2009 Federal Stimulus Dollars

As you know, President Obama signed the American Recovery and Reinvestment Act (Recovery Act) into law on February 17th, 2009. The Recovery Act presents a vital opportunity for Colorado both to save and create jobs through stabilization funds and to make strategic investments in our educational system that will pay dividends in the years to come, helping us deliver on the promise that all students achieve postsecondary and workforce success.
We are awaiting guidance from the U.S. Department of Education that will allow us to provide direction for the use of funds and determine district allocations. Additionally, we expect to receive more information about new financial accountability requirements that will ensure all stimulus funds can be accounted for separately from other funding streams.
In the meantime, we have coordinated a Recovery Act team that is preparing to respond quickly when guidance becomes available. This team is working with the Colorado Association of School Executives, the Colorado Association of School Boards and the Colorado Education Association to ensure that communication related to the Recovery Act is consistent. The team is also communicating daily with the governor's office and the U.S. Department of Education, including the specific offices responsible for Title I, IDEA and other programs.
We will distribute further information to you as soon as it becomes available. Watch for "Recovery Act Alerts" in your e-mail. We will continue to update you through The Scoop and our Web site, which already contains a number of resources on the Recovery Act and its implications for Colorado. (Follow the link below.)
The Department's Recovery Act team, led by Assistant Commissioner Jeanette Cornier (cornier_j@cde.state.co.us) and Associate Commissioner Richard Wenning (wenning_r@cde.state.co.us), will host a Webinar within the next two weeks to discuss the Recovery Act.

ESCAPE: Eliminating Student Costs for Advanced Placement Exams
Attn: Superintendents, High School Principals, AP/IB Coodinators and Counselors
ESCAPE is a federal grant available to eligible low-income students taking Advanced Placement (AP) and International Baccalaureate (IB) exams. Forum on Specific Learning Disabilities: Implementation of Revised Eligibility Criteria
Attn: Special Education Directors/Administrators, Principals and Special Educators
The intended audience for this event is teams of administrators/educators who are or will be taking the lead in the implementation of the revised SLD criteria within their school, district, BOCES or state-operated program.
Dates/Locations: * Wednesday, April 22, 2009, Adams 12 Conference Center, Thornton * Wednesday, April 29, 2009, Colorado State University-Pueblo campus, Pueblo * Wednesday, May 6, 2009, Courtyard by Marriott, Grand Junction
Times: 9:00 AM-3:30 PM Check-in starts at 8:30 AM.
There is no registration fee. Lunch is provided. Session Description: “Early implementers" of the revised SLD criteria will share specifics around their implementation experiences. They will address implementation strategies and experiences that relate to specific topics such as:
* Provision of intervention * Progress monitoring * Problem-solving process and decision-making “rules” * Changed roles of professionals * What it means to conduct a “full and individual” evaluation; including data collected during the RtI process * What constitutes a “body of evidence” to demonstrate meeting of SLD criteria * Format of an integrated report * Forms to support identification process & documentation requirements
Periodically throughout the day, there will be a choice of facilitated roundtable conversations about specific subtopics or implications within specific environments (e.g., small rural districts, large urban districts, secondary schools, etc.).
