to the SBE and CCHE concerning the criteria of the endorsement. The Task Force will begin their work in June and finalize their recommendations by September 15, when SBE and CCHE will convene in the first of two formal meetings in order to consider joint approval of the criteria.

The role of the Task Force members will be to provide expert advice and serve as a representative of their professional community. The group will consider the results of state-wide surveys, local and national research and public feedback to develop a recommendation for the SBE and CCHE. The Task Force will convene in a series of five meetings between June and September.

The Task Force shall include at least one individual representing:
• local school boards,
• superintendents or principals,
• classroom teachers,
• public charter schools,
• two-year postsecondary institutions,
• four-year postsecondary institutions,
• private businesses or industries in Colorado,
• high school counselors or postsecondary academic advisors,
• Career and Technical educators or institutions; and
• PWR service providers (i.e. Gear Up, CO Youth for Change, etc.)

The final selections will be made by the SBE and CCHE and will be announced shortly after the application window closes on May 25.

June Quarterly ARRA Report

Attn: ARRA grantees

As another quarter draws to a close, the mandatory ARRA quarterly report is due from ARRA subgrantees. The report must be uploaded through Tracker to your individual local education agency or administrative unit access portal by Friday, June 10. McKinney-Vento, ARRA I-D Competitive, and ARRA II-D Competitive grantees should submit their files by e-mail to Marti Rodriguez at rodriguez_M@cde.state.co.us, instead of uploading their reports to Tracker.

The June quarterly report should include an estimate of FTE funded by ARRA from July 1, 2010 through June 30, 2011, in accordance with the definite term calculation method. Please note:
*A separate Scoop announcement will be released, instructing Jobs Bill and SFSF awardees on quarterly reporting requirements for those grants. The instructions in this message do not necessarily apply to Jobs Bill or SFSF awards.
*Grantees who have expended and received all of their ARRA funds and submitted an ARRA report marked as final in line 5 of the monthly reporting template for a particular grant are not required to submit a June quarterly report for that grant.
*All subrecipients of ARRA funds, except those that meet the criteria in the previous bullet, must submit ARRA reports regardless of the award amount. This guidance modifies any prior guidance that may have implied that only subrecipients awarded $25,000 or more must submit an ARRA report.
*Please also be aware that, in order to maintain consistency in FTE reporting, CDE requires all grantees of ARRA funds to use the “definite term” methodology to calculate ARRA funded FTE. Guidance on this methodology can be found on pages 20-21 of the OMB guidance at http://www.whitehouse.gov/omb/assets/memoranda_2010/m10-08.pdf and in the PowerPoint on ARRA subrecipient reporting posted on CDE’s ARRA webpage.

Please also note that a new definite term began on July 1, 2010, for the FY10-11 fiscal year and only FTE that was or will be funded by ARRA from July 1, 2010 to June 30, 2011 should be included in the quarterly report.

Beginning Level Regional Autism Training - June 14-16, 2011

The Autism Strategies Training provides a Level 1 basic understanding of autism spectrum disorders and research/evidence-based interventions to be used in both integrated and pull-put settings. The purpose of this training is to increase the outcomes for students with autism spectrum disorders by providing their network of educators, parents and service providers with more information on targeted interventions, and training them to be more effective coaches and consultants. The Summer Learning Symposia, a two-day meeting facilitated by CDE, will assist schools and districts in unifying their work around Colorado''s reform agenda.

Key outcomes:
-Create collaboration between and among districts and CDE

-Develop district plans for moving forward with Colorado''s education reform agenda

Alternative Education Campus Accountability: Webinar/Phone Conference on May 24, 3-4 pm

Charter School Application Writers’ Boot Camp

Attn: Charter School Developers, Charter School Founding Groups & Steering Committees, Superintendents, Authorizers, District Board Members, School Board Members

The Schools of Choice unit at CDE, in collaboration with The Colorado League of Charter Schools and the Charter School Institute (CSI), provides a workshop for potential charter school developers and founding groups, including interested parents, on the requirements of the charter school application process. This workshop is a three-day intensive examination of the application requirements, the Standard Application, Checklist, and Review Rubric, and the state’s accountability frameworks. Speakers at the event include authorizers, administrators, teachers, board members, and charter school founders who have demonstrated success in charter school best practices.

