Expelled and At-Risk Student Services Grant - 2008-09 Application online

Attn: District Superintendents and BOCES

New four year applications are now available, and are subject to funds availability. The application is due by Monday, June 30, 2008, by 4 p.m. Applicants may be school districts, BOCES, nonpublic, non-parochial schools, alternative schools within a school district, charter schools, and pilot schools. Sites that have been funded previously may apply for a new strategy, if the previously funded strategy has been sustained in the district, school, or BOCES. Proposed programs may target specific buildings, the entire school district, or involve multiple districts.

Colorado Judicial Branch’s Courts in the Community program looking for partner schools

Attn: Superintendents, Principals

Have you ever wanted to bring your social studies, civics or government class to the Colorado Supreme Court or Court of Appeals but run into resource issues or other problems? Have you ever looked for an engaging way to deepen your students’ understanding of the Colorado court system and appellate courts? If so, the Colorado Judicial Branch’s Courts in the Community program may be a perfect fit for your school.

For more than 20 years, the program has brought the state’s two appellate courts to high schools around the state at least once per semester to hear oral arguments in actual cases pending before the courts. These are not mock hearings; the judges or justices hear arguments from attorneys representing real people who need our state’s appellate courts to resolve their disputes. Students get an opportunity to ask questions of the judges or justices and the attorneys.

About a month prior to the arguments, the State Court Administrator’s Office will conduct a teacher training workshop at your school to help teachers engage their students about our courts and the cases they will hear. Each workshop features a judge who explains the appellate process and the state court system. Teachers receive numerous lesson plans and classroom activities written by appellate judges and designed to integrate with state education standards.

CELApro NCount and Student Biographical Data Review March 3-7, 2008

The voluntary NCount and Student Biographical Data review (SBD) for the CELApro allows the DAC to validate the number of tests scanned (NCount) and to review and correct information collected on each students biograhphical data grid. This is an important process because 98% of the student data are reviewed prior to submission for accountability purposes.

Updates from the CDE Unit of Online Learning

• MOU Form Used to notify districts of Learning Center intent

The Unit of Online Learning has received questions about the MOU process regarding the agreement between an online program provider seeking approval to operate Learning Centers within the boundaries of a school district. Upon receipt of the Standard MOU form, the local district has four options:

1. (a) Accept the MOU and indicate such acceptance by appropriate signatures.

(b) The school district and the multi-district program may mutually agree to change the information in the standard MOU form provided with the notice or to include information in the memorandum of understanding in addition to that included in the standard MOU form. Acceptance of the agreed upon MOU would be indicated by appropriate signatures.

2. If the school district does not provide notice of its decision within forty-five days, the Standard MOU Form shall become effective on the forty-sixth day following the school district’s receipt of the notice, and the applicant may proceed under the terms of the Standard MOU as provided to the school district.

3. A school district and an online program may mutually agree in writing to decline to enter into a MOU.

4. A school district may refuse to enter into a Memorandum of Understanding with a multi-district program for the operation of a learning center if:

a. the standard MOU form provided by the multi-district program fails to satisfy the statutory requirements or
b. the school district reasonably determines that the multi-district program is contrary to the best interests of the pupils, parents, community or school district.

If a school district refuses to enter into a Memorandum of Understanding with a multi-district program for operation of a learning center, the multi-district program may appeal the school district's decision to the State Board.

Updates from the CDE Unit of Online Learning

• Certification of Multi-District Online Programs

According to statute, any online program which enrolls more than ten students from outside of the authorizing district is classified as a multi-district program and thus must be certified. Applications are available on the Unit of Online Learning website.

• Grants Available for Supplemental Online Course

Through SB-07-1066, monies have been made available to local districts who utilize supplemental online courses either through Colorado Online or other course providers such as Apex Learning, BYU, or Aventa. The RFP for these funds will be available on the Unit of Online Learning website in mid-March. Maximum grants of $5,000 will be awarded for the payment of Supplemental course tuitions or other documented expenses associated with student enrollments in these courses.
