Gifted Education State Advisory Committee Vacancies for Spring 2010

The Colorado State Advisory Committee for Gifted Education (SAC) has positions open to fill three-year terms. SAC provides advice and makes recommendations to the state board of education concerning all aspects of gifted student education.

The State Advisory Committee notifies the state board of vacancies. At a future state board meeting, SAC will submit names and biographical information or resumes for recommended appointments. For more information, visit the link below.

Title X of NCLB Funding Opportunity for the Education of Homeless Children and Youth

Attn: Colorado Superintendents, BOCES Directors, District McKinney-Vento Homeless Education Liaisons, Title IA Directors

A new round of funding is available through CDE’s Title X McKinney-Vento Homeless Education program. For the 2010-11 school year, grants up to $45,000 will be made available to local education agencies and boards of cooperative educational services to ensure educational access, school stability and academic success for children and youth experiencing homelessness. Applicants are eligible to apply for this funding through the recently released McKinney-Vento Homeless Education competitive request for proposal (RFP) process. During the last grant cycle, 16 LEAs and one BOCES received funding as a part of this grant opportunity.

This McKinney-Vento Homeless Education grant process will begin a new three-year funding period from July 1, 2010-June 30, 2013. To apply for the funds, complete the McKinney-Vento Homeless Education RFP and accompanying documents found on CDE’s McKinney-Vento Web page using the link below or by contacting Dana Scott at scott_d@cde.state.co.us.

All submission materials must be postmarked or delivered to CDE by 4 p.m. on Thursday, May 20. Submitted grant proposals will be screened by a review panel and notification of grant decisions will be made by Friday, June 11, 2010, with funding available July 1, 2010.

CDE is hosting conference calls to discuss the RFP and answer questions. Joining the call will be Dana Scott, McKinney-Vento state coordinator and Marti Rodriguez of CDE's Grants Fiscal Management Unit. Call dates and times are as follows:

Increased Access to CELApro GTI and Summary Data Posted

The CELApro Interpretation Guide (GTI) is now available at the link below. The Interpretation Guide provides:
• General overview of the CELApro technical qualities
• Assessment content descriptions
• CELApro score ranges, cut scores, and level descriptors per domain and grade
• Overall Score Ranges and Cut Scores for CELApro NEP, LEP and FEP

Look for the summary data, by district and school, for 2010 CELApro assessment to be posted on the CDE Website by Friday, April 16. Districts will receive CELApro student reports this week.

Notification of CHPS Training: New Solutions for Green Schools in Colorado

Colorado Collaborative for High Performing Schools (CO-CHPS) creates a benchmark for the design and construction of Colorado high performance school buildings that are efficient, comfortable, environmentally responsible and healthy spaces.

For the past year, a Colorado-based advisory committee, representing a broad range of school design and construction stakeholders, developed CO-CHPS. The committee, in partnership with the Colorado Governor's Energy Office, created a CHPS Criteria to the unique codes and regulations, climates, opportunities and local priorities of the state.

Join CHPS for an in-depth training session in Colorado this April: New Solutions for Green Schools in Colorado. School and district facility planners, design professionals, energy consultants and other interested industry professionals in Colorado will benefit from these in-person seminars to promote green, healthy Colorado schools.

Facilitated by CHPS staff and local partners, the training will provide an in-depth review of the CO-CHPS program and resources. Participants will learn about CHPS' program offerings, the CO-CHPS prerequisites and credits and hear from practitioners on how to implement high performance schools in Colorado. The training will include a credit-by-credit review of CO-CHPS, as well as case studies from local school district energy managers and presentations from the Governor's Energy Office and from CDE's BEST program.

Timeline for 2009-10 Student End of Year Data Collection

Attn: Superintendents, Principals, District Registrars

The Student End of Year data collection for the 2009-10 school year will open on Monday, May 17. To ensure the successful and timely completion of this collection by all districts and BOCES the following milestones and deadlines have been implemented:

• June 1 – All districts submit at least one complete set of EOY files and pass preliminary edit checks.
• June 14 – Pass first level edit checks
• Sept. 10 – Pass all remaining edit checks and review Data Summary Reports
• Sept. 15 – All districts must approve initial Data Summary Reports (Data Submission Phase closes). THIS DEADLINE IS MANDATED UNDER COLORADO ADMINISTRATIVE RULES.
• October 4 – Post Collection Phase A opens (reclaiming dropouts from prior collection years)
• October 22 – Post Collection Phase A closes
• October 29 – Post Collection Phase B opens (verifying transfers and dropouts within Colorado)
• December 3 – Post Collection Phase B closes
• December 10 – Superintendents must approve final Data Summary Reports
• Mid-January 2011 – Official/final data and rates posted on the CDE Web site and released to the public (graduation rates, completion rates, dropout rates, and mobility rates)

The Student End of Year report is a large and complex data collection effort. Each district should plan to dedicate significant staff hours to complete the report over the seven month collection period. In order to be successful, district staff assigned to the EOY collection should have the ability to focus a substantial amount of time to the collection – particularly during peak periods of activity the last two weeks of May, early June, late August, and early September.

Standards Implementation Update

This is the third in a new series of bi-weekly standards implementation eUpdates from CDE.

When you sign up for eUpdates, you can also sign up to receive content specific updates for the arts, English language proficiency (WIDA), expanded evidence outcomes (special populations), health, literacy, math, physical education, science, social studies and world languages.

In partnership with educational leaders from across the state, CDE recently posted standards crosswalk documents. These documents are designed as working tools to compare the previous Model Content Standards to the revised Colorado Academic Standards. The crosswalks can be found at: http://www.cde.state.co.us/cdeassess/UAS/StandardsImplementation.html. Recorded webinar introductions to these documents will be available by the end of April at: http://www.cde.state.co.us/otl/ContentSpecialist.htm.

The Office of Teaching and Learning recently met with educator volunteers from the across Colorado to begin discussions on the design of an Elementary Content Connections resource. The purpose of this resource is to identify the powerful connecting ideas across the content areas. Updates on the progress of this work will be included in future eUpdates.

Plans are being finalized for a regional tour to support leaders in planning for standards implementation. The tour is planned for mid-May through mid-June. Dates and locations will be available soon at http://www.cde.state.co.us/cdeassess/UAS/StandardsImplementation.html.

CDE is looking for venues to disseminate information about the revised Colorado Academic Standards with a focus on district and school leaders.