This training is designed to assist founding groups with the development of a solid charter application, laying the foundation for a high quality school program. The 2011 workshop is being held June 8th, 9th, and 10th at Early College of Arvada, a school chartered through CSI.

Federal Programs


2010-11 Annual Measurable Achievement Objectives 1 and 2 Notification

CDE e-mailed Title III grantees the preliminary 2010-2011 determinations for AMAOs 1 and 2 on May 2nd. Annual Measurable Achievement Objectives (AMAOs) are the Title III accountability measures under NCLB. Student-level data is also now available in CEDAR for individual districts.

Requests to review AMAO 1 or AMAO 2 determinations are due to CDE by Friday, May 20.

AMAO 3, which is based on AYP determinations for English language learners, will not be available until other AYP preliminary determinations are disseminated in early August. Any appeals of AMAO 3 must be made as part of the AYP appeal process. Final AMAO 3 and district-level Title III Improvement Status will be available in October.

Title II, Part A Evaluation Summary

The Office of Federal Program Administration is proud to release its state level Title IIA evaluation summary. CDE, in partnership with OMNI Research, Inc, conducted a state-wide assessment of Title II, Part A activities. The main focus of the study was to examine districts’ spending patterns with their Title IIA funds. Based on emerging research, CDE has been encouraging districts to leverage their Title IIA spending to support activities like high quality professional development and recruitment and retention efforts. In comparing early spending patterns (2003-04) with more recent patterns (2008-09), CDE was able to confirm that many districts did shift their budgets as encouraged. More than half of the available Title IIA dollars are invested in professional development (e.g., coaching, mentoring, ongoing training). The complete summary report is available on our website at the link below.

We encourage you to review the report in relation to your own district’s use of IIA funds. Additionally, CDE encourages districts to evaluate their use of IIA funds to determine the effectiveness of the funded activities and the impacts made by the funds on school and student outcomes. CDE invites districts to share the results of such investigations, and CDE will take such findings into consideration in future guidance to the field on the use of IIA funds.

Update on 2011-2012 NCLB Allocations and Consolidated Application

Colorado’s overall allocations for Title II, Part A and Title III are lower than last year. Specifically, Title II-A has seen a cut of 18.6% and Title III was cut by 3.6%. CDE has already begun working on adjusting these figures and determining individual district allocations. CDE will inform the field when these allocations are finalized.

CDE will not be able to open the 2011-12 online Consolidated Application to districts and BOCES until district allocations are determined. CDE is committed to doing everything possible to ensure that districts will be able to obligate funds by July 1, 2011. An alternative application method may need to be presented to districts and BOCES in order to provide a smooth transition for the release of 2011-12 funds. More details will be shared if an alternate process is needed.

Waiver for Title I, Part A – Supplemental Educational Services – LEAs identified for improvement or corrective action as providers

Attn: Superintendents and Federal Program Contacts

CDE, on behalf of its Local Educational Agencies (LEA) is requesting a one year waiver of the Title I, Part A regulatory provision that prohibits a State from approving as providers of supplemental educational services (SES) LEAs identified for improvement or corrective action. Colorado believes that identified LEAs may be able to establish that they have an effective program that can help improve academic achievement of students and should not be prevented automatically from gaining approval simply because of their improvement status.

Application for 2012 Colorado Teacher of the Year Is Now Available

Attn: Superintendents, District Personnel, Principals, Teachers

The application for the 2012 Colorado Teacher of the Year is now available. Each year, the Colorado Teacher of the Year Program honors an exceptionally dedicated, knowledgeable and skilled teacher to represent the entire profession in Colorado. The Colorado Teacher of the Year will automatically become Colorado's nominee for the National Teacher of the Year competition sponsored by the ING Foundation, Target and the Council of Chief State School Officers.

The role of the Colorado Teacher of the Year is to act as:
. a liaison between the teaching community and the legislature, the Department of Education, districts and communities;
. an education ambassador to businesses, parents, service organizations and media;
. a resource on the state of the profession to be available for workshops and conferences around the state; and
. an education leader involved in teacher forums and education reform.
