Gifted Education

In the Exceptional Children's Educational Act (ECEA) Rules pertaining to Gifted and Talented programming, Rule 12.02(1)(g) states that "funding committed by the Administrative Unit shall be equal to or greater than the amount requested from the department." This is what has been called the “matching funds” provision.

A recent informal opinion from the Attorney General's office to the Colorado Department of Education indicated that there is not sufficient basis in statute for this particular rule. Given this clarification, the department will no longer require that an Administrative Unit provide “equal to or greater than” funding than that requested from the state effective beginning the 2010-2011 school year.

Although this clarification of the ECEA Rules removes the matching funds mandate,
the potential impact on programming for gifted and talented students may be cause

April Education Data eXchange Council (EDX) Meeting

Webinar: Update on Senate Bill 09-163 and Development of the School Performance Framework

The department will host a webinar on Thursday, April 8, from 9 to 10 a.m. to provide an update on the implementation of Senate Bill 09-163 and the development of the performance evaluation framework for schools.

S.B. 09-163 requires an alignment of accountability systems. Our goal is to have one evaluation framework rather than two. Therefore, part of the task is to align both the school and district performance frameworks. The development of the school performance framework will likely drive some changes to the district accreditation summary report.

Created specifically for building maintenance and operations staff, this webinar will provide a big-picture view of the impact of operations and maintenance on building performance, occupant comfort, energy consumption, operation cost and maintenance cost. Attendees will gain an understanding of high performance systems, commissioning and recommissioning, ENERGY STAR, and LEED EB among other topics.

Elimination of Funding for Title IV-A: Safe and Drug-Free Schools and Communities

CDE continues to receive questions about Title IV-A formula funds for 2010-2011. Please note: There will not be any formula funds allocated to districts for Title IV-A during the 2010-11 school year. Congress voted in December 2009 to eliminate the funding for this program and it was approved by the President shortly thereafter.

Districts may still apply for Title IV-A carryover funds if they have unobligated funds left from this year. The management of the carryover funds will be covered in more detail in the Office of Federal Program Administration's Consolidated Application webinars.

Monitoring ARRA Expenditures in Tracker

Educator Identifier Project Update

The analysis of Phase I of the Educator Identifier Project is now complete and development is underway. Phase I of the project focuses on the generation of identifiers to all educators employed by a public K-12 school in the state.

Districts and charter schools must identify a contact person who will be responsible for assigning educator identifiers to staff members. Once that person has been identified, the Educator Identifier System Respondent form must be filled out by the district and submitted to CDE as soon as possible. The form can be found at the link below.

The identifier will be an 8-digit number. Therefore, districts are encouraged to work with their vendors to get this data element incorporated into their system as soon as possible.

CDE is working on a spring training plan that will involve district HR and technical staff on the process of assigning identifiers to educators.

Registration Cap Lifted for Personal Financial Literacy Summit

District leaders responsible for implementation of standards are encouraged to attend the Personal Financial Literacy Summit, Thursday, April 8 in Aurora. The two person per district cap has lifted allowing districts to send additional leadership staff to the summit.

Standards Crosswalk Webinars

In partnership with educational leaders from across the state, CDE recently posted standards crosswalk documents. These documents are designed as working tools to compare the previous Model Content Standards to the revised Colorado Academic Standards. Content Connections

The Office of Teaching and Learning is looking for a core group of participants to help design and draft an Elementary Content Connections document which will identify the power connections across content areas. The initial meeting for this group will be on Monday, April 12 from 10 a.m. to 1 p.m. at the Resource Area For Teaching (RAFT) Colorado. Please RSVP to Melissa Colsman no later than Monday, April 5 to participate.

Standards Implementation Leadership Tour

Plans are being finalized for a regional tour to support leaders in planning for standards implementation. The tour is planned for mid-May through mid-June. Dates and locations will be available soon.
