SLP/OT/PT Guidance Memo

CDE has issued an important special education guidance memorandum entitled Speech Language Pathology Services, Occupational Therapy Services and Physical Therapy Services under the Rules for the Administration of the Exceptional Children's Educational Act.

This guidance memorandum addresses state law definitions for these services and their relationship to both special education eligibility and the provision of a free appropriate public education in the least restrictive environment to students with disabilities. Guide on School Attendance: Available Online

“Every School Day Counts: The Forum Guide to Collecting and Using Attendance Data” is now available online.

This free guide was prepared by the National Forum on Education Statistics and includes examples of how Alamosa, Aurora, Cherry Creek and Montezuma-Cortez school districts use their attendance data to improve student attendance.

Western Region Early Intervention Conference

Attn: Special Education Directors, Special Education Program Coordinators

The Western Region Early Intervention Conference will be held on April 23-25, 2009 at the Cheyenne Mountain Resort. The conference is designed for families of and professionals who provide services to children, ages birth-5, who are blind/visually impaired, deaf/hard of hearing or deafblind. The featured general session speaker will be Dr. Patsy Pierce, from the University of North Carolina at Chapel Hill, who will present on the National Education Literacy Panel and her literacy work specific to young children with multiple disabilities. Conference content is appropriate for Child Find and personnel working in school preschool settings with children with disabilities. The CSAP-A Contrasting Groups Survey is open through Friday, April 10. Click on the link below to access the survey.

While participation is voluntary, CDE urges test examiners to complete a survey for each student who is administered the CSAP-A assessment.

The information collected will be used only to provide information for the technical CSAP-A reporting.

Last year, test examiners filled out surveys for 1,400 Colorado students.

2009 Grade 3 Reading and Lectura Ncount March 31―April 3, 2009

Attn: DACs

Please be advised that the CSAP grade 3 Reading Ncount is Tuesday, March 31―Friday, April 3, 2009.

The purpose of Ncount is for districts to verify that the count of CSAP test booklets received, scanned and scored by CTB matches your School Group Lists (SGL) counts completed during the CSAP administration.

To complete the Ncount process, log into Navigator at: http://www.ctb.com/csap

At the My Programs-Overview page under Secure File Sharing, click on the Ncount Files link.

For your convenience, the Ncount user guide is available from the above link under Tools and Instructions.

Please keep in mind that CSAP grade 3 writing and grades 4-10 Ncount will take place the end of May.

Use of NCLB funds for Teacher Placement Programs

CDE has received questions about the use of NLCB funds for teacher placement programs, such as Teach For America (TFA), American Board for Certification of Teacher Excellence (ABCTE) and the New Teacher Project. CDE has created a memo to outline how Title I and Title IIA funds may be used for these types of programs.

Update on the Academic Standards Review Process

The subcommittee revisions of content standards for math, science, music, and reading and writing are now complete. We were happy to report that each group met its charge to produce a first draft of proposed changes.

Acknowledging the fact that so many subcommittee members from each content area voted for the concepts and template elements they drafted but were not so comfortable with the limited time and expertise to satisfactorily ensure vertical and horizontal alignment, rigor and referent checks, we have decided to change the schedule of this draft release.

The national expert checks which had been built into the original design for after the public tour are probably best done now so we can lead with our best foot forward in a cleaner document.

To complete this work, we have invited a set of nationally-recognized experts to act as general editor for each subject (one expert will work with standards from each subject). These experts will do what is difficult for any large subcommittee to accomplish. That is, they will bring a common look, feel and voice to the work in a way that translates into greater coherence and unity. This is an important step before publically unveiling the first phase of recommendations.

After further consideration, we have decided to hold public roll out until Monday, May 4.

Copies will be widely distributed for input and a new “face to face” tour for regional feedback will be posted in a few days.

Federal Stimulus

Yesterday (April 1) the U.S. Department of Education issued guidance for the distribution of dollars to schools under the American Reinvestment and Recovery Act. These documents issued by the U.S. Department of Education have been posted on the CDE Web site at http://www.cde.state.co.us/scripts/federalstimulus/index.asp.

The guidance reiterates U.S. Secretary of Education Arne Duncan’s priorities for how the funding will be allocated for State Fiscal Stabilization Funds, Title I Part A and IDEA Part B and Part C. These documents cover various aspects of each of the funding sources.

CDE is working as quickly as possible to develop the systems that will allow districts to apply for and secure these resources. The department expects to produce guidance for districts by Friday, April 10. For our planning purposes, it would be helpful if districts would let CDE know if they will be using stimulus funds in the current year by contacting Pat Chapman regarding Title I (chapman_p@cde.state.co.us) or Charm Paulmeno regarding IDEA (paulmeno_c@cde.state.co.us).

Overall stimulus allocation amounts will remain the same regardless of when you plan to spend the money.
