Multi-Tiered Systems of Support (RtI) Implementation RFP Now Available

Attn: Superintendents, District Personnel, BOCES

The new Multi-Tiered Systems of Support (RtI) Implementation Grant Request For Proposal is now available. This RFP is designed to support professional development activities that target multi-tiered systems of support through an integrated Response to Intervention (RtI) and Positive Behavior Interventions and Support (PBIS) framework. Through this grant, districts will receive up to $10,000 in fiscal support as well as technical assistance from a CDE Technical Assistance Coordinator (TAC). CDE plans to award approximately 8 grants.

Proposals are due Friday, April 29. An application training webinar will be held on Monday, April 11, from 2 to 3 p.m. To register, e-mail Nicole Dake at dake_n@cde.state.co.us.

Autism Level I Training: Screening, Evaluation & Educational Identification

Attn: Special Ed Directors, Child Find Coordinators, Psychologists, SLPs, OTs, Early Childhood Special Education Teachers

The training will be held on Friday, April 8 at the Summit Convention and Event Center in Aurora. The session will detail Level 1 and 2 screenings and the recommended evaluation process using best practices for the educational identification of students 3 to 21 suspected of having an autism spectrum disorder. Screening children birth to 3 and recommendations when autism is suspected will also be covered. This presentation will benefit teams that participate in the Educational Identification of Autism and for those teams who choose not to educationally identify but are addressing the needs of student suspected of an ASD.

Autism Level II Training: Progress Monitoring

The Autism Level II training will take place on Tuesday, April 12 at the Douglas County Fairgrounds & Event Center. Learn how to use the Assessment of Basic Language and Learning Skills as an assessment and curriculum for the students you are serving. This is a great training for practitioners responsible for developing concrete, intensive programs for students with autism and other developmental disabilities. The Level 2 Autism Training is open to participants who have previously attended the three-day Autism Introduction training.

Autism Level II Training: Progress Monitoring

CDE's Exceptional Student Leadership Office is pleased to announce the launch of its first Level II Autism training, a one-day work shop on Progress Monitoring on Friday, April 1 at the Arvada Center. This training will focus on assessment methods, data collection and utilization, and “model” classroom attributes. The training is open to participants who have previously attended the introductory three-day Autism training. Those who do not meet this prerequisite but have similar content background may also apply for an individual decision by e-mail inquiry.

5th Annual Transition Leadership Institute

CDE's Exceptional Student Leadership Office, in conjunction with the National Secondary Transition Technical Assistance Center and the National Post-School Outcomes Center, is pleased to announce Colorado's 5th annual Transition Leadership Institute, to be held in Colorado Springs June 21-23. The Institute is designed to build upon previous work and assist transition teams/personnel in program evaluation and planning. Updates on AEC Accountability

Attn: Alternative Education Campus (AEC) Leaders, District representatives

Since our last large group meeting on September 30th, 2010, we have been busily meeting with stakeholders and carrying out research to help inform the structure and function of the statewide Alternative School Performance Framework. Currently CDE is working to come up with a set of recommendations for AEC standards on the state-level data elements. In anticipation of that, we would like to schedule another large group meeting to gain your feedback on these recommendations.

This meeting will be held on Monday April 4th, from 2-3:30 pm, in the CDE State Board Room. You may also join the webinar by logging on at http://connect.cboces.org/aec and calling 303-866-6990.

Public School Choice Webinars

Attn: Title I Directors, Federal Program Contacts

Title I schools that are on Title I Improvement must notify parents of public school choice options. Any school on improvement, or with the potential to be on improvement, must submit a draft parent notification letter for approval by Friday, April 15. These letters will be collected through the C-FIRS Tracker system. All letters will be reviewed to ensure that the required components are included.

• Thursday, April 7, 2:30 p.m.

Reminder to Submit Unified Improvement Plan

Attn: Superintendents, Accountability Contacts, Tracker Respondents, District Assessment Coordinators and Federal Programs Contacts

This is a reminder that the deadline to submit Unified Improvement Plans (UIPs) to CDE is on Friday, April 15. Plans due to CDE by this date are summarized below:

Under State Accountability
Schools: Turnaround Plans, Priority Improvement Plans, Improvement Plans or Performance Plans
Districts: Turnaround Plans, Priority Improvement Plans, Improvement Plans or Performance Plans

Under ESEA Accountability
None

By April 15, all districts, including those on performance and improvement plans, will need to submit final district and school plans to CDE. In 2010 – 2011, the Unified Improvement Plan template is required for districts with an initial January deadline and recommended, but not required, for districts with an initial April deadline. Final district and school plans should be submitted via Tracker in the April “UIP for SchoolView – April” Instrument, as outlined in the “Unified Improvement Plan Submission Process Summary” document. This is the plan that will be posted publicly on SchoolView.

Unified Improvement Planning: Upcoming Submission Deadlines

CDE FEEDBACK (January Submitters)
CDE has reviewed all of the plans submitted in January 2011 and the feedback is available in Tracker: http://schoolview.org/documents/ToAccessFeedbackWithinTracker.pdf.

DISTRICT PLANS. By Wednesday, March 30, the following districts need to submit a revised district plan to CDE:
(1) districts on turnaround under state accountability;
(2) districts on high priority graduation designation under state accountability;
(3) districts that did not meet all NCLB accountability requirements.

CDE's expectation is that districts will consider the UIP Quality Criteria feedback in their revisions, particularly the feedback regarding (1) an explicit selection of one of the turnaround strategies required by S.B. 09-163, (2) corresponding budget amounts or resources, and (3) alignment with federal requirements (as appropriate). CDE staff will re-review these plans for content and completeness prior to public posting on SchoolView.

By Friday, April 15, all districts, including those on priority improvement and turnaround plans, will need to submit a final district plan via Tracker in the April "UIP for SchoolView - April." This is the plan that will be posted publicly on SchoolView.

SCHOOL PLANS. By Friday, April 15, districts will need to submit final school plans to CDE. CDE's expectation is that districts will consider the UIP Quality Criteria feedback in their revisions, particularly the feedback referenced under District Plans (above). The department encourages districts to re-review these plans for content and completeness prior to public posting on SchoolView. This is the plan that will be posted publicly on SchoolView.

APRIL SUBMISSIONS (First-time Submitters)
By Friday, April 15, all districts, including those on performance and improvement plans, will need to submit final district and school plans to CDE. In 2010-11, the UIP template is required for districts with an initial January deadline and recommended for districts with an initial April deadline. This is the plan that will be posted publicly on SchoolView.

New and Updated Charter School Authorizer Resources Available

Attn: Charter School Authorizers, Superintendents, District Charter School Staff and Board Members

The Schools of Choice Office at CDE holds regular meetings with the charter school liaisons from Colorado’s school districts and the Charter School Institute (CSI) in order to provide current and relevant information related to best practices in authorizing.

Recently, the standard charter school application was updated and a detailed rubric added to aid in scoring applications. The sample contract language was also updated to conform to recent legal changes and additional best practice documents were included. Two new resources are now available: a charter school renewal framework and a checklist for charter school closure. These resources were developed through collaboration with CDE, the League of Charter Schools and the Charter School Institute and funded with the Building Charter School Quality grant from the U.S. Department of Education’s Charter School Program - National Leadership Activities.
