Grant Funds for Supports and Services to Reduce Court Referrals for Truancy
Attn: Superintendents, Attendance Administrators, Court Liaisons
In fiscal year 2009-10, approximately $500,000 of the expelled and at-risk student services grants will be designated for supports and services to reduce the number of truancy cases requiring court involvement and also reflect the best interests of students and families.
New grant applications are due June 30, 2009.

Public CAP4K Meeting May 19 in Durango on Postsecondary and Workforce Readiness
Attn: Teachers, Principals, Superintendents, Curriculum and Assessment Directors, Counselors and All Building staff
The Colorado Department of Education and the Colorado Department of Higher Education will jointly host a town hall meeting in Durango next week as part of the ongoing effort to establish a description of “postsecondary and workforce readiness.” (Note: The first meeting will be held tomorrow, May 14 in Glenwood Springs from 5–7 p.m. at the Glenwood Springs Community Center, 100 Wulfsohn Road.)
The Durango meeting will be held on Tuesday, May 19, from 5 – 7 p.m. at the DoubleTree Hotel in Durango, 501 Camino del Rio.
Educators, students, parents, business and community members and interested citizens are invited to the meetings.
The following week's meeting will be held from 5 - 7 p.m. on Wednesday, May 27, at the University of Colorado Boulder - University Memorial Center, Room 235, 1669 Euclid Ave.
These gatherings will total 12 in a series of 13 statewide meetings planned to solicit a broad spectrum of community thinking. The work was launched by Senate Bill 08-212, the “Preschool to Postsecondary Education Alignment Act” also known as the Colorado Achievement Plan for Kids (CAP4K).
The town hall forums will focus on such questions as: What do students need to be workforce ready? What do students need to be postsecondary ready? Are there special considerations for the workforce or higher education in your region of the state?

Colorado Association of Bilingual Educators (CABE) Summer Institute

Based on the Literacy Squared Project's research, the CABE Summer Institute will focus on building biliteracy. Literacy Squared is a research and intervention program designed for Spanish/English emerging bilinguals in grades one through five.
The focus of both the research and intervention is on biliteracy development in reading and writing and in examining the trajectory toward biliteracy of children in research schools and classrooms. The research project is finishing its fifth year and longitudinal data, collected on 2,000 children, indicates Literacy Squared is a promising practice for enhancing literacy acquisition in both Spanish and English. The project has also developed specific reading and writing routines and strategies for use in this program.
The conference will take place on June 25-26, from 8:30 a.m. to 3:30 p.m. at Berry Creek Middle School in Edwards, Colorado. The cost is $225 for both days or $125 for one day (lunch is included in your registration fee). Adams State college credit is available.

The Colorado Growth Model's Technical Advisory Panel will meet Friday, May 15
Attn: District Peronnel
The next meeting of the Technical Advisory Panel (TAP) for the Colorado Growth Model will be Friday, May 15 from 2-5 p.m.
There are two main purposes of the meeting:
First, TAP will be asked to give CDE a recommendation on several district accreditation framework issues that have been addressed in previous meetings.
Second, CDE hopes to engage stakeholders in the process of identifying ways that growth information can be incorporated into school and district planning and improvement efforts. There is also particular interest in how growth and other assessment data can be used for setting goals and targets for teachers, schools and districts.
CDE has also extended this meeting invitation to other stakeholders with expertise or interest in professional development and school and district improvement. Representatives from districts, the Rural Caucus, vendors, the Colorado Association of School Boards, the Colorado Association of School Executives and the Center for Teaching Learning and Technology will also attend the meeting.

Consolidated Application Webinar - Title IA and IID ARRA Funds

The Office of Federal Program Administration will be hosting additional application webinars during the week of May 18 to provide more information on Title I-A ARRA funds, including allowable uses of funds and the application and budget process. An update on Title IID ARRA funds will also be provided at the end of each session.

Title I-A ARRA Fund Statewide Waiver Notice
Attn: Superintendents, Principals, Federal Program Contacts
CDE will be providing a statewide waiver for some of the fiscal requirements of NCLB for 2010-11. These waivers will only be available to Local Education Agencies (LEA) who accept the ARRA funds.
Specifically, CDE will:
1) Allow LEAs to carryover more than 15 percent of its 2009-10 Title I-A ARRA allocation into the 2010-11 fiscal year; and
2) Allow such carryover even if the LEA had obtained a carryover waiver in the past three years.
CDE recognizes additional flexibility may be needed in spending stimulus funds; therefore, LEAs will be able to request to participate in the statewide waiver during the 2010-11 allocation process. More information on the statewide waiver is available at the link below.

2009-2010 Mathematics and Science Partnership Request for Proposal

The 2009-2010 Mathematics and Science Partnership Request for Proposal is now available.
The partnership aims to increase the academic achievement of students in math and/or science by enhancing the content knowledge and teaching skills of classroom teachers. Partnerships must include faculty from the science, technology, engineering, and/or mathematics (STEM) departments in institutions of higher education and at least one "high need" local school district.

Important Due Date
Annual Safe School Accreditation Assurance Report Form
Attn: Superintendents, BOCES Directors
The annual safe school accreditation assurance report form for district accreditation is due Tuesday, July 7. The report form is available via the Automated Data Exchange process in the Safety & Discipline June Data Collection. The revised form includes the addition of the on/before July 1, 2009 date by which school districts are required to establish a date when schools in the district will be in compliance with the school response framework, also referred to as "NIMS” (national incident management system).
School safety is an important element of the accreditation process. Meeting compliance for school safety is a key indicator for district accreditation status.

Reminder
District Improvement Plan for Accreditation Due June 1
Attn: Superintendents, BOCES Directors
Please remember district improvement plans for accreditation are due to regional managers by Monday, June 1 (electronic copy preferred). The district improvement plan will be reviewed for points using the rubric provided via the link below. All districts are required to submit a plan. In response to several district queries, it is helpful for districts to know:
For districts accredited or accredited with distinction; the improvement plan score will not be recorded on the accreditation assessment summary form when the accreditation system is implemented. The blank for the improvement plan score for such districts will be filled in with the phrase "approved" or "accepted" and no numerical score will be recorded. For districts that fall into the other accreditation categories (letter of support, notice with support, probation), the improvement plan score will be recorded on the accreditation summary form as determined by the rubric.
Districts that submitted a plan in October may resubmit their plan before Monday, June 1 to improve their plan score.
