2008 Colorado Preschool Program Expansion Application

Attn: School district personnel

The 2008 Colorado Preschool Program Expansion Application is now available on the Colorado Department of Education Web site at the link below. The School Finance bill (HB08-1388) is still waiting for the Governor's signature, but this expansion application is being released in anticipation of final passage of this bill.

The School Finance bill (HB08-1388) removed the full-day kindergarten component from the Colorado Preschool Program and expanded the preschool slots in the program to serve a total of 20,160 children. As a result, this expansion application is for the distribution of 6,254 preschool slots.

There are two separate applications - one for districts who currently have CPP allocations and a separate application for school districts who are not currently participating in the Colorado Preschool Program. Guidelines for completing the 2008 expansion application, frequently asked questions and other information that identifies the changes that will occur to the Colorado Preschool Program as a result of the passage of HB08-1388 can be found on the Web site.

In order to provide as much time as possible to establish/expand programs, the due date for this CPP Expansion Application is Friday, May 30. Notification will be made to school districts of the final allocations by Monday, June 16. School districts should contact Lori Goodwin Bowers for information or assistance in the preparation of the applications.

Enhancing Education Through Technology - Power Results Grant Program Funding Opportunity

Attn: Superintendents, district personnel

An exciting opportunity is available to high need literacy educational agencies for the 2008-2009 school year. Approximately $1.2 million is available to successful grantees to improve student achievement through the use of technology in elementary and secondary schools. The Enhancing Education Through Technology (EETT) - Power Results program supports school districts and/or consortia of school districts to improve curriculum, teaching or the learning community through the substantial, innovative integration of educational technology and information literacy into their practices.

CDE will award:
(1) A single grant of up to $600,000 for Focus Area One – Development of an 8th grade technology and information literacy assessment or dissemination of resources for a previously developed technology and information literacy assessment; and

(2) Multiple grants in Focus Area Two – Standards implementation and support for 21st century learning skills and effective use of available technology tools for a minimum of $100,000 each.

This is an excellent opportunity to capitalize on the prior work of Educational Technology and Information Literacy (ET-IL) planning by supporting the development and implementation of strategies to improve the use of technology and information resources to advance student learning. The Power Results Grant Program is intended to support direct connections to district ET-IL plans as well as to provide professional development for educators.

Family Involvement in Schools

Is your school seeking more information on fostering family involvement? If so, you’ll find interest in a new study study titled, "Family Involvement: Engaging Parents of At-Risk Youth." This study, supported by CDE’s Prevention Initiatives Unit, provides a parent perspective on what is needed to increase family involvement. The study looks at the importance of establishing strong family-school relationships, creating good communication and developing a welcoming school climate for students in transition. The study also suggests strategies.

Decades of research shows that family involvement is associated with better academic success, improved behavior, higher enrollment in post secondary education, safer school environments, and enhanced parent support for teachers and schools. The No Child Left Behind Act requires schools to involve parents in their child’s education and the school’s improvement plan. This study was designed to address a gap in the literature on how to engage parents of at-risk students. SMART Board Winner

Sandra Kern, superintendent of Ouray School District R-1 was the lucky winner of a SMART Board!

During the Consolidated Federal Programs Application trainings this spring, attendees were able to put in their name to win a SMART Board, an interactive whiteboard. The SMART Board was won by DeLilah Collins, a Title IID consultant in the Consolidated Federal Programs Unit, at the State Education Technology Directors Association (SETDA) annual meeting. CFP staff wanted to pass along the technology to a district. DeLilah Collins will visit Ouray School District R-1 to provide training on how to effectively use the SMART Board.

CSAPA Standard Setting (Content Experts Needed)

Attn: Superintendents, principals, district assessment coordinators

From June 3-5, 2008 CTB will be conducting CSAPA reading, writing and science standard setting. Your help in recruiting highly qualified reading, writing and science educators and special education teachers is essential. No experience in working with students with significant support needs is necessary. Content expertise is the primary requirement. CTB will be reimbursing participants for mileage and food, as well as lodging if you are traveling more than 70 miles. The Unit of Student Assessment will provide a certificate for contact hours.

Standard setting is the process by which the cut scores for each assessment are established. Participants will discuss the skills and knowledge required to answer the items, then review the information from the Contrasting Group Survey to come up with a consensus using all the data from both methods. They will then make recommendations on where the cut scores will fall using the performance level descriptors to delineate where the lines between proficiency levels should be drawn.
