Indicator 8 Parent Survey

Under Part B of the Individuals with Disabilities Education Act (IDEA), Colorado is required to develop a State Performance Plan (SPP) that evaluates the state's efforts to implement the requirements and purposes of IDEA Part B and how the state will improve its implementation. The SPP contains measurable and rigorous targets in 20 indicators that were established by the U.S. Department of Education. Colorado uses a parent survey to measure Indicator 8: Parent Involvement.

The following administrative units will participate in this spring’s parent survey for Indicator 8: Mapleton 1; Academy 20; Cherry Creek 5; Denver County 1; Douglas County RE 1; Adams-Arapahoe 28J (Aurora); Delta County 50(J); Fountain 8; Jefferson County R-1; Moffat County RE-1; Widefield 3; Mt. Evans BOCES; Santa Fe Trail BOCES; and Southwest BOCES. We want to thank families for taking the time to help us improve education and services for students with disabilities by the completion of this survey.

CAP4K Town Hall Meeting in Glenwood Springs Tonight

As part of the ongoing effort to discuss the next generation of the state assessment system, CDE and the Colorado Department of Higher Education will jointly host a town hall meeting in Glenwood Springs on Wednesday, March 24 from 5 – 7 p.m. at the Glenwood Springs Community Center Red Mountain Room, 100 Wulfsohn Road, Glenwood Springs, CO 81601.

The gathering is the twelfth of thirteen statewide meetings planned to solicit a broad spectrum of community thinking. The meetings will either focus on school readiness and primary grade assessments or postsecondary and workforce readiness and secondary grade assessments. The Glenwood Springs meeting is devoted to school readiness and primary grade assessments (preschool – sixth-grade). The last meeting will be in Greeley on Wednesday, March 31 and focus on postsecondary and workforce readiness.

The work was launched by Senate Bill 08-212, the “Preschool to Postsecondary Education Alignment Act” also known as the Colorado Achievement Plan for Kids (CAP4K).

The town hall forums will focus on such questions as:
1. What would be the significant elements of an effective assessment system for school readiness and primary grade levels?
2. How should school readiness and primary grade levels be assessed?
3. If you can't have everything, what components would you choose?
4. What would be the optimal impact of an effective assessment system?

This new system will reflect the expectations of the updated Colorado Academic Standards and the requirements of CAP4K which calls for both school readiness and postsecondary and workforce readiness assessments.

Tiered Intervention Grant Request for Proposal Now Available

The new Tiered Intervention Grant Request For Proposal (RFP) is now available. This new program is designed to support districts with chronically low performing schools in the lowest 5 percent of achievement as indicated by state assessments.

The intent of the grant is to provide funding for districts to:
(a) partner with CDE in the implementation of one of the four intervention models provided in the draft guidance for the use of Federal Title I 1003(g) funds;
(b) increase the academic achievement of all students attending chronically low performing schools as measured by the state’s assessment system;
(c) and utilize the support and services from state-approved turnaround providers in their efforts to accomplish the above.

Note: CDE does not expect to have sufficient funding to fund all Tier II schools that are eligible and therefore does not expect to fund any Tier III schools. CDE anticipates awarding no more 15-20 individual school sites.

Priority will be given in the following order to:
1. Tier I sites;
2. Tier II sites within a district that has both Tier I and Tier II sites;
3. Tier II sites that are equally low performing and are on Corrective Action, Improvement or Restructuring;
4. Tier II sites; and
5. Tier III sites.

An application training webinar will be held on Wednesday, April 7 from 1:30 p.m. – 3:30 p.m. To register for this technical assistance opportunity, please e-mail Ashley Anderson at anderson_a@cde.state.co.us. Proposals will be due on Wednesday, April 21.

NCLB Consolidated Application Training Webinars

To help districts prepare for the 2010-2011 NCLB Consolidated Application, CDE will offer a variety of webinars. One webinar series will provide an overview of the Consolidated Application, including application components, timelines and helpful pointers for completing the application.

NCLB State Report

The report includes:
- Assessment data‐ the results of the reading and math state content assessments (CSAP, CSAPA and Spanish Lectura)
- Accountability data‐ the Adequate Yearly Progress (AYP) results for the state

Reminder: Title I Targeted Assistance Plans

All schools with Title I Targeted Assistance Programs are required to develop program plans in accordance with NCLB Section 1115 and submit them to the local education agency no later than Wednesday, June 30.

Federal Programs Symposium - Friday, Oct. 22

The Office of Federal Program Administration will hold an Effective Practices Symposium on Friday, Oct. 22 at the Adams 12 Conference Center in Thornton.

The symposium is targeted to district and school leaders and will include break-out sessions addressing federal program quality, evaluation, needs assessments and effective uses of funds. Additional information on the symposium will be sent to district federal program directors in April.

Summer Food Service Program

Attn: Superintendents, Food Service Managers

Ensure your students receive healthy meals throughout the summer by serving as a site/sponsor for the Summer Food Service Program. Schools/districts are eligible to participate if at least 50 percent of the students in their defined area are eligible for free or reduced-price meals in the national school breakfast or lunch programs. They can also meet eligibility requirements if 50 percent of students enrolled in their summer school program are eligible for free or reduced-price meals.

Sponsors will be reimbursed for the number of meals served. The deadline for applications has been extended to Friday, April 23.

Update on Senate Bill 09-163 and the Statewide System of Accountability and Support

To view the PowerPoint from the Tuesday, March 23 webinar concerning the elements of the district and school performance evaluation framework, please visit the S.B. 09-163 Web page below. The department will hold another webinar on the implementation of S.B. 09-163 and the elements of the framework on Thursday, April 8 from 9 to 10 a.m. (Details to follow.)

Beginning in late April, the department will host regional professional development sessions on the new performance evaluation framework, understanding Colorado Growth Model data and unified planning. The department will invite public feedback on these components and plans to provide facilitated and self-paced online learning experiences and digital content that districts will be able to use with local audiences.

Clarification on CSAP regulations

CDE was recently made aware of a misunderstanding in the field that schools in Colorado are no longer going to be held responsible for ensuring that all students participate in the Colorado Student Assessment Program (CSAP).

We wanted to correct this perception by clarifying what Colorado state law and the federal No Child Left Behind Act (NCLB) requires for state assessment and accountability reporting.
